ODESSA, Texas (KGSTV) - A man with San Diego ties who survived the Texas shooting rampage Saturday is recounting the moment he drove into the crosshairs.Daniel Munoz, 28, moved from San Diego to Texas a year ago to work in the oil industry. He was in his car on the way to meet a friend for a drink, when he yielded to a car coming off an interstate. He immediately saw what appeared to be a rifle barrel in the hands of a driver and the shooter, Seth Ator.Earlier, the shooting spree had started with a routine traffic stop, when Ator suddenly started shooting at officers. During the ensuing chase in the Odessa/Midland area, he shot at other drivers. One of those drivers was Munoz. After he saw the rifle barrel, he told the Associated Press, "This is my street instincts. When a car is approaching you and you see a gun of any type, just get down. Luckily I got down … sure enough, I hear the shots go off. He let off at least three shots on me."Munoz believes one shot hit the engine, another struck the driver's side window, and a third hit a rear window. Some shattered glass punctured his left shoulder, causing him to bleed heavily. As he made the frenzied drive to a hospital, the shooting rampage continued.The gunman would hijack a mail truck, before ramming police vehicles outside a theater, where police would shoot and kill him. In the end, Ator would kill seven and injure 22. As for Munoz, he says he's physically okay but shaken."I'm just trying to turn the corner and I got shot. I'm getting shot at? What's the world coming to? For real? I'm just minding my own business," he told the Associated Press.Officials have identified another man, 62-year-old San Diegan, Marco Corral, as among the injured. 1731

(KGTV) - An Oceanside family is grieving the loss of a 18-year-old honors student discovered dead from an overdose linked to fentanyl.For big sister, Jill, and dad, Duncan, it's hard to think of life without Brianna Moore."It's hard to talk about. She's my little sister," said a tearful Jill."We miss her so much. She had a bright future ... She was always so motivated," said Duncan.By the age of 14, Briana had run two marathons. She excelled at soccer and the violin. The honors student was accepted into a scholarship program at Stanford this summer but had to withdraw due to mental health issues, including depression.Amid the recent protests aimed at racial injustice, Brianna was called to action."She was inspired by the movement. She wanted her voice to be heard," said Jill.Her participation took her to Los Angeles."She started off with a good crowd that wanted to help people, and over time, she just met the wrong people," said Jill.Brianna was due back home Aug. 11 for orientation at Cal State San Marcos, but she never made it home.Inside a park in Echo Park, Los Angeles, a memorial marks the area where on Aug. 9, Brianna's body was discovered in a tent. The family says they were told by the medical examiner's office that Brianna died from an overdose: cocaine secretly laced with fentanyl.Earlier this month, law enforcement officials issued a warning about a large local spike in deaths linked to the synthetic opioid fentanyl. Experts say amid the COVID-19 pandemic, people may turn to substance abuse to deal with stress. Brianna's family suspects she recently began experimenting with drugs. OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil. The cartel aims to monitor the market and decide to raise or lower oil production in order to maintain stable prices and supply.Qatar has been a member of OPEC since 1961.
