(AP) — A California judge has thrown out a 2016 state law allowing the terminally ill to end their lives, ruling it was unconstitutionally approved by the Legislature.Lawyers for advocates and opponents say Riverside County Superior Court Judge Daniel Ottolia did not rule on the legality of physician-assisted death. He issued an oral ruling Tuesday saying lawmakers acted illegally in passing the law during a special session devoted to other topics.Ottolia kept the law in place and gave the state attorney general five days to appeal.RELATED:  579

SACRAMENTO (KGTV) - Wildfires are more dangerous and costly than ever, according to California Governor Gavin Newsom's strike force team's report released Friday."We are in a very precarious state," he said at a press conference. He highlighted 5 main points in the report, the first pertained to preventing and fighting catastrophic wildfires, "213.6M of that was specific for fuels reduction." Millions in the budget dedicated to clearing brush and other potential fire hazards on private and public land, build the workforce to do it and invest in technology to monitor fire risk."There's the world without climate change, here's the world we're living in," Newsom said referring to a chart showing skyrocketing wildfire damage in terms of acres burned, in recent years. He said he wants to break the cycle, creating more clean energy to reverse the effect of climate change, focused on electric cars and utility companies."The soaring costs of wildfires, the good old days and now the new normal," Newsom said referring to another chart showing the jump in costs related to wildfire damage. The governor's plan outlined options to pay for wildfire damage, including helping utility companies if they're at fault, and spreading costs among everyone, including tax payers."The state has suffered from their neglect," Newsom said taking aim at utility companies. He wants the California Public Utilities Commission strengthened, to hold utility companies accountable while passing wildfire damage costs to customers. RICHMOND, Va. – A military veteran who died of a heart attack while onboard a Richmond city bus was robbed while unconscious. Several burobbed while unconsciouss riders jumped in to help the man while he went into cardiac arrest, but they ultimately got off the bus, with the exception of one.Police say 20-year-old Demontea Chappell stayed behind under the guise of giving aid but was seen on camera taking the man's wallet.A video reveals the heartbreaking details."Pop? What you name is Pop?" said a young man, as the older bus passenger struggled unconsciously and not breathing."Trying to find his wallet. Where the wallet at?" that young man continues.Chappell, according to police, was acting as if he was giving aid to the Air Force veteran, but the bus video showed he went inside the man’s wallet and then slid the cash into his own pocket.Sources told WTVR's Jon Burkett that the veteran always carried cash, but how much money he had that day was unknown.Police now have a warrant for Chappell's arrest.The veteran died on the bus near the corner of First and Federal last Thursday morning.Sources tell WTVR that after family members questioned why their loved one’s wallet was empty, officials with the Greater Richmond Transit Company (GRTC) went to the recordings and alerted police. The investigation led police to Chappell, who is still on the run.GRTC is helping police in this investigation. SACRAMENTO, Calif. (AP) — California legislators are expected to pass a resolution condemning the state’s role in the U.S. government’s internment of 120,000 Japanese Americans during World War II. President Franklin D. Roosevelt's executive order in 1942 led to incarcerations at 10 camps, two in California.The Democratic assemblyman who introduced the resolution said the state would be apologizing for a time when "California led the racist anti-Japanese American movement.” The measure has bipartisan support, a rarity in the Legislature. 551

  

SACRAMENTO, Calif. (AP) — A California appeals court has ordered state corrections officials to cut the population of one of the world’s most famous prisons to less than half of its designed capacity. It cited officials’ “deliberate indifference” to the plight of inmates during the coronavirus pandemic. State prison officials said Wednesday that they are deciding whether to appeal. Otherwise, the order will force them to parole or transfer about 1,100 inmates serving time in San Quentin State Prison north of San Francisco. California’s oldest prison, home to its death row, was the site of one of the nation’s worst coronavirus outbreaks, with 28 inmate deaths and 2,200 infections. 696
