MARTIN COUNTY, Florida — As early as next week, you could start to see an improvement in the water quality in Martin County.Officials plan to start cleaning up some of the areas most impacted by algae. They hope to give residents some relief from the sight and smell of the algae and help the estuary recover from its damaging effects.Martin County Ecosystem Division Manager John Maehl said because the county declared a local state of emergency earlier this week, it can more quickly obtain grant funds from the Department of Environmental Protection to pay for and expedite clean up efforts.The plan is to get contracted clean up crews on the water early next week, possibly by Tuesday. Even before declaring the state of emergency, county officials had been interviewing and researching companies with technology they say can clean up the algae, without creating more harm to the environment.By next week, Maehl said at least a couple are prepared to get to work.In at least one case, they would be vacuuming the algae from the water.Exactly where the clean up will happen is unclear, but Maehl said the county has been surveying the area, looking to create a priority list of the places they will send crews to first.That could be areas such as Central Marine, typically hit hard by the thickest of the algae.“The really nasty stuff, try to get that out and take away the most noxious component of this and then let the estuary do its thing. The estuary is remarkably resilient,” Maehl said.This is the first year the county has taken on algae clean up effort, so it is a learning experience.“It’s a really complicated issue with a lot of different solutions and really the approach we’re taking is we’re throwing a lot of stuff against the wall and see what sticks,” Maehl said.Stuart resident Teresa Cooper is among those glad to see action being taken.She lives right along the water and can smell the stench of the algae while walking her dog.“I don’t walk him over there, so I just kind of keep him on the side, because it’s bothering me, I’m sure it’s bothering him,” Cooper said. “It hurts your throat and just smells very bad."Maehl said the county also hopes, by next week, to place booms in strategic areas to hold and collect algae. That could include putting a boom in canals leading to the St. Lucie Estuary to keep algae from flowing into the waterway.Maehl is not sure if the cleanup will last for weeks or months. 2457

Microsoft took legal steps to dismantle a system that has allowed criminal hackers to infect more than a million computing devices since 2016, in order to protect the 2020 election.The technology company obtained a court order from a federal judge in Virginia that gives Microsoft control of the Trickbot botnet.Microsoft, along with partners around the world, were able to make it so those operating Trickbot cannot initiate new infections or activate ransomware already in computer systems.Trickbot botnet is a global network believed to be run by Russian-speaking criminals, and is “one of the world’s most infamous botnets and prolific distributors of ransomware” according to a blog post by Tom Burt, Corporate Vice President at Microsoft.Burt says ransomware is “one of the largest threats to the upcoming elections,” and can be used to “infect a computer system used to maintain voter rolls or report on election-night results, seizing those systems at a prescribed hour optimised to sow chaos and distrust.”The move by Microsoft represents a “new legal approach” the company says they are using for the first time.In addition to protecting election systems, Microsoft says dismantling Trickbot will also protect financial services institutions, government agencies, healthcare facilities, educational institutions, and other businesses subject to malware infections. 1382

MALIBU, California — The devastating Woolsey Fire destroyed homes in Malibu on Friday including one belonging to Caitlyn Jenner.By Friday afternoon, 14,000 acres burned, along with multiple homes, fire officials reported. Another 30,000 homes were threatened in Ventura County.Caitlyn Jenner's home was featured on her reality show "I Am Cait", according to KABC. Many small businesses are struggling after the pandemic shut down a number of industries. Recently, more than 2,400 small businesses gave their thoughts on how various levels of government are helping them during this tough time.Nate Chai, who heads up the Pro Engagement Team at Thumbtack, says "the purpose of the survey is really to find out how small businesses across the country feel about the public policies that they're working with at the local, state and national levels. Do they feel supported? Do they feel the right policies are in place? Are things changing year-over-year for them?"Thumbtack, an online company that connects people with local independent professionals in industries like construction, wellness and music, conducts a small business friendliness survey every year. This year, they wanted to check in with the small businesses on their site to see how they were doing amid this COVID-19 pandemic."What we did notice is that there were strong divergent between how many felt their states and local governments were doing versus what they saw from the federal government. To put that in perspective, we saw many states score A, A- or B in terms of that local response but at the federal level people almost universally what people were seeing was not good enough," said Chai.Chai says overwhelmingly, small business owners gave the federal government an F when it came to their response. "We saw several states earn Fs and unfortunately the worst of those, starting from the bottom up were Arizona followed by Oregon, Missouri, Georgia and Tennessee," said Chai. The highest ranked states were Vermont, which received an A+, followed by A ratings for Rhode Island, Connecticut, Massachusetts and an A for Maryland. Gerard Cassagnol, the Engineering and Operations Manager for Trevor Technical Solutions in Maryland, took part in the survey."It started off really good here in Maryland. They were very proactive in how to address the pandemic. What I basically mean is they were going by the science," Cassagnol said. Cassagnol says the funding, though, from State and Federal levels, was lacking, as well as information and guidance about programs and how to operate has been inconsistent. Cassagnol says before the pandemic, 80 percent of his company's revenue came from work from the government. Over the last three months, that dwindled down to 5 percent, putting his business in a dire state and prompting him to lay off staff. "It's a survival instinct right now that we're operating on," said Cassagnol.Of the roughly 2,400 businesses that took the survey, 65 percent had only one employee, in that the person owned their business and works alone; 28 percent had two to five employees and the remaining six percent had more than six employees."Given what’s going on, it's a great time to consider reaching out to small businesses if you’ve got those projects on the back burners, and finding ways to support small businesses if you have the means," said Chai."We've got to find a solution to this. America is going to suffer ultimately if the small business isn't there," said Cassagnol. Thumbtack is encouraging people to support their local businesses in any way they can right now as many feel uncertain when or if they will recover from this economic downturn. 3306
