ASTANA, May 28 (Xinhua) -- Defense ministers of China and Kazakhstan agreed Friday to upgrade cooperation of the two militaries to a new level.At a meeting with his Kazakh counterpart, Adilbek Dzhaksybekov, visiting Chinese Defense Minister Liang Guanglie recalled the smooth growth of the bilateral cooperative relationship since the establishment of diplomatic ties between China and Kazakhstan, including frequent top-level exchanges, deepening of political trust, and expansion of cooperation in all aspects.He recalled frequent meetings between Chinese President Hu Jintao and his Kazakh counterpart, Nursultan Nazarbayev. The two leaders held in-depth discussions on how to further bilateral strategic partnership, thus continuously adding new momentum and providing guidance to the development of bilateral ties.Liang said military-to-military relationship is a key part of overall bilateral relations. Supported by leaders of both nations, relations between the two militaries have been growing steadily while leaders of both militaries have maintained frequent contacts on bilateral and multilateral occasions. Exchange and cooperation between the two militaries are being strengthened across the board.Liang expressed the hope to increase contacts and deepen cooperation with the Kazakh side, so as to upgrade the relationship between the two militaries to a new level.Dzhaksybekov agreed. He noted that the two countries have maintained a high-level of mutual trust and frequent contacts between their leaders. The two nations also have same or similar views on many regional and global issues, and have maintained mutual support and close coordination in addressing those issues.He said developing relations with China, a friendly neighbor, is a top priority of Kazakhstan's foreign policy. BEIJING, May 20 (Xinhua) -- Senior Chinese leader Zhou Yongkang on Thursday urged the country's law-enforcement officers to strive for just and lawful handling of every legal case."We must always make efforts to optimize the criminal justice system and improve law-enforcement so each legal case is dealt with in accordance with the law," said Zhou, a Standing Committee member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), at a meeting in Beijing.Zhou, who also heads the CPC Central Political and Legislative Affairs Committee, said there is still wrongful handling of legal cases which infringe upon the rights of the concerned parties and undermine the credibility of the judicial system.He called on the officials at the meeting of the Central Political and Legislative Affairs Committee to treat every legal case meticulously.In particular, he said, law-enforcement officers must apply the utmost stringent of standards when handling cases involving the death penalty.

BEIJING, April 2 (Xinhua) -- China needs to expand the Renminbi, or yuan, cross-border settlement efforts when conditions allow, the People's Bank of China (PBOC) said Friday."It is necessary for China to seek appropriate timing to expand the cross-border yuan settlement to more cities, enterprises and overseas pilot areas," said an international financial market report released on the central bank's website Friday.But the report did not detail the conditions for appropriate timing.The foreign trade volume settled in yuan is still small compared with China's total foreign trade volume, said the report, without specifying figures.Official figures from China's General Administration of Customs showed that the country's exports in 2009 stood at 1.2 trillion U.S. dollars, down 16 percent from 2008.China's State Council, or Cabinet, announced in April 2009 a pilot program to allow exporters and importers in five cities -- Shanghai, Guangzhou, Shenzhen, Zhuhai and Dongguan -- to settle cross-border trade deals in yuan.The latter four cities are all in south China's Guangdong Province.The Bank of China (BOC), China's largest foreign exchange bank, announced on July 6 last year that its Shanghai branch had received the first cross-border yuan trade settlement deal from the BOC (Hong Kong).The government is considering enlarging the scope of cross-border yuan settlement from commodity trade into service trade, said the report.Yuan settlement was in accordance with the market demand, said Cao Honghui, a researcher with the Chinese Academy of Social Sciences, but increasing the yuan's global acceptance would be decided by factors such as the country's economic development and the financial system development.

NANJING, May 2 (Xinhua) -- Chinese State Councilor Liu Yandong Sunday called for reform in talent cultivation and the education appraisal system among universities to boost innovation.The government would reform the education system to promote innovation, international vision and comprehensive abilities among students, Liu said at the opening of a forum of university presidents in Nanjing.Universities should explore new patterns of education with open minds and more cooperation with other research institutions and businesses, Liu said.Education and talent were the key elements in China's development.Liu also urged the universities to play a role as social think tanks to serve the country's economic and social development.Liu was speaking at the Chinese-Foreign University Presidents Forum, which was attended by the heads of about 150 universities around the world.
