SEATTLE (AP) — U.S. scientists said Friday they will investigate why an unusual number of gray whales are washing up dead on West Coast beaches.About 70 whales have been found dead so far this year on the coasts of California, Oregon, Washington and Alaska, the most since 2000. About five more have been discovered on British Columbia beaches. That's a very small fraction of the total number of whales believed to have died, because most simply sink and others wash up in such remote areas they're not recorded.NOAA Fisheries on Friday declared the die-off an "unusual mortality event," providing additional resources to respond to the deaths and triggering the investigation."Many of the whales have been skinny and malnourished, and that suggests they may not have gotten enough to eat during their last feeding season in the Arctic," agency spokesman Michael Milstein told reporters during a conference call.The eastern North Pacific gray whales were removed from the endangered species list in 1994, after recovering from the whaling era.The population has grown significantly in the last decade and is now estimated at 27,000 — the highest since surveys began in 1967. That has raised questions about whether their population has reached the limit of what the environment can sustain. Another theory suggests that the loss of Arctic sea ice due to global warming is a culprit.The whales spend their summers feeding in the Arctic before migrating 10,000 miles (16,000 km) to winter off Mexico. Though they eat all along their route, they are typically thinning by the time they return north along the West Coast each spring.They eat many things, but especially amphipods, tiny shrimp-like creatures that live in sediment on the ocean floor in the Arctic. For many years, researchers noted that fewer calves tended to be born following years when the ice in the Chukchi Sea, north of the Bering Strait between Alaska and Russia, was late to melt. The whales had less time to feast because they couldn't access the feeding area, and thus had less blubber to sustain them on their next migration.Last year, though, the Artic was unusually warm. The whales weren't blocked from the feeding area, and yet are still struggling this year. That has scientists wondering if the loss of sea ice has led to a loss of algae that feed the amphipods. Surveys show the amphipod beds moving farther north, said Sue Moore, a biological oceanographer at the University of Washington."The sea ice has been changing very quickly over the last decade or so," she said. "The whales may have to shift to other prey, such as krill or other things they eat."In an average year, about 35 whales wash up in the U.S.In 2000, more than 100 did, prompting NOAA to declare an "unusual mortality event" then as well. The resulting investigation failed to identify a cause. The die-off followed strong changes in ocean conditions in the mid-1990s, suggesting that warmer water patterns affected the availability of prey, but scientists were often unable to perform necropsies, Moore said."It's sometimes very difficult to get to these whales in a timely fashion," she said. "You can't always get the kind of samples you would need for diagnostic reasons."Since then, researchers have built up an improved network of volunteers and have better educated the public to help report and respond to whale deaths, said Deborah Fauquier, veterinary medical officer at NOAA's Office of Protected Resources. This time around, scientists have been able to perform necropsies on 20 of the whales, she said.John Calambokidis, a research biologist with the Cascadia Research Collective, noted that as the whales search farther afield for food, they've entered areas where they're not normally seen so often, including San Francisco Bay and Puget Sound. That puts them at higher risk of being struck by ships or entangled in fishing gear.Four of the 10 gray whales found dead near San Francisco this year were struck by ships, and a number of shipping companies have slowed their vessels in the area to avoid collisions. 4086

SAN FRANCISCO (CNN) - James Schwab, a spokesman for the San Francisco Division of Immigration and Customs Enforcement, has resigned, citing what he says are falsehoods being spread by members of the Trump administration including Attorney General Jeff Sessions."I just couldn't bear the burden -- continuing on as a representative of the agency and charged with upholding integrity, knowing that information was false," he told CNN on Monday.Schwab cited Acting Director Tom Homan and Attorney General Jeff Sessions as being the purveyors of misleading and inaccurate information, following Oakland Mayor Libby Schaaf's controversial decision to warn the community of an upcoming ICE raid.ICE released a press release on February 27 about the operations in Northern California in which Homan stated that "864 criminal aliens and public safety threats remain at large in the community, and I have to believe that some of them were able to elude us thanks to the mayor's irresponsible decision."Sessions also repeated a similar estimate in his remarks while visiting Sacramento last week."Those are 800 wanted criminals that are now at large in that community -- 800 wanted criminals that ICE will now have to pursue with more difficulty in more dangerous situations, all because of one mayor's irresponsible action," Sessions had said.Schwab said he took issue with their characterization."Director Homan and the Attorney General said there were 800 people at large and free to roam because of the actions of the Oakland Mayor," he told CNN. "Personally I think her actions were misguided and