BEIJING, Nov. 20 (Xinhua) -- A senior official of the Communist Party of China (CPC) in charge of culture and publicity has called for innovations in reforming China's culture sector and for greater efforts in promoting the development of related industries.Liu Yunshan, head of the Publicity Department of the CPC Central Committee, made the remarks Friday while addressing a meeting of local publicity officials, according to a statement given to Xinhua on Saturday.Authorities should work for creating a "cultural atmosphere that improves scientific development and promotes social harmony," the official said.He added that efforts should be made to improve people's understanding of the importance and necessity of transforming China's economic growth mode and of the CPC Central Committee's Proposal for Formulating the 12th Five-Year Program for China's Economic and Social Development (2011-2015).The Proposal was adopted last month at the Fifth Plenum of the 17th CPC Central Committee.Further, Liu urged authorities to map out a blueprint for the reform and development of China's culture sector, in accordance with that proposal.

CHENGDU, Nov. 21 (Xinhua) -- Twenty-eight miners were trapped in a colliery flood in southwest China's Sichuan Province on Sunday, the local safety watchdog said.The accident happened at 11 a.m. in Weiyuan County of Neijiang City.Altogether 41 miners were working underground when a pit of Batian Coal Mine was flooded. Thirteen of them escaped, said Lin Shucheng, chief of the provincial work safety bureau.He said rescuers had begun pumping flood water from the pit early in the afternoon. BEIJING, Dec. 1 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Wednesday pledged to cement legislative ties.The pledge came out of talks in Beijing between Chairman of the Standing Committee of the National People's Congress (NPC) of China Wu Bangguo and Chairman of the DPRK Supreme People's Assembly (SPA) Choe Tae Bok.In his opening remarks, Wu said the meeting was his third with Choe this year.The first meeting took place when DPRK leader Kim Jong Il visited China in May. Choe was then a part of Kim's entourage.Wu and Choe then met on the sidelines of an international parliamentary leaders' meeting in Geneva in July."Three meetings in one year reflects our special relationship," Wu said, adding that he expects Choe's visit to boost bilateral relations and ties between the two nations' legislatures.Saying China and DPRK are good neighbors, Wu noted that China-DPRK relations have withstood the tests of changes in the international arena.China-DPRK relations have witnessed significant progress this year, Wu said, citing DPRK leader Kim Jong Il's two visits to China during which Chinese President Hu and Kim reached a number of important agreements.Wu said it is the unswerving principle of the Communist Party of China and the Chinese government to cement and develop friendly ties with the DPRK.China hopes to work with the DPRK to carry out the consensus of their leaders while maintaining high-level exchanges and stepping up strategic consultation, Wu said.Choe hailed China's remarkable achievements of the reform and opening-up and China's modernization drive, expressing hope the Chinese people will make further progress in building socialism with Chinese characteristics.On legislative ties, Wu said the NPC and the SPA play crucial roles in their countries' politics.The NPC hopes to work closely with the SPA on state governance and legal system building while boosting communication and consultation on international and regional parliamentary organizations, Wu said.Choe began a five-day visit to China Tuesday. BEIJING, Dec. 3 (Xinhua) -- During the 11th Five-Year Plan period (2006-2010), China spent 3.26 trillion yuan on social security, an annual increase of 17.6 percent, the Ministry of Finance (MOF) told Xinhua Friday.Wang Jun, vice minister of the MOF, said in the 2006-2010 period, the social security expenditure from the central government stood at 1.4 trillion yuan (210.19 billion U.S. dollars), which was 2.1 times the expenditure in the previous five years.As the improvement of civil welfare is a crucial component of the harmonious society China is pursuing, financial authorities at all levels should continue to raise investments in social security when making the 2011 fiscal budget and plans for the 12th Five-Year Plan starting from 2011, Wang said.
