BEIJING, Nov. 1 (Xinhua) -- China began its sixth nationwide population census at midnight Monday to document the demographic changes in the world's most populous country and form basis for policy making.More than 6 million census workers are to knock on the doors of about 400 million households across the country in the following 10 days. Results of the 8-billion-yuan census will be released by the end of next April.WHEN MIDNIGHT CAMEWhen it came to midnight on Monday and the census was officially begun, 28-year-old Wang Yi in Jinan, capital of east China's Shandong, began knocking on a door in an apartment building.A young man with a drowsy look opened the door.Wang, after showing his certificate as a census worker, explained why he had to disturb him at midnight. In the preliminary poll conducted to prepare for the census, Wang and his colleagues could not find him. Neither did the young man respond to the notice that census takers left at his door.The man, who had missed the poll due to business elsewhere, appeared to be very cooperative and quickly fill out the questionnaire which had questions about name, age, job and housing condition.In Zhejiang, a east China province with active private economy, census takers are visiting migrant workers at night.In dim light on a square of Huzhou City, Zhejiang, 16 martial arts performers from Henan living in their vans were interviewed.After the interviews, each of the 16 migrants received a card proving that they had been surveyed so that they would not be counted twice.DIFFERENCE THIS TIMEDifferent from previous census, the floating population this year was registered at where they actually live, rather than where their permanent residence is as written on their ID cards.Also, for the first time people from Hong Kong, Macao and Taiwan, as well as foreigners in the Chinese mainland, are included in the census. But those on short-term business or sight-seeing trips will not be covered.The census will collect data on foreigner's name, age, gender, nationality, educational attainment, purpose and duration of stay. Questionnaires for foreigners are simpler than those for Chinese.Ma Li, director of the Research Center for Chinese Population and Development, said the changes were necessary."To register according to where the floating population are could help us avoid mistakes like registering a person twice," she said.Driven by the fast-paced social and economical development, China's floating population is growing at a rate of 1.24 percent per year and China is now home to some 230 million migrant workers. To register them in the census is very difficult, Ma added.Jiang Xiangqun, a professor with the School of Sociology and Population Studies, Renmin University, noted that some new questions were added to the census form this year, such as health condition, housing condition and social insurance."The population of seniors is growing," he said. "Such question will help the government make policies to provide for the aged."HARD BUT HELPFULAs Chinese people's awareness of privacy grows, census takers are facing difficulty in getting the information they need.Wang Xin was a census taker in Shenyang, capital of northeast China's Liaoning Province."In front of our compound there was a lady in her 40s selling pickles," she recalled. "During the preliminary poll, she refused to tell us her phone number."Wang and her colleagues took turns buying pickles from the lady, who finally told them her phone number.Wang's fellow worker, 58-year-old Zhu Rongquan, noted that in some compounds the real estate companies were not very cooperative. "In one compound the real estate company even warned us not to disturb the residents."Zhu had to wait outside in the cold wind, approaching the residents before they entered the building gate."Some residents were sympathetic, asking us to go in and gave us a cup of hot water," he said gratefully.During the door-to-door visit, census takers could encounter various problems.Wang Bin, a 38-year-old worker from Shijiazhuang City of Hebei, could not find a man registered as being born in 1919. After asking many people she learned that the man had died."I have had more than 40 such cases: someone was registered as alive but actually was dead," she said.China conducted its first nationwide population census in 1953. Since 1990 it has conducted the census every ten years. In the last census, China's population stood at 1.295 billion. BEIJING, Aug. 28 (Xinhua) -- China's top legislature on Saturday approved an amendment to the Basic Law of the Hong Kong Special Administrative Region regarding the method of selecting Hong Kong's Chief Executive.The amendment to Annexes I to the Basic Law was approved at the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature, which ended Saturday.The NPC Standing Committee approved an examination report on an amendment to Annexes II of the Basic Law concerning the formation of the city's Legislative Council and agreed to file it on the record.The NPC Standing Committee's concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The two amendments would take effect after the legislature's approval, Wu said.Wu said the two amendments had embodied the common opinions among the Hong Kong communities, gone through due procedures in the laws and was in accordance with interpretations and decisions of the NPC Standing Committee.The two amendments would help to maintain and promote the long-term prosperity and stability in Hong Kong, Wu said.The NPC Standing Committee members had called for unswervingly following the principle of "one country, two systems" and the Basic Law, to push forward a gradual promotion of Hong Kong's political system, Wu said.Legislators at the session also adopted the People's Mediation Law and the amendment to the Law on Officers in Reserve Forces.Further, President Hu Jintao signed decrees to publish the new Law, which will come into effect in 2011, and the amendment to the Law on Officers in Reserve Forces, which will be implemented after its being published.The legislature also ratified the International Convention for the Suppression of Acts of Nuclear Terrorism.During his speech at the concluding meeting, Wu also said the situation of China's economy was in a crucial stage from recovery to a steady growth.However, he noted that the work to maintain satisfactory growth was still an arduous job.Wu also said he appreciated the reports on cleaner production inspection and grain safety work, which were presented during the session.The NPC Standing Committee also appointed Chen Jianguo and Shi Zongyuan as vice chairmen of two special committees under the NPC.

BEIJING, Sept. 28 (Xinhua) -- Chinese farmers have begun to reap crops as autumn drew to a close, and the nation is expecting a good harvest this year, China's Ministry of Agriculture (MOA) said here Tuesday in a statement on its website.The forecast is based upon higher average yields and an estimate that China's planting area for autumn crops rose by 10 million Mu (about 667,000 hectares) from one year ago, said the ministry.According to figures from the MOA, a total of 386 million mu of crops had been harvested by Sept. 27, accounting for 33.3 percent of the total.In a break down of the harvest, 130 million mu of rice, or nearly 50 percent of the total rice planted, had been reaped, while 140 million mu of corn and 60.7 million mu of soybean were harvested, accounting for 28.5 percent and 46.5 percent of the total, respectively, said the MOA.The ministry also arranged for 29 million sets of farm equipment to help with the autumn harvest, it said.China's grain output reached 530.8 million tonnes in 2009, the sixth consecutive year of growth in grain yield.In the wake of a severe drought in China's southwestern regions earlier in the year, summer grain output this year stood at 123.1 million tons, down 0.3 percent from one year ago.

SHANGHAI, Oct. 30 (Xinhua) -- China said it would continue close cooperation with the United Nations as Ban Ki-moon, the UN Secretary-General, visited Shanghai Saturday.In talks with Ban Saturday night, Chinese Foreign Minister Yang Jiechi applauded UN' s important role in world affairs and expressed China's support to and participation in the organization's work."China stands ready to maintain close coordination and cooperation with the UN. We will give the organization and the Secretary-General strong support," Yang told Ban.The UN chief thanked China's backing to the UN and himself and expressed willingness to further cooperation with China.Congratulating China on the success of the World Expo, Ban said he had a "most impressive" day in Shanghai Saturday by seeing the "biggest expo" in his life.Ban visited pavilions including the UN, China, Republic of Korea and the Democratic People's Republic of Korea. He will attend the World Expo closing ceremony and opening ceremony of World Expo Summit Forum slated for Sunday.Yang and Ban also exchanged views on Millennium Development Goals (MDG), climate change and other international and regional affairs.
