SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements. SAN DIEGO (KGTV) - As the government shutdown approaches its third week, San Diego’s food stamp recipients are preparing for possible changes to their benefits. The Supplemental Nutrition Assistance Program, or food stamps, helps feed roughly 40 million Americans. According to the USDA, eligible recipients are guaranteed benefits through January. The U.S. Department of Agriculture is expected to make a statement this week on SNAP funding into February, according to San Diego Hunger Coalition spokesman Joseph Shumate, citing the Center on Budget and Policy Priorities (CBPP).Any SNAP adjustments could also increase the burden on San Diego charities. Many Feeding San Diego beneficiaries also rely on SNAP to help their families, the organization said."For every one meal we do, the SNAP program does 12 meals," said Feeding San Diego CEO, Vince Hall. "That is a 12 to 1 ratio, so any cut to SNAP is going to have dramatic effects on charities already struggling to keep up with the demand, the unmet need for food across our communities."Hall says they are preparing for worst-case scenarios, like the shutdown continuing for weeks or months. According to CBPP, the USDA may rule that the only appropriation available for SNAP after January is the program’s billion “contingency reserve,” which was made available through the fiscal year 2018 appropriations act. But SNAP benefits currently amount to about .8 billion a month, so the billion reserve cannot fully fund February benefits.Other feeding programs, including WIC, which provides food aid and nutrition counseling for pregnant women, new mothers and children, and food distribution programs on Indian reservations, will continue on a local level, but additional federal funding won't be provided. School lunch programs will continue through February. The shutdown started Dec. 21. About 420,000 federal employees are working without pay, while 380,000 are being forced to stay home. SAN DIEGO (KGTV) - Another San Diego driver has come forward, after she got hit with a late fee despite paying her parking ticket early.In early November 2019, Pamela Moes parked on Thomas Avenue in Pacific Beach and went for a walk on the beach. She was parked in a street sweeping zone."A truck blocked the 'No Parking' sign when I parked, but it's no excuse. I knew the rules," said Moes.Moes likes have things taken care of quickly, so she went home and mailed out a check for .50 that afternoon.RELATED: North Park driver hit with late fees after paying parking fine earlyA few weeks later, she got a notice from the city: they hadn't received her payment and she would soon be delinquent. She stopped payment on her first check, drove to the Parking Administration office downtown, and paid for the fine in person."I thought everything was taken care of. Now I really don't have to worry about anything," said Moes.She was wrong. In late December 2019, she got another notice from the city. The ticket was paid, but she had been hit with a late fee of . "I was angry and frustrated because I paid for it in person!" said Moes.Turns out when the processing center in Inglewood couldn't deposit the check she stopped payment on, a late fee was assessed, even though she was already paid in full."How is this happening? They have to be talking to one another. There has to be some communication," said Moes.Moes is hardly alone. Last week 10News reported on a North Park driver named Stacy, who paid her fine early — a week after Moes paid hers — and also got hit with the same late fee. The city at that time blamed delays on processing with new equipment and "connectivity issues" at the Inglewood facility.Moes has since made a final payment for the late fee so she could be done with it.10News reached out to a city spokesperson about Moes' case, along with a list of questions about the overall issues and the number of people impacted. A spokesperson says they've begun looking into it and will release a response.The city released the following statements in the previous story: "Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments.Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. SAN DIEGO (KGTV) — County law enforcement officials say overdose deaths from fentanyl have sharply increased since last year.The San Diego County District Attorney Office said in the first six months of 2020, there have been 203 fentanyl-related deaths: 119 have been confirmed and 84 are pending confirmation. The victims range in age from 17 to 66 years old.In all of 2019, there were 152 fentanyl-related overdose deaths in the county."This alarming uptick demonstrates that dealers continue cutting various illegal drugs with fentanyl and now more than ever it’s a recipe for death," said District Attorney Summer Stephan. "The public needs to be aware of the danger of using any controlled substance even if packaged like a harmless medicinal pill. Higher overdose numbers tell us there’s likely more product on the street in San Diego that may be laced with deadly fentanyl. I’m urging you to share this potentially life-saving message with your loved ones today."The DA's office says it is prosecuting several cases, including: In January, a 28-year-old smoked a powdery substance given to him by a friend. His mother found him unresponsive in the living room of her home. He was pronounced dead from a fentanyl overdose.In February, a 20-year-old suffering from anxiety, consumed a counterfeit oxycodone pill before going to bed. His roommates found him dead in the morning from a fentanyl overdose.In May, a 19-year-old purchased two Percocets from a friend. He consumed both pills and subsequently died from an overdose. He had fentanyl in his system at the time of his deathFentanyl is a synthetic opioid that is 50 to 100 times more potent than morphine and up to 50 times more potent than heroin, according to officials. Even in doses as little as two milligrams, the drug is lethal for most people. SAN DIEGO (KGTV) — As Seaworld San Diego reopens its doors this weekend, an East County grandmother and passholder says she and her grandson won't be making a visit.Visiting SeaWorld is one of Rose Becker's favorite things to do with her 4-year-old grandson Vincent."He just loves walking around and looking at the dolphins, orcas, and sea lions," said Becker.So when SeaWorld announced they would be reopening, she got excited.RELATED: Several San Diego County businesses to reopen indoors with limits under new guidance"I was planning on taking him Sunday. Was so excited to hear SeaWorld was back open. My grandson was so excited ... and then my excitement, down to frustration," said Becker.She was frustrated because of the cost. SeaWorld is opening through its weekend Zoo Days Bayside BBQ and Brews events. It's reservation only with a limited capacity. The park's attractions will be limited to outdoor animal exhibits and shows. A ticket will include food, drink, and merchandise. Passholders like Becker get a complimentary ticket but must pay for the lanyard for the food and beverages.
