LOUISVILLE, Ky. — A third person who served on the grand jury that weighed charges against the police officers involved in the raid that led to the death of Breonna Taylor says she felt the investigation was incomplete.In an interview with The Associated Press, the woman said she thought prosecutors wanted only to give the officers involved "a slap on the wrist and close it up.""I felt like there should've been more charges," she told the AP in a phone interview.Taylor was killed on March 13 when officers conducted a narcotics raid on her apartment. Taylor's boyfriend, Kenneth Walker, said he drew a gun when he heard a pounding at the door. He maintains officers did not identify themselves and says he fired at officers when they breached the door, thinking they were intruders.Officers returned fire, killing Taylor. Kentucky Attorney General Daniel Cameron, who investigated the case, said officers were justified in returning fire because they were fired upon first.While officers say they did identify themselves as police and say a witness in the building also testified that they heard police ID themselves, several of Taylor's neighbors are on record as saying they did not know who was at the door.One officer, Brett Hankison, was charged with a crime in connection with the incident. He faces three counts of wanton endangerment for firing his gun toward the apartment building following the raid. No officers faced charges in connection with Taylor's homicide."All of (the officers) went in blindly, you really couldn't see into that lady's apartment as they explained to us, there was just a TV on," the grand juror told the AP of Taylor's apartment. She added that officers "went in there like the O.K. Corral, wanted dead or alive."The grand juror told The Associated Press that she was surprised that they were not presented with the opportunity to consider other charges. She also took issue with Cameron's justification in September that grand jurors had "decided" not to charge the other officers with a crime."I felt like he was trying to throw the blame on somebody else, that he felt like, we as jurors, we weren't going to (speak) out," she told the AP. "He made it feel like it was all our fault, and it wasn't."Typically, grand jury proceedings are held in secret and details of their investigations are held tightly under wraps. But following Cameron's press conference, a judge issued a ruling that allowed grand jurors to speak publicly about the process. Many small businesses are struggling after the pandemic shut down a number of industries. Recently, more than 2,400 small businesses gave their thoughts on how various levels of government are helping them during this tough time.Nate Chai, who heads up the Pro Engagement Team at Thumbtack, says "the purpose of the survey is really to find out how small businesses across the country feel about the public policies that they're working with at the local, state and national levels. Do they feel supported? Do they feel the right policies are in place? Are things changing year-over-year for them?"Thumbtack, an online company that connects people with local independent professionals in industries like construction, wellness and music, conducts a small business friendliness survey every year. This year, they wanted to check in with the small businesses on their site to see how they were doing amid this COVID-19 pandemic."What we did notice is that there were strong divergent between how many felt their states and local governments were doing versus what they saw from the federal government. To put that in perspective, we saw many states score A, A- or B in terms of that local response but at the federal level people almost universally what people were seeing was not good enough," said Chai.Chai says overwhelmingly, small business owners gave the federal government an F when it came to their response. "We saw several states earn Fs and unfortunately the worst of those, starting from the bottom up were Arizona followed by Oregon, Missouri, Georgia and Tennessee," said Chai. The highest ranked states were Vermont, which received an A+, followed by A ratings for Rhode Island, Connecticut, Massachusetts and an A for Maryland. Gerard Cassagnol, the Engineering and Operations Manager for Trevor Technical Solutions in Maryland, took part in the survey."It started off really good here in Maryland. They were very proactive in how to address the pandemic. What I basically mean is they were going by the science," Cassagnol said. Cassagnol says the funding, though, from State and Federal levels, was lacking, as well as information and guidance about programs and how to operate has been inconsistent. Cassagnol says before the pandemic, 80 percent of his company's revenue came from work from the government. Over the last three months, that dwindled down to 5 percent, putting his business in a dire state and prompting him to lay off staff. "It's a survival instinct right now that we're operating on," said Cassagnol.Of the roughly 2,400 businesses that took the survey, 65 percent had only one employee, in that the person owned their business and works alone; 28 percent had two to five employees and the remaining six percent had more than six employees."Given what’s going on, it's a great time to consider reaching out to small businesses if you’ve got those projects on the back burners, and finding ways to support small businesses if you have the means," said Chai."We've got to find a solution to this. America is going to suffer ultimately if the small business isn't there," said Cassagnol. Thumbtack is encouraging people to support their local businesses in any way they can right now as many feel uncertain when or if they will recover from this economic downturn. 3306
McDonald's hopes new breakfast items will draw more customers to the golden arches.The company announced Tuesday that it would expand its breakfast menu. The new items, along with local deals and low prices, should help "win back customers at breakfast," said CFO Kevin Ozan during a call with analysts.With the new items, McDonald's is aiming to reverse a troubling trend: American customers are eating elsewhere.Sales in the United States grew by 2.4% in the third quarter, but that was mostly because people spent more. The number of American customers declined.Over the past couple of years, McDonald's (MCD) has tried a number of different strategies to boost its US business. It put self-order kiosks in restaurants. It added new menu items. And McDonald's added delivery.That helped boost sales among existing customers. But those initiatives, part of a massive effort to modernize its US restaurants, haven't helped McDonald's hold on to existing customers or bring in new ones.The company believes a revamped breakfast menu could help."It's very competitive out there at breakfast," said CEO Stephen Easterbrook. "We're still losing a little share ... it continues to be a battleground," he said. "We want to do better at breakfast."McDonald's didn't offer details on what the new items will be.In recent years, Taco Bell has found success with its breakfast offerings. The chain started serving breakfast in 2014 and now sells items like the naked egg taco, which has a fried egg for a shell. Dunkin' (DNKN), which offers a two-sandwich deal for breakfast, has also done well in the morning.Competitors have upped their game and McDonald's may have "lost a little bit of ground" on breakfast over the past few years, said Morningstar analyst R.J. Michigan bars and restaurants must now collect names and phone numbers of customers for COVID-19 contact tracing under an extended epidemic order, the Michigan Department of Health and Human Services (MDHHS) announced today.Health officials said these are requirements and the businesses must operate under the rules to protect public health.The new provision was just one of the extensions of the epidemic order from the MDHHS aimed at helping contain the spread of the virus. Other extensions to the order include no more than 50 people at indoor gatherings without fixed seating, and no more than six people at seated tables at bars, restaurants, and indoor non-residential gatherings.The announcement from the MDHHS comes as Michigan continues to see a rise in cases and hospitalizations due to COVID-19.The state says there are currently 12 outbreaks in Michigan associated with bars or restaurants with currently active clusters up to 12 cases.
