SAN DIEGO (KGTV) — Custom churros are the latest foodie find on Kearny Mesa's bustling Convoy Street culinary scene.Churreria is taking the classic dessert treat and adding their own twist. Spanish churros, though, are made from just flour, water, salt, and oil."It's vegan and vegetarian. It's good for people who are lactose intolerant or who have a dairy intolerance or with eggs," Tran. "This happens to be a healthy churro. SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment. SAN DIEGO (KGTV) - Cesar Rivera thought he'd achieved the American Dream when he and his wife bought a house just north of Mission Valley. "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. He also says the owner, Lael Volage, is not responsive: a claim she vehemently disputes. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest.
