SAN DIEGO (KGTV) -- One month before the start of the new school year, San Diego Unified School District released the details of its online learning plan for the 2020-2021 school year.The school district's plans were created over weeks of discussions with parents, students, educators and administrators. San Diego Unified will start the school year Aug. 31. Details of the online learning plan include:A six-hour school day with customized learning experiences for each K-12 studentAll students will have daily, live interaction with their teachers via video conferencingCustom learning experiences will be based on student needs and will include daily live, online instruction (up to three hours), independent learning (at least two hours), working with other students in small groups or participating in educator office hours (at least one hour)All Elementary students will receive instruction in reading, writing, mathematics, science, social studies, physical education, and the artsStudents will receive grades to measure their progress“We continue working to bring all students back to campus as soon as it is safe and responsible to do so. In the meantime, we must ensure our students continue to learn and make academic progress,” said Superintendent Cindy Marten.Superintendent Marten said the district will continue working on access and providing free computers and Wi-Fi service to families that need them.SDUSD plans to release additional details of the online learning plan for the fall on Aug. 10, the same day on which the district plans to provide the next public assessment of when it will be safe to physically reopen. 1646

SAN DIEGO (KGTV) – Police are searching for a suspect who fled the scene of a deadly shooting near the Linda Vista Recreation Center on Sunday.San Diego Police say that officers were called to the area near 7000 Levant Street in Linda Vista just after 11 a.m. over reports of gunfire in the area. When officers arrived, they found one man who had been shot in the upper body. Officer provided first aid to the man until San Diego Fire-Rescue personnel arrived. The man was taken to a nearby hospital, where he was pronounced dead. The victim has been identified but his identity was not released. He is described as a 27-year-old Hispanic man from San Diego.While officers were at the hospital, a second man arrived with an apparent gunshot wound, police said. He said that he had also been injured outside of the same recreation center. The second victim has also been identified but his name was not released. He is described as a 30-year-old man from San Diego.Police said witnesses reported seeing a man, possibly Hispanic, wearing a mask and shorts, running from the scene. He was seen getting into a small, white four-door vehicle that was last seen driving southbound on Linda Vista Road.Officers said the two victims appeared to have been near the handball courts at the recreation center when they were injured. SAN DIEGO (KGTV) -- Neighborhoods near the Miramar Landfill are reporting a resurgence of awful odors they believe are coming from the landfill. "You come out the door in the morning and it just hits you," said Matty Wuest of University City. About a mile away, fellow resident Janis Deady concurs. "Like last night at in the morning," she says, "the smell woke me up out of a dead sleep." So, exactly what does it smell like? The distant neighbors are at no loss for words. "If you take the natural gas smell," said Matty, "Mix that with dog poop and vomit. That's what it smell like." Janis said she'd lived near the landfill for more than 20 years without an issue, but that changed about three years ago. "All of the sudden in the 2016 we started smelling putrid, disgusting, horrid smells."The distant neighbors say complaints in 2016 lead to hearings with the San Diego County Air Pollution Control District; resulting in fines for the City of San Diego and mitigation measures that appeared to solve the problem. But in recent weeks they say the smell is back."You shouldn't have to live like that," said Janis, "Not when we pay these taxes." A public information officer for San Diego said by phone the short story is the rain. That as soon as the Miramar Landfill has a chance to dry out from all the recent rains, the odors will dry up as well. But residents say that's not sufficient. "I hope the city would mitigate this and not blame it on the rain or other excuses." Said Matty. "Bottom line," said Janis, "It's got to stop. This is from 2016 to now. SAN DIEGO (KGTV) -- Public health experts are worried that with COVID-19 cases surging, family gatherings during the upcoming holiday season could make for an epidemiological disaster. While officials are urging people to follow stay-at-home orders and avoid indoor gatherings with those outside of the immediate household, they realize that many families will get together regardless of the risk.“There are a lot of reasons why don’t do the thing that your physician or your county board of supervisors would label compliant," said Dr. Rebecca Fielding-Miller, a social epidemiologist and associate professor at UC San Diego. "And so the best thing that we can do is say, OK. In the absence of perfection, here are the other things you can do to protect yourself.”Fielding-Miller recommends that a family that insists on getting together for Thanksgiving create, in effect, its own version of a bubble such as the one successfully used for the restart of the NBA season. To create the safest bubble possible requires invitees to the dinner to isolate beginning at least by Wednesday the week before Thanksgiving. Each person should then get a COVID test three days before the holiday so there is enough time to get the result back. Fielding-Miller said it's critical to have a conversation with guests to make sure they understand and agree to those safety measures. "When we talk about bubbles, your bubble is really only as safe as the person who is the least interested in maintaining the safety of the bubble," Fielding-Miller said.Once Thanksgiving Day arrives, eating outdoors is much safer than indoors. Fielding-Miller also suggests trying to keep members of different households spaced out as much as possible. It is also critical to wear masks as much as possible.She also said that safety efforts do not end on Thanksgiving Day. "You need a plan for, I would say, testing five to eight days after you spent time with your family, so you can immediately let people know if you are positive and they need to get tested,” Fielding-Miller said. She also recommends keeping your children home from school for at least the first two days after the holiday, to protect them from children who may have contracted the virus during Thanksgiving trips.Fielding-Miller said how San Diego behaves to control the spread of the virus over Thanksgiving will help determine the severity of the situation for the December holidays. But while she said this is likely to be a very difficult holiday season, there is reason for optimist. “A vaccine is coming and it really is darkest before the dawn. So now is rough, but it will get better.” 2641

SAN DIEGO (KGTV) -- Police Wednesday released bodycam video following a deadly officer-involved shooting in Oak Park in late January. The graphic video opens with San Diego Police Chief David Nisleit explaining what led up to the shooting. According to Nisleit, officers spotted Toby Diller, 31, on the 2900 block of 54th Street with an open container of alcohol. RELATED: Officers, suspect identified in deadly Oak Park shootingNisleit says officers activated lights on their patrol car and tried to make contact with Diller, but he ran away. Video of the incident shows the officers, later identified as Benjamin Downing and Devion Johnson, running after Diller before catching up to him. At that point, Nisleit says Diller resisted arrest, grappling with police on the ground. "The officers gave him verbal commands to stop resisting, but he refused to cooperate,'' Lt. Matt Dobbs previously said. RELATED: Oak Park suspect fatally shot during struggle with officer, San Diego Police sayDuring the struggle, Downing said he felt the suspect grab his service pistol and yank it off his belt still in its holster. That’s when Johnson opened fire on the 31-year-old suspect. Diller died at the scene. Johnson has been with the department for two years and Downing for five.