not responsible. I think she could have had other options. But to blame her for 800 dangerous people out there is just false.""It's a false statement because we never pick up 100% of our targets. And to say they're a type of dangerous criminal is also misleading."Schwab said he brought up his concerns to ICE leadership and was told to "deflect to previous statements. SAN MARCOS, Calif. (KGTV) – A group of San Marcos neighbors say that a homeowner is terrorizing the community with threats and harassment, among other complaints. Neighbors are now banding together to sue him with the hope that he'll pack up and leave. Team 10 investigative reporter Jennifer Kastner discovered that federal agents also seized explosives and ammunition from his house, that he wasn't supposed to have. Homeowner Mark Brody, though, denies all allegations of wrongdoing."You don't have to get along with all your neighbors. You don't have to be friends with all your neighbors, but you also don't have to terrorize them," says neighbor Heidi Hafley.Brody’s home sits behind a prominent security camera and high fences. “[It’s] a fortress,” says James Pyer, one of twelve neighbors who are suing Brody, accusing him in the lawsuit of threats, stalking, trespassing, and so on."This has been a nightmare," adds Hafley. She and Pyer got a restraining order against Brody.Court records show that Brody denies harming the neighborhood, but 10News dug into public records.According to a search warrant from last year, state investigators believed that Brody may have been harboring several weapons, even though he'd been banned from having firearms or ammo because of the restraining order. Agents reportedly found and seized 30 pounds of an explosive called tannerite that had to be turned over to a bomb squad. Additionally, they found four ammunition magazines and two rounds of caliber ammunition.“At one point they put everything in the middle of the street and told us to stand back,” says Hafley.This past May, he pleaded guilty to illegally having ammunition. He was given probation and community service.10News confirmed with the San Marcos Sheriff's Station that deputies have been called out to Brody's home more than 30 times since 2014. One Sheriff's report reveals accusations from neighbors that Brody had been shining a flashlight from his truck into Hafley's bedroom. In another report, neighbors claim he yelled that she was a "[expletive]".“I'm the main target now because I push back and I let him know [that] I'm not going to tolerate this,” she tells us.In fact, Brody tried to get a restraining order against Hafley, but failed.The City of San Marcos confirmed with 10News that there have been a number of code compliance violations issued to Brody.A cease and desist order from the City to Brody includes a photo of an unauthorized traffic control sign that Brody allegedly installed. Neighbors say that he spray painted the street, put in a speed bump and put up notices meant to insult his neighbors. Hafley adds that the signs would state, "'Watch for the cows crossing,’ which he's referencing myself and my neighbor. He would [write], ‘The old bat,” which is my nextdoor neighbor [and he would write], ‘The troll,’ which is me."Brody would not do an interview with 10News. In a court response, he wrote that he categorically denies the allegations and claims to have never acted [violently] towards the neighbors."We don't go out of our houses anymore. Children don't play on the street," says Hafley.She and the eleven others on the new lawsuit against him just want him to move out so they can move on. “I don't want any other neighborhood to go through this," she adds.Each neighbor is asking for at least ,000 in damages. SAN MARCOS (CNS) - A motorist was killed in a multi-vehicle crash this morning involving a semi truck on state Route 78 in San Marcos and another motorist suffered major injuries in a rollover crash around four-and-a-half hours later on the opposite side of the highway, authorities said.A semi truck was reportedly disabled around 12:15 a.m. in the left lane of eastbound state Route 78 west of Twin Oaks Valley Road, according to a California Highway Patrol incident log.At 12:55 a.m., someone told dispatchers that a vehicle crashed into the back of the semi truck and the vehicle was totaled.The driver of the Honda CRV that struck the semi truck was killed in the crash, CHP Officer Tommy Doerr said.CHECK 10NEWS TRAFFIC MAPAt 5:35 a.m., a crash between a Ford pickup and two other vehicles on westbound SR-78 west of Twin Oaks Valley Road caused the pickup to overturn and land on its roof, Doerr said. Say goodbye to another 40 Sears and Kmart stores.Sears Holdings (SHLD), the bankrupt parent company of the two retailers, said Thursday that 11 Kmart locations and 29 Sears stores will close their doors in February 2019 — adding to the nearly 200?locations the company has already said will shut down in coming months.The closures are part of Sears Holdings' efforts to drastically reduce costs and find a viable way forward as it moves through bankruptcy proceedings. The company has?been struggling for several years and is drowning in debt.Liquidation sales at the 40 locations "are expected to begin late next week," the company said.Sears Holdings operated about 1,000 stores as recently as February but has been shuttering underperforming stores. When the company filed for bankruptcy last month, it said it only had about 400 stores that could turn a profit. Now, it's in the process of shedding more dead weight.In its bankruptcy filing, Sears named 142 of its worst-performing stores that would shut down in the coming months.
