SAN DIEGO (KGTV) -- A 28-year-old man has been arrested after police say he set fire to a Chula Vista pro-rent control office.According to Chula Vista Police, Christopher Treyvoun Jenkins was arrested Tuesday on multiple charges, including burglary and arson.On Friday, Police responded to a burglary alarm at the Alliance of Californians for Community Empowerment.When they arrived, officers noticed a large plume of smoke coming from the suite. The Chula Vista Fire Department arrived and extinguished the flames. SAN DIEGO (KGTV) - A Chollas View elementary school was placed on lockdown Wednesday after reports of an armed man nearby.San Diego Police were called to the area of 45th and Market streets at about 9:30 a.m. over the reported suspect. Chollas-Mead Elementary School was placed on lockdown as police searched the area.Officers arrested an armed man at the scene and were searching for a second suspect who fled the scene, believed to possibly be armed as well, police said.Chollas-Mead Elementary's lockdown was lifted as of 11 a.m. while police continued their search.The outstanding suspect is described as a 6-foot-tall black man, in his 20s, last seen wearing a black shirt and light blue pants, SDPD told City News Service. 736

SAN DIEGO (KGTV) - A college student is suing the San Diego County Sheriff's Deputies from the Las Colinas Detention Facility after she disfigured her face while detained.The lawsuit stems from May 6, 2019. San Diego State student Tanya Suarez, 23, tried methamphetamine with a new group of friends.The document states she had psychotic delusions in a gas station parking lot, causing nearby San Diego police officers to arrest her for being under the influence of drugs.According to the lawsuit, at Las Colinas Detention Facility, while being fingerprinted, she heard another woman screaming about her eyes. That's when Suarez started to claw out her own right eye.Deputies restrained her on a gurney and cut her acrylic nails leaving them jagged.The suit claims deputies then placed her in a safety cell unrestrained. Suarez started clawing again at her right eye.She says the entire time she was screaming and saw a guard standing outside her cell filming her with an iPhone.Within five minutes she scratched both eyes out.Documents state it took another 5-10 minutes before deputies entered the cell.Suarez is now blind and, according to the lawsuit, she was known "to sleep with the lights on because she is afraid of the dark. Now she lives in complete darkness."The lawsuit states she told nurses she is bipolar and was previously hospitalized for wanting to commit suicide.Suarez's lawsuit states she is going back to finish her psychology degree at SDSU and is taking classes with the Center for the Blind; adding she wants to help others who suffer from mental illness and drug abuse.The San Diego County Sheriff's Department sent 10News the following statement: 1681

SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322
