(KGTV) — Police are searching for an 81-year-old man who was last seen in the Otay Ranch Mall area.Chula Vista Police says Donald Mooring was last seen around 3 p.m. near the Otay Ranch Mall on Thursday. Police add that Mooring may be suffering from the effects of dementia.Mooring is described as a black man, 5-foot 9-inches tall, and weighing about 230 pounds. He may be driving a white 2010 Dodge Caravan with California plates "7CHU230".He is believed to be wearing a green plaid shirt, khaki pants, and black tennis shoes.Anyone with information on Mooring's whereabouts is asked to call CVPD at 619-691-5151. 643

The school system is million in the hole, and they plan to lay off nearly 240 teachers and staff by May. While their parents take to the polls, hundreds of students at Eastlake High School are also raising their voices. "It's frustrating, and almost like, betrayal," Eastlake Senior, Isabella Borquez said. Borquez said she could not get behind the district board's decision to lay off nearly 240 teachers, librarians, and learning center staff, all the fix the district's million debt. "They're getting rid of people who we, the students trust and connect with," Borquez said. "And they just want to rip those people away from us."The district says the shortfall in money is not caused by mismanagement of funds. They say it is because of the decline in student enrollment and a decline in revenue.Meanwhile, at the Sweetwater Union High School District office in Downtown Chula Vista, parents too held a protest. (KGTV) – More than 300 South Bay parents and students attended a school safety forum Monday night.The Sweetwater Union High School District and Chula Vista police held the meeting at Chula Vista High School’s Performing Arts Center.“We certainly had some questions, we pinged our kids on what drills are being done on their campuses,” said Ricky Gallegos, who has two kids that attend high schools in the district.School officials and police assured parents that they practice and prepare for the unthinkable. But police were also candid about their limited resources. They have 10 school resource officers for 61 campuses and more than 51,000 students in Chula Vista.  Police asked parents for their help by reminding them to be involved with their kids and school community and to report whatever doesn't sound right. They also told them about the “P-3 Anonymous Tip App” which was launched within the past year. They said it there have been more than 400 tips made and law enforcement removed 13 guns from San Diego County Schools as a result of the app.“I think it’s petty cool, especially that it’s anonymous because I know some students are worried that they’ll talk to someone else,” Leira Gardea, a sophomore at Chula Vista High School said.Mental health was also a big topic of discussion. CHULA VISTA, Calif (KGTV) -- A Chula Vista Police officer stabbed while on duty will be awarded the Congressional Badge of Bravery. On July 27, Officer David Sachs will be awarded the badge by United States Attorney for the Southern District of California Robert Brewer. The award, created in 2008, honors exceptional acts of bravery in the line of duty. On September 19 of 2017, Officer Sachs along with Officer Leo Banales and Chaplain Wes Anderson responded to a home on Monterey Avenue after receiving a report that a man’s neighbor threw a large piece of concrete over his fence, injuring the victim.RELATED: Chula Vista Police officer who shot man recovering from stabbing When officers arrived, the victim pointed out the suspect’s house. After knocking on the door, the suspect’s mother answered and invited the officers in.Police say, though they didn’t know at the time, the suspect, described as a 6-foot-tall man in his late 20s, was suffering from emotional or psychological distress.After stepping into the home’s kitchen, the suspect started attacking Sachs with a knife, stabbing him multiple times in the face, head and arm.Police say Sachs was able to knock the suspect to the ground while yelling “Knife! Knife! Knife!” to his partners.The suspect then lunged at Banales with a knife before he and Anderson went outside. According to police, Sachs drew his weapon and told the suspect to drop the knife before the suspect blocked the exit and attacked him again with the knife.RELATED: Officer stabbed, suspect shot three times in Chula Vista Police say Sachs then moved the suspect’s mother behind him for safety and shot the suspect. The suspect collapsed in the dining room after being struck.After hearing the shots, Anderson went back to the home’s front door to help. After more officers arrived, medical aid was given to the hospital who was taken to the hospital where he later died.Sachs was stabbed six times. Following seven months of recovery, he returned to full-duty and is still serving today.In May of 2018, Sachs was awarded a Medal of Valor and Purple Heart by the Chula Vista Police Department. 2141
