JUNEAU, Alaska — The U.S. Bureau of Land Management plans to hold an oil and gas lease sale for land in Alaska’s Arctic National Wildlife Refuge next month. Meanwhile, banks around the world are publicly saying they will not finance oil and gas development in the Arctic.The land agency says it plans to hold a lease sale on Jan. 6. It comes just weeks before President-elect Joe Biden is set to take office, and he has said he opposes drilling in that region.The refuge is home to migrating caribou, polar bears and other wildlife."Congress directed us to hold lease sales in the ANWR Coastal Plain, and we have taken a significant step in announcing the first sale in advance of the December 2021 deadline set by law," said a statement Thursday from Chad Padgett, the Alaska state director for the Bureau of Land Management.In 2017, the Republican-led Congress approved legislation to open up the coastal Arctic National Wildlife Refuge for oil development. The measure required two lease sales within seven years, with the first sale no later than the end of 2021.Conservation groups criticized news of the sale as rushed and based on environmental reviews that are currently being challenged in court as flawed. Conservation groups, the Indigenous Gwich'in people, and a coalition of 15 states have filed lawsuits challenging the environmental reviews.Alaska politicians say opening the area for exploration would boost oil production, create jobs and generate royalties.However, even if a lease sale is held, there are questions about which companies could afford to drill in the refuge.Just this week, Bank of America said they are ruling out financing for oil and gas development in the Arctic, including in the Arctic National Wildlife Refuge. They are the latest U.S. bank to publicly commit to not financing oil and gas development in the region.“There’s been misunderstanding around our position, but we have not historically participated in project finance for oil and gas exploration in the Arctic,” Larry Di Rita, the bank’s head of public policy and strategy in Washington, told Bloomberg.“But given that misinterpretation, we’ve determined that it’s time to codify our existing practice into policy.”Bank of America joins Goldman Sachs, JPMorgan Chase, Wells Fargo, Citi and Morgan Stanley and nearly 30 major banks from around the world have committed to not fund oil and gas development in the Arctic. 2427

KAMPALA, Uganda (AP) — Ugandan security forces are searching for a U.S. citizen and a local driver who were abducted in a wildlife park and their kidnappers demanded a ransom, authorities said Wednesday.The missing people were taken in an ambush by four gunmen on Tuesday in Queen Elizabeth National Park, a protected area near the porous border with Congo, according to Ugandan police and a government spokesman.The kidnappers held up a group of foreign tourists at gunpoint, grabbed two of them and disappeared into the bush. Just 12 days ago, residents on the US island territory of Puerto Rico were sideswiped by then Category 5 Hurricane Irma. Even with the eye of Irma missing Puerto Rico by 50 miles, the storm knocked out power and did damage. As Category 5 Hurricane Maria churns in the Caribbean late Tuesday, it is expected to strike the island head on. As of Tuesday evening, Maria had top winds of 175 MPH and a minimum pressure of 909 MBs. Although Hurricane Irma had top sustained winds of 185 MPH, Irma's pressure never dropped below 914 MBs. In preparation, President Donald Trump has ordered an emergency declaration, freeing up disaster resources. FEMA Director Brock Long said that the agency is sending extra supplies to the US Virgin Islands, and the Virginia Task Force 1 urban search and rescue team is remaining in Puerto Rico.Puerto Rico Governor Ricardo Rossello told NPR that the territory has opened 500 shelter and is expecting "severe devastation.""Our main focus is to shift focus from the recovery process of Irma to make sure everyone is in a safe shelter," Rossello said. Adding to the potential disaster, Puerto Rico's mountainous terrain could cause landslides. JAMUL, Calif. (KGTV) — Hidden deep in the East County is a little-known winter wonderland. The centerpiece is a remarkable treehouse designed with a Christmas theme. It was built in 2013 in the yard of the Wellington family's Jamul yard for the Animal Planet television show "Treehouse Masters." The Wellington's daughter had heard of the show and suggested her parents apply. So she had to wait quite a few years to get her treehouse," Kathie Wellington told 10News.Originally, Kathie planned to use the home for her grandchildren and as a fun meeting spot for an organization dear to her heart: FORBS (Fraternal Order of Real Bearded Santas). Each year, FORBS chooses around a dozen San Diego families who are down on their luck and provide Christmas presents, each delivered on Christmas day by a Santa. The Wellington's and their daughter, Vikki, came up with the idea of using the treehouse as a fundraiser. One weekend each December, they open up the treehouse for family pictures. The fee includes professional photographs, a real bearded Santa, cookies, hot cocoa, and craft activities.
