SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. I think it's fine."A recent study found San Diego is the 9th deadliest county for accidental train casualties in the U.S. from 2013-2017. In that time, 44 people were killed while trying to cross tracks. Los Angeles County topped the list, with 110 deaths in that time."It's definitely good to give people a reminder that trains are coming through," said surfer Shayne Jensen. "You gotta be safe."In the last year, the North County Transit District has taken steps to make trains safer. In 2018, they equipped all of their trains with Positive Train Control, a new technology that automatically slows trains down if any danger is detected.Meanwhile, there have been calls in Del Mar for more railroad crossings to be built. Residents are asking for more options, so they're not tempted to cross illegally. SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. SAN DIEGO (KGTV) - Inside the 3D Innovations Lab at Rady Children's Hospital, the hearts, bones, skulls, and spines of patients are brought to life in a new way.Justin Ryan, Ph.D. is director of the lab. Using 3D printers, they can replicate a patient's anatomy down to every precise detail, giving doctors critical information before surgery.“The concept is by giving our doctors more information they can perform a better procedure; they can even perform it with less time. So that means less time under bypass, less time under anesthesia, which is great for the patients themselves," said Ryan.For example, if a patient is a candidate for a stent or valve, doctors could use the 3D model to try different sizes before entering the operating room. “We give them more information to plan a better procedure," said Ryan. While some of the models take several hours, many can be created within the day. “There isn’t an average day, I might have a cardiac case in the morning, an ortho case in the evening, I'll have a doctor have an idea for a medical device that they wanted to design or develop, and that all happens here," said Ryan. Ryan says the 3D models are also useful when explaining the procedure to families. The technology is currently being funded by grants and donations, at no extra cost to families. SAN DIEGO (KGTV) -- In three weeks San Diego County will elect its next district attorney,  and in a recent poll a large number of voters indicated that they're still undecided. The results of our scientific 10News Union-Tribune poll shows the battle between Summer Stephan and challenger Genevieve Jones-Wright is wide open. If the election were held today, Summer Stephan would get 35 percent of the vote. Genevieve Jones-Wright would get 22 percent and 43 percent of those polled said they are undecided. "Those polls are consistent with what our campaign research shows," Jones-Wright told 10News. "We knew we were up against a political machine and it really is no surprise to me that she's up on the polls."Progressive candidate Jones-Wright says Stephan got a head start, by being appointed to the district attorney job when Bonnie Dumanis left. Jones-Wright said she thinks the poll shows her campaign is gaining steam.Stephan was encouraged by the poll numbers. "This is very encouraging, what you're telling me, because it shows that what we're doing is working," she told 10News. "That San Diegans are enjoying that we're one of the safest urban regions in the country and that they really prefer experience over an experiment."The poll shows that Stephan's voter base is republican, white and over the age of 35. It shows that Wright's voter base is younger, more racially mixed and primarily democratic. On Monday, Summer Stephan pulled out of a community forum, one which both she and Genevieve Jones-Wright accepted to face off. 1581

SAN DIEGO (KGTV) - In light of the governor's directive on limiting large gatherings out of coronavirus concerns, the San Diego Half Marathon announced on Thursday that this Sunday's event will be "virtual" only. While many runners support the decision to cancel the San Diego Half Marathon, they're upset that it doesn't appear there will be any refunds.Organizers sent 10News a statement that reads in part, "By their very nature, the cost of events like ours are front loaded and [non-recoupable], which is why we do not have a refund or deferral policy. This weekend’s 5K Leprechaun run in Pacific Beach is canceled. The upcoming Pearl Jam concert at Viejas Arena is now postponed.
