WASHINGTON, D.C. – President-elect Joe Biden introduced his picks for several of his most senior economic advisers at a press event on Tuesday afternoon.The group includes liberal economists and policy specialists who established their credentials during the previous two Democratic administrations. Biden is placing a premium on diversity in his selection of Cabinet nominees and key advisers.For treasury secretary, Biden has nominated former Fed chair Janet Yellen. She would be the first woman to lead the Treasury Department in its 231 years of existence. She would also be the first person to serve as treasury secretary, chair of the Federal Reserve, and chair of the Council of Economic Advisers.In introducing Yellen, Biden called her the most qualified person for the job,citing her work at the Fed following the economic recession of the late '00s.In referencing the hit Broadway play "Hamilton," which centers around the life of the first Secretary of Treasury, Alexander Hamilton, Biden joked that Lin Manual-Miranda would eventually need to write a musical based on Yellen's life.Biden has also tapped Neera Tanden to head the Office of Management and Budget. Tanden would be the first woman of color and the first South Asian woman to lead the agency that oversees the federal budget. She currently serves as President and CEO of the Center for American Progress, an organization dedicated to advancing policies that increase opportunity for Americans.Additionally, Biden has chosen Wally Adeyemo as his deputy treasury secretary. He previously served the in the Obama-Biden administration as deputy director of the National Economic Council and deputy national security advisor. He currently serves as president of the Obama Foundation.Adeyemo would be the first African-American to serve in the role.Biden has picked Ceclica Rouse as chair of the Council of Economic Advisers. She’s a former member of the Obama-Biden council and currently serves as Dean of the Princeton School of Public and International Affairs. If confirmed, she will become just the first African American and just the fourth woman to lead the CEA in the 74 years of its existence.Jared Bernstein has been chosen as a member of the Council of Economic Advisers. He previously served as Biden’s chief economist in the first years of the Obama-Biden administration.And Heather Boushey will also become a member of the Council of Economic Advisers. WASHINGTON (AP) — The Trump administration has sued former national security adviser John Bolton to block the publication of a book that the White House says contains classified information.The lawsuit, filed in the U.S. District Court for the District of Columbia, follows warnings from President Donald Trump that Bolton could face a “criminal problem” if he doesn’t halt plans to publish the book.The administration has also said the former adviser did not complete a pre-publication review to ensure that the manuscript did not contain classified material.The suit asks a judge to direct Bolton to notify his publisher that he was not authorized to release “The Room Where It Happened,” to further delay the release date of the book, and to instruct the publisher to take any and all steps to retrieve and dispose of any copies of the book that may be in the possession of any third party.The complaint also asks a judge to order that “all monies, gains, profits, royalties and other advantages” that Bolton and his agents receive from the book be placed in a “constructive trust for the benefit of the United States.Bolton’s attorney, Chuck Cooper, has said Bolton worked for months with classification specialists to avoid releasing classified material.Cooper has accused the White House of using national security information as a pretext to censor Bolton.As of Tuesday, Amazon listed the book as being released next week, on June 23. 1449

WASHINGTON (AP) — The Trump administration has laid down rules aimed at preventing residents in high-tax states from avoiding a new cap on widely popular state and local tax deductions. The action over the new Republican tax law pits the government against high-tax, heavily Democratic states in an election-year showdown.The Treasury Department's rules released Thursday target moves by states like New York, New Jersey and California — where residents could see substantial increases in their federal tax bills next spring because of the ,000 cap on state and local deductions. Experts say the issue likely will have to be resolved by the federal courts.Four states — Connecticut, Maryland, New Jersey and New York — already have sued the federal government over the deduction cap, asserting it's aimed at hurting a group of Democratic states and tramples on their constitutional budget-making authority.A dozen states have taken or are considering measures to get around the cap. Most of the workarounds take advantage of federal deductions for charitable contributions — which aren't capped — in place of the old deductions for paying state and local income taxes. So people's