SAN DIEGO (KGTV) - Detainees inside the Otay Mesa Detention Center can reportedly no longer make phone calls to certain immigrants' rights activists. “Quite frankly, I'm outraged that a U.S. federal agency (ICE) would cut off communication,” said Alex Mensing with Pueblo Sin Fronteras. Mensing told ABC10 News on Tuesday that his number was blocked along with numbers to another immigrants’ rights activist group, Otay Mesa Detention Resistance.“Last time I checked, in the United States we're not supposed to censor people's ability to denounce abuses, to denounce medical negligence, to denounce physical assault by guards…by private prison guards or ICE officers against the people,” he added.The Otay Mesa Detention Center has come under fire in recent months for allegations of poor health conditions and abuses inside, as hundreds of people being housed there were testing positive for COVID-19.In May, Salvadoran Carlos Escobar-Mejia became the first detainee in U.S. custody to die after testing positive for the virus. His funeral was held last week.ICE contractor CoreCivic operates the facility.When asked Tuesday about blocking calls, CoreCivic replied, “We took this action at the direction of our government partner. We encourage you to reach out to Immigration and Customs Enforcement (ICE) for more information on their rationale for this decision.”On Tuesday, a spokesperson for ICE sent ABC10 News the following statement:“Due to safety concerns for all detainees in custody, ICE has temporarily blocked detainee calls at Otay Mesa Detention Center to a specific San Diego area phone number after detainee calls to this number resulted in detainees exhibiting highly disruptive behavior, threatening the health and security of other detainees and employees at the facility. ICE takes very seriously the safety and well-being of those in our care and will take all necessary steps in order to ensure the continued safety of both detainees and staff. San Diego ICE ERO management will continue to monitor the situation. Temporary blocked phone calls may be restored when deemed safe to do so.” 2118

What appeared to be another spectacular whale sighting turned into heartbreak."We got really excited because we saw these giant splashes," Biagini told 10News' Amanda Brandeis. But SeaWorld said the whale was swimming too fast for them to continue rescue efforts."15,000 pound animal jumping out of the water next to a small boat that they're trying to use to rescue it is extremely dangerous, " said Biagini.Now the hope is agencies further north are able to find the whale to make sure it is freed from the netting.The face of the 30-foot whale appeared to be tangled in green fishing net. The netting was a drift gill net, which hangs vertically in the water and could measure up to a mile long.RELATED: Boaters warned to watch out for newborn gray whales during late migration"They are notorious for being dolphin, whale, and sea lion killers," Biagini said.Biagini said at one point, another humpback whale arrived and swam by the tangled whale."To see something that graceful, that gentle, that harmless go through something like this that's 100 percent caused by us, there's no debate on it. It's maddening," says Biagini. "For me. that's when I really started to get emotional because these are very sentient animals that do feel a wide range of emotions."This season, boaters are already being warned to watch out for newborn gray whales making their way from Alaska to Baja, Mexico. Biagini says some adult gray whales may give birth during the trek south because of the late migration. 2028

SAN DIEGO (KGTV) — Fans of Hello Kitty can catch the character's popular, pink cafe rolling through the North County and South Bay in the next month for the first time. The Hello Kitty Cafe Truck will be rolling through Carlsbad on Jan. 12 at The Shoppes at Carlsbad from 10 a.m. to 8 p.m. Fans can catch the colorful cat near Regal Cinemas and Luna Grill.On Feb. 2, the truck is also scheduled to bring its delicious treats and trinkets to Chula Vista at the Otay Ranch Town Center.RELATED: San Diego Restaurant Week 2019: Over 180 restaurants taking partFans of the truck can grab a bite of tasty goodies, including a giant Hello Kitty cookie, macaroon set, and lunchbox with confetti popcorn. SAN DIEGO (KGTV) — Five more people have died from influenza in San Diego and weekly cases hit a season high this past week.County health officials said one of the flu deaths included a 40-year-old man from North County who had underlying medical conditions with no known flu vaccination record. The other deaths ranged from 47 to 90 years of age and all also had underlying medical conditions.This season, there have been a total of 54 influenza-related deaths in the county. People should continue getting vaccinated and taking other preventative measures, especially those at higher risk of developing complications," said Wilma Wooten, county public health officer, said. "In addition to getting vaccinated, people should practice good hand hygiene."Over last week, 675 flu cases were reported in San Diego County, a season high, according to County Health and Human Services. The number is up 21 percent of the week before, when 536 cases were recorded.Due to the increased flu activity, an order for unvaccinated medical personnel to to wear masks while in patient care areas has been extended until April 30.Flu shots are available at doctors' offices, retail pharmacies, community clinics and the county's public health centers. Residents can also call 211 or visit the county's immunization program website, sdiz.com, for a list of locations offering free vaccinations. 1544
