COLUMBUS, Ohio -- Republicans in the Ohio House of Representatives began a lame-duck session Thursday by passing a bill that would ban most abortions after the first detection of a fetal heartbeat. That milestone can arrive as early as six weeks into a pregnancy.The Republican-controlled House voted 58-35 Thursday in favor of the legislation, which does not include exceptions for rape or incest.The bill provides “a more consistent and reliable marker for the courts to use” when considering abortion laws’ constitutionality, said Rep. Christina Hagan, a Stark County Republican and the bill’s co-sponsor.The American Civil Liberties Union called the measure “a total abortion ban” and promised to sue if it becomes law. Community Health Centers that serve hundreds of thousands of San Diegans are now dealing with millions of dollars in federal cuts.So far, they've instituted a hiring freeze and put expansion plans on hold. But if Congress doesn't act soon, those cuts could force the centers to reduce hours starting in January. "We pray that it won't," said Giselle Brown, who goes to the La Maestra Community Health Center in City Heights for basic medical care. "People would be left out, they wouldn't be getting the proper help or care that they need."La Maestra is part of the Health Center Partners of Southern California network, consisting of 17 low-cost clinics in San Diego, Imperial and Riverside Counties.The Federal Government subsidizes centers like it around the country with about billion a year. But about 70 percent of that is expiring, and the first funds disappeared Sept. 30. Congress has not renewed it.However, the House is scheduled to vote Friday on a bipartisan bill that would extend the funds for two years. Vernita Todd, a V.P. for the health center system of Southern California, says she's concerned the bill may not get out of the Senate - and the January deadline of reducing services is only getting closer. Brown says she hopes the funding is restored, not just for her, but for her community.    1376

Countless times, every day across the country, dispatchers field calls for help that can be hard to answer.In Eugene, Oregon, sometimes the answer is people like Dan Felts.“Sometimes, what we need in our most desperate hour is somebody to talk to,” Felts said.In Eugene and its neighboring city of Springfield, when a non-emergency, non-criminal call comes in through 911 or a non-emergency line to a dispatcher, they can send a mental health professional like Felts, instead of police.“Make sure people have access to resources, other than law enforcement, when they’re having mental health crisis,” Felts explained.Felts is a member of CAHOOTS, which stands for Crisis Assistance Helping out on the Streets."We don’t show up with weaponry, we don’t show up with handcuffs,” Felts said.The belief is unarmed CAHOOTS teams of crisis workers and medics can be a better response to people struggling with issues like mental health or emotional crisis."When a police officer goes and they look like me, gun, badge, you know it’s a little demonstrative and sometimes it has the tendency to escalate the situation,” said Eugene Police Chief Chris Skinner. "When somebody like CAHOOTS goes, it’s people who are kind of dressed the same and look the same. They just have a softer approach, and it tends to deescalate things."“There are lots of these kind of call types that are non-violent in nature; they’re simply somebody crying out for help,” says Ben Brubaker, director at White Bird Clinic.The clinic is a non-profit that provides an array of services like counseling, dental care, and other services to people in need in the Eugene area. It’s run CAHOOTS since the late 80s. Brubaker says communities are now calling White Bird for guidance on putting similar programs to CAHOOTS in place.Denver, Colorado launched a pilot program last month.“We need to change the way our public safety work and see how public safety looks through a different lens,” Brubaker said.It’s a viewpoint of listening to voices they believe across the country haven’t been heard enough.“We show up to bear witness, see you as a human being, and offer whatever kind of support we can without judgement,” Felts said. 2199

CORONADO, Calif. (KGTV) -- The City of Coronado has completed a bridge study in an effort prevent suicides on the Coronado Bay Bridge.The study, conducted by Caltrans, shows that two-thirds of those surveyed say they are in favor of adding a physical barrier on the bridge.The study showcases a number of options for adding a barrier, though there are several popular options.RELATED: Caltrans reveals possible suicide barriers for Coronado Bridge?Among the most popular options is a wire mesh fence that would cost up to million.