state and local taxes exceeding ,000, which can't be deducted, are turned into deductible charitable donations.The new rules' "dollar-for-dollar" limit also applies to many other states that already have charitable funds offering tax breaks, senior Treasury officials said. Those states include solidly Republican ones and others with relatively low taxes. In those programs, donors to schools, hospitals or land conservation programs can get their state taxes reduced in return — plus a charitable deduction on their federal tax returns.The limit means taxpayers only can deduct as a charitable contribution the portion of their donation for which they don't also get a state tax credit.But some experts said the Treasury rules seem to be designed to protect those existing charitable programs in some states. An exception to the "dollar-for-dollar" requirement "plainly appears to be designed to protect certain ... pre-existing state regimes," said Daniel Rosen, a tax lawyer at Baker McKenzie who is a former IRS official.Treasury said it expects that only about 1 percent of all U.S. taxpayers would see a reduction of their tax credits for donations to private-school voucher fund. Several states — Alabama, Arizona, Georgia, Montana and South Carolina — allow taxpayers who donate to private-school funds to get a 100 percent credit against their state taxes, according to data compiled by the Institute on Taxation and Economic Policy.___HOW DO THE LIMITS WORK UNDER THE NEW RULES?Dollar-for-dollar: When a taxpayer receives a benefit in return for donating to charity, the taxpayer should only be able to deduct the net value of the donation as a charitable contribution, Treasury says.An example: You donate ,000 to a charity in a state that offers a 70 percent tax credit, so 0 in this case. You would only be able to claim a 0 charitable deduction on your federal return.There is an exception. If the state tax credits don't exceed 15 percent of the amount donated, so up to a 0 state tax credit on a ,000 donation, the taxpayer could claim the full amount as a charitable deduction.___WHY IS THIS IMPORTANT?Taxpayers could have less incentive to donate without getting a deduction or having the deduction reduced.All states rely on property and income taxes to fund an array of services such as education, health care and public safety. Advocates for restoring the full state and local deductions say that the reduced property tax deduction brings a decrease in the value of taxpayers' homes, possibly spurring residents of high-tax states to move elsewhere and crimping funding for local programs.___WHAT'S HAPPENING IN THE HIGH-TAX STATES?Measures designed to work around the ,000 cap have been adopted in Connecticut, New Jersey, New York and Oregon, and introduced or explored publicly by officials in California, Illinois, Maryland, Nebraska, Rhode Island, Virginia, Washington and the District of Columbia.New York Gov. Andrew Cuomo, a Democrat, has called the state-local deduction cap an "assault" on New York by Trump and Republican lawmakers in Washington.In some key "blue" states:—Connecticut has a new law establishing a state charitable fund; donors can get tax credits in exchange for giving.—In New Jersey, where high local property taxes are the major issue, the state is allowing local schools and governments to use the charitable workaround. But so far, no towns have notified authorities that they've set up funds to receive contributions — because state regulators haven't issued the necessary rules, experts say.—New York is offering three options: One like Connecticut's, one like New Jersey's and another to let employers pay payroll taxes for employees, who would receive credits to cancel out the income taxes they would have paid otherwise.—In Maryland, about 500,000 residents — over 18 percent of state taxpayers — will together lose .5 billion in state and local deductions, according to state estimates.___Mulvihill reported from Cherry Hill, New Jersey. WATCH FULL INVESTIGATIVE REPORT, TONIGHT ON 10NEWS at 6PMSAN DIEGO (KGTV) -- A North County couple said they paid a company thousands of dollars to put in a new kitchen, but that company never finished the job.Months after signing the contract, they learned the guy in charge was the subject of multiple Team 10 investigations and had his license revoked by the Contractors State License Board.