SAN DIEGO (KGTV) -- Police responded Monday after a vehicle crashed into a Chick-fil-A in Mira Mesa.The crash happened on the 10700 block of Camino Ruiz near Mira Mesa Community Park. Authorities say no one was injured.Due to the crash, the inside of the restaurant was closed for the day as a structural engineer inspected the damage. Authorities haven't said what caused the crash.  407

SAN DIEGO (KGTV) - Quiet neighborhood walks have turned disturbing for a growing number of women in Rancho Bernardo.Along Paseo Lucido, feet from a park, Lauren was walking her dog one early evening two weeks ago. She walked past the passenger side of an older, white, 2-door Toyota."The front windows were down and the seat was back ... looked over inside the car and saw he was exposing himself and touching himself," said Lauren.'He' was a large man in his 30s with short dark hair."He smiled when he saw me looking. I immediately looked away. Just very anxious and scared," said Lauren.Lauren took off for a neighbor's house. When she returned minutes later, the car was gone. About a week later - around 6:30 a.m. last Thursday - Robbie was blocks away on Avenida Venusto when a similar car, driven by a man with a similar description, pulled ahead of her and parked in a red zone."Kind of slouched back. He has his pants down, and he's actively touching himself," said Robbie.And again, the stranger met a woman's glance before driving off."And he looked up at me with a big smile on his face," said Robbie. These women aren't alone, as Lauren found out when she posted her incident on the Nextdoor app for her area."There are at least seven other women who have encountered this person in the last few months," said Lauren.In many cases, the women report the car pulling ahead and stopping. "I think he's targeting women who are walking by themselves or slowly walking their dogs by themselves," said Lauren.In one of the other reports, a woman says the man was driving a gray Honda. SAN DIEGO (KGTV) -- More than 20 people were arrested in San Diego as part of a statewide sanctuary enforcement operation carried out by Immigration and Customs Enforcement agents.ICE officials said the arrests were made between Sept. 28 and Oct. 2, with the focus on “criminal aliens and individuals who have violated U.S. immigration laws.”According to officials, arrests were made in San Diego, Encinitas, Vista, Lakeside, National City, Poway, Fallbrook, Spring Valley, Escondido, Oceanside, and San Marcos.In a news release, ICE officials said:“Of those arrested, 10 were the direct result of sanctuary state laws that force local law enforcement not to honored a lawfully issued immigration detainer. Two arrests were the direct result of the law enforcement agency releasing the individuals prior to ICE being able to place an immigration detainer on their case.Of those arrested, over 80 percent had prior criminal convictions and/or pending criminal charges. Of those, the criminal offenses included Lewd and Lascivious Acts with a minor under 14 with Force, Domestic Violence, Assault, Possession of Control Substance for Sale, Possession of Control Substance, Vehicle Theft, Burglary, and Driving Under the Influence of Alcohol.One individual who was arrested during the operation will face federal criminal prosecution for having illegally re-entered the U.S. after their removal. Those who were primary targets of this operation have final orders of removal issued by a federal immigration judge. Their due process was completed, and they will be removed from the United States. The individuals who were arrested and require adjudication from an immigration judge will be placed in detention pending the outcome of their removal proceedings.”Gregory Archambeault, Field Office Director for ICE Enforcement and Removal Operations in San Diego, said, “The State of California has chosen to prohibit local law enforcement agencies from cooperating with ICE to protect public safety. These local agencies are forced to release criminal aliens to the street, abandoning the victims of crimes and the innocent members of their communities. SAN DIEGO (KGTV) — Palomar College has placed its president on leave pending an investigation.The college district announced Wednesday that Superintendent and President Joi Lin Blake was placed on paid leave following a report warning of the college district's fiscal instability.“It is my request that we all respect the privacy of all parties at this time. Doing so will allow us to focus on the important work of the District. According to the district in the report, the 2018-19 budget had a ,220,001 deficit.The report stated that the district's salary and benefits costs "continue to increase year after year at a rate greater than revenue growth."The college district "has a high probability of fiscal insolvency in the near future" at its current pace, the report warned. The report adds that in two years the district "will have consumed all reserves and will be forced to borrow .5 million from an external source to remain solvent."The district said placing Blake on leave was not as a disciplinary action but "as a precautionary measure to protect all parties."
