SAN DIEGO (KGTV) - Overall crime rates in San Diego are at historically low levels. But it's a mixed bag when you break down new statistics today from SANDAG.The good news is that property crime is down so far in 2017.Car thefts are down by 13-percent while burglary and larceny are each down by 9-percents for violent crime, it really depends on where you live.SANDAG breaks down the numbers into 17 jurisdictions. Violent crime is up this year in 12 of them.Those communities with a rise in crime were Carlsbad, Chula Vista, Oceanside, Encinitas, Lemon Grove, San Marcos, Santee, Vista, Fallbrook, Lakeside, Spring Valley, and Valley Center.Homicides are down 14-percent and rape is down by three. But robberies are up 3-percent and aggravated assault has increased 1-percent. 791

SAN DIEGO (KGTV) - Psychiatrist Clark Smith, MD, shed light on the San Diego County Medical Examiner’s findings in Trevor Heitmann’s autopsy that revealed the 18-year old suffered from mania.Heitmann caused the fiery 805 crash on August 23 that ended not only his own life but the lives of Aileen, 43, and Aryana Pizarro, 12.The Medical Examiner’s report showed Heitmann died of blunt force injuries. Toxicology reports indicated there were no signs of drugs or alcohol in Heitmann’s system. So what led an otherwise healthy 18-year-old man to drive the wrong way at 100 mph? The Medical Examiner believed there was a long build-up to the crash. The reports stated, five days before the crash, Heitmann began showing signs of mania."The manic mood swing could be so powerful, that people lose contact with reality,” Dr. Smith said.Dr. Smith reviewed the autopsy reports with 10News. Although Heitmann had no history of depression or mental illness, Dr. Smith believed he might have been bipolar with manic tendencies. "The mood swing can change like that from being king of the world, on top of everything, to crashing, and being horribly depressed and suicidal,” Dr. Smith said. “My guess is he was feeling badly because of the setbacks that he had, losing his business and source of income. And that would be a time when he would be reactive and become more depressed.”Heitmann was a popular YouTube gamer with a successful business selling game pieces online. That was how he said he bought his high-end sports car. But earlier this year, his business was suddenly banned and shut down. The Medical Examiner said his parents noticed his mood changes and tried to get him help. They physically blocked his McLaren from leaving the driveway, and called authorities to report his behavior. But Dr. Smith believes at that point, Heitmann’s symptoms had progressed too far. “Most people who are suicidal, just take their own life, but some people are also homicidal,” Dr. Smith said. “And in this case, it's a murder-suicide. I think he had lethal intention. He didn't know who he was going to kill. But he knew he was going to kill someone."Dr. Smith said this was a true tragedy that was preventable. “This was treatable, and it’s just a heartbreak that he didn’t get treatment,” Dr. Smith said. He added bipolar manic depression is nothing to be ashamed of. SAN DIEGO (KGTV) -- People on social media are outraged after video shows a security guard questioning a mother's immigration status in a Target parking lot. The woman who recorded and posted the video, Sonia Serrano Zavala, says the guard was asking the mother if she is here legally when she started recording. The unidentified security guard can be heard in the video saying, "You’re illegally here and you’re having babies and you’re probably on welfare."The woman, seen holding a baby in the parking lot, was reportedly asking for money. Midway through the video, the security guard says "it's a scam" and claims the woman has a car and a condo.The incident took place at a Target located in the Marketplace at the Grove Shopping Center. The guard does not work specifically for Target, but provides security for the entire shopping center. The company who hires the security guards for the mall said, "The behavior of this employee is not reflective of the standards we have set for our security professionals, and we will address it."WARNING: The video below contains graphic language.  1136

SAN DIEGO (KGTV) — More than half of the San Diego-based breweries that participated in a fundraiser to help Camp Fire victims say they've completed their donation on time, according to research by the 10News team.In December, Sierra Nevada brewing asked breweries across the nation to brew "Resilience IPA" as a way to make money for the Butte Strong Fund.Sierra Nevada offered to provide the recipe and work with suppliers to get the ingredients donated. All the local brewers had to do was brew and sell the beer, and donate 100% of the proceeds to the fund.According to Sierra Nevada's Resilience IPA website, more than 1,400 breweries across the country signed up. That includes 43 in San Diego County.Sierra Nevada asked the brewers to finish selling Resilience IPA by April 30 and complete their donation by May 14.In an email sent to brewers on May 21, Sierra Nevada said that nearly half of the breweries still hadn't completed their donation.10News reached out to all 43 breweries in San Diego that took part in the effort to see if they're living up to their end of the fundraiser. We also asked how much money they were able to donate.Of the 43 San Diego breweries we called or emailed, 29 told us they had finished their donation and sent in a check. Those breweries sent more than 7,000 combined. Three breweries told us they haven't been able to finalize their donation. Eleven breweries have yet to respond to our questions.For Societe Brewery CEO Doug Constantiner, helping Camp Fire victims was personal."One of my really good friends lost his house in the fire," Constantiner says. "When we saw the email come through, there was no question about it. We knew we were on board and signed up right away."Societe brewed 20 barrels and raised ,000."I think people really got the message what the Resilience IPA was brewed for and were willing to put their dollars behind it, knowing it was going to a good cause," says Constantiner.San Diego-based AleSmith Brewing made a smaller, two-keg batch, but still raised ,400. "I can honestly never think of another time that another brewery's tap handle was on here at AleSmith," says Quality Supervisor Peter Cronin.He hopes that the breweries that haven't been able to finalize their donation will send the money soon."I'm hoping they didn't just use a big brewery's name, a quality brewery's name to market it a little bit," says Cronin. " And I hope they would donate the money from that beer. SAN DIEGO (KGTV) — October historically spells fire danger for San Diego and Cal Fire is asking everyone to be ready.The Cedar Fire started Oct. 25, 2003, and burned 280,278 acres. The Witch Creek-Guejito and Harris Fires started Oct. 21, 2007, and burned 288,430 acres. People lost their lives in both fires.Cal Fire Captain Issac Sanchez said it's extremely important San Diegans are prepared to evacuate at a moment's notice. "Be ready to evacuate, have your defensible clearance space done. Not only do it, but do it responsibly. Do it first thing in the morning when temperatures are low and humidity levels are relatively high," Sanchez said.The weather contributes to a dangerous cocktail, increasing October's potency."You have that combination of fuel and weather really giving a one-two punch to us pretty consistently," Sanchez said.The Valley Fire in September reminded San Diegans of how quickly a spark can grow out of control and how fast evacuations can happen.Next week's weather doesn't look good, according to Sanchez. "It's going to be warm, it's going to be dry and there's going to be some sort of wind blowing from the east," says Sanchez.