“Maybe I was just naive, but it was an eye-opener,” said homeowner Mark.Mark asked 10News not to use his last name.He said while he and his wife were out of town a leak under the sink flooded their kitchen.The couple hired a mitigation company to take care of the damage but needed a restoration company to build it back up.They came across Mark Morningstar, who came highly recommended by a user on the website Nextdoor."One of the recommendations we got was through Maria, and Maria posed as a satisfied client,” Mark said. “She said, 'Hey, I know this person Marc Morningstar, he can do cabinet work, and he can do granite work. He can do basically everything.'"Maria Meeuwisse was the listed author of Mark's recommendation, she is also the license holder for Quality Painting SoCal.According to customers who spoke with Team 10, this is the same company where Morningstar works.State records show the license was issued in August 2018 for a painting and decorating contractor.Team 10 found postings on NextDoor from someone with the same name as Meeuwisse - talking up Morningstar and the company.Thinking the reviews were real, Mark and Diana said they hired Quality Painting SoCal to fix their kitchen."He (Morningstar) said ya I can do all this quote-unquote,” Mark said. “I can act as your quarterback and take care of everything for you.”Mark said Morningstar promised it would take about two weeks for the new kitchen and cost around ,000.So that's what Mark and Diana authorized on their credit card.Mark said Morningstar brought in contractors to do the work, but things quickly went south.They said the granite was installed incorrectly, cabinets weren't lining up, and eventually, crews stopped showing up, leaving Morningstar to do it himself."There would be a week, two weeks where he wouldn't show up, and the weeks he did show up, he would show up for a day, and during that day he would show up for a few hours, and it was clear he didn't know what he was doing,” Mark said.Mark said months after Morningstar started the job, the kitchen wasn't done and Morningstar stopped showing up."We googled Marc (Morningstar), and the investigative news came up immediately -- hit number one,” he said. “We watched the video and were like, "Oh my god, that's that guy.'”A 2017 Team 10 investigation exposed Morningstar's criminal business practices. Several former customers complained he took their money but never finished installing the fake grass. Team 10 also learned Morningstar had done some of the work after his contractor's license was suspended. According to a spokesman for the California Contractors State License Board (CSLB), when a license is suspended, no contracts can be signed, no money can be paid, and no work can be done.Morningstar was also accused of using another contractor's license number.The CSLB eventually revoked Morningstar’s license.Court records show in September 2018, Morningstar pleaded guilty to diversion of construction funds, grand theft of personal property and improper home improvement contract procedure.Team 10 went to the listed address for Quality Painting SoCal to ask Morningstar about Mark and Diana's complaints.A woman who identified herself as Maria Meeuwisse, the company’s license holder, answered the door and said Morningstar wasn’t there.Team 10 investigator Adam Racusin told Meeuwisse customers are saying Morningstar is doing work without a contractor's license.“Which is not true and we’ve been talking with the CSLB about that,” she said.While asking Meeuwisse questions, a man who looked like Morningstar came in through a back entrance.Team 10 investigator Adam Racusin tried to talk to the man, but Meeuwisse closed the door.On Tuesday, the Contractors State License Board added disclosures to Quality Painting SoCal’s license. A disclosure means the CSLB has an open investigation against the company and has disclosed on its website that it believes there is evidence of a probable violation that would lead to either a suspension of revocation of the company’s contracting license and/or criminal prosecution. CSLB’s investigation is open. There are no criminal charges at this time.The two violations CSLB is investigating are a departure from trade standards or specs and willful or fraudulent act.On Wednesday a spokesperson for the CSLB told Team 10 the company notified state officials it plans to shut down and cancel Quality Painting SoCal's license.Mark and Diana said since they paid Morningstar on their credit card, they were able to dispute the charges with the credit card company.While they were able to get their money back, they said they had to pay someone else to re-do most of the work. 5092

  

WASHINGTON (AP) — With a bit of rejiggering, President Donald Trump and first lady Melania Trump played host Sunday to hundreds of super-heroes, unicorns, skeletons and even a miniature version of themselves as part of a Halloween celebration at the White House.In years past, the president and first lady personally handed candy to the costume-clad kids, but this year, the treats were provided as participants walked along a path on the South Lawn.The kids still got to briefly meet the president and first lady though, who waved and offered words of encouragement from a safe distance about how much they liked the costumes.Trump was particularly pleased with a young boy with a distinctly Trump head of hair and a partner who did her best Mrs. Trump impersonation. The president motioned for them to turn and pose for the cameras, and they happily agreed.Another tot, a true princess it appeared, was so smitten with the cameras that she kept waving at them as she walked along, never noticing the VIPs behind her. 1026
