Wisconsin Gov. Tony Evers and the Department of Health Services issued a new order Tuesday limiting the capacity of bars, restaurants and stores in the state to 25% on Tuesday, as Wisconsin becomes a hot spot for COVID-19 in the U.S.Evers directed DHS Secretary-Designee Andrea Palm to issue the order Tuesday afternoon.The order is capping capacity to 25% in public spaces beginning on Thursday. Gatherings in indoor spaces without an occupancy limit are limited to 10 people."We're seeing increased COVID-19 hospitalizations across the state, and every region is reporting current and imminent hospital staffing shortages in one or more of their facilities," Palm said.Wisconsin has become a hot spot for coronavirus cases in the country after schools reopened this fall. The state has tallied record numbers of cases, hospitalizations and deaths in recent days. Areas that have been hit particularly hard include the state's two largest cities — Milwaukee and Madison — as well as smaller cities like Fox Valley, Green Bay and Wausau.The governor's top attorney, Ryan Nilsestuen, says he's confident the restrictions will withstand legal challenges from the GOP-controlled legislature. Evers' "Safer at Home: order issued last March was eventually blocked by the Wisconsin Supreme Court, after the legislature raised objections with a potential overreach of authority by the health department and the governor's office.“At the end of the day, doing orders and having them challenged in court maybe makes for great theater,” Evers said during a press conference Tuesday. “But it frankly does nothing in making sure people are safer in the state of Wisconsin.”The order goes into effect at 8 a.m. local time on Thursday and will remain in effect until Nov. 6. When you decide to live in the desert, you most likely understand some of your neighbors will be scorpions.But, a Phoenix woman says her apartment complex near is being overrun by scorpions.She asked KNXV to get involved after she said the management of the Banyantree Apartment was not helping. "That's it when it was by the wall," said LaPorsha Jones, as she showed pictures of scorpions on her phone.Jones said she has lived in the complex since April, and has found dozens of scorpions on her own. She even sought out help from pest control workers on the property. She says they told her something shocking."He caught 1,052 [scorpions] and he said, that's not even half of them," Jones said.On top of the scorpions, we noticed more problems all across Jones's apartment.There was what appeared to be black mold in the bathroom, and more in the window sill in the living room. She pointed out brown water leaking from her refrigerator, and told us she got sick from using the tap water to cook. She now uses only bottled water. Jones said she had asked management to fix all of these issues, as well as the scorpions, but nothing has been resolved.So, our reporter walked into the office and asked for the manager.A woman sitting at the front desk went to get her, but about a minute later there was a major change in tone. That same woman told our crew there would be no interview. They gave us a number to call for a comment, but after calling and leaving a voicemail, no one ever returned our calls for answers.So, we took action and went above their head to get help for this woman. We contacted the city of Phoenix who gave our team a direct number and person that Jones could talk to. 1797

Although this might sound like a strange way of voting, the process allows for “instant runoffs.” Election officials continually eliminate the last-place candidate until there are only two candidates left or a candidate receives a majority of the vote.For instance, if your first choice is eliminated, your second choice becomes your vote until that candidate is eliminated or is declared the winner.On Tuesday, the Maine Supreme Judicial Court ruled against a GOP-led initiative that attempted to delay the use of ranked choice voting in the presidential election. The court struck down a lower-court ruling.The process had already been used in the primary and the 2018 midterm. Governor Paul LePage protested the results from the 2018 election, and threatened not to certify the results. In Maine’s House District 2, Democrat Jared Golden won the election despite not receiving a plurality of first-choice votes. Golden ended up garnering a majority after two independent candidates were eliminated.Maine is also unique as it is only one of two US states that divvy up Electoral College votes based on congressional districts.
