ROCHESTER, N.Y. — New York Attorney General Letitia James is promising to expedite the release of body camera footage in cases of alleged police misconduct that her office investigates. James spoke Sunday in Rochester, which has been in turmoil since the footage of Daniel Prude’s fatal encounter with police was released more than five months after his death. RIPON, Wisconsin — An assistant professor at a Wisconsin college is getting national attention for the research she just published about a dog's empathy for its owner.The idea came to Ripon College's Julia Meyers-Manor when her collie tried to save her mom from a pile of pillows when she was just playing with her children.In her study, Meyers-Manor observed whether dogs would open a door if their "trapped" owner was on the other side crying or humming, and if so, how much of an effort they would make to "rescue" the person. She also recorded the dogs' heart rate variability.Meyers-Manor said dogs can "feel" your emotions. One dog named Molly rammed through the door and leaped into her owner's arms."If we're distressed they become distressed," Meyers-Manor said.The animals, however, had a hard time deciphering whether the human was being truthful."In the crying condition the dogs basically ran in, and if they did, they did it within 20 seconds," said the assistant professor.About 50 percent of the dogs rammed through the door. Ronald Gasser will spend the next 30 years behind bars for shooting former NFL star Joe McKnight.Gasser faced up to 40 years in prison after his conviction of manslaughter in January of this year.He was arrested on a manslaughter charge Dec. 5, 2016, a few days after the shooting, and charged with killing McKnight at a busy intersection in Terrytown, Louisiana following a road rage incident.He was later indicted on a second-degree murder charge.During the trial, prosecutors painted Gasser as the aggressor in the deadly encounter.Today, Judge Ellen Kovach said the fatal road rage incident should serve as a cautionary tale.If Gasser and McKnight had disengaged, or if Gasser hadn’t decided to use his firearm, both could have walked away.“This tragedy did not need to happen,” Kovach said.The mother of Joe McKnight's son, Michelle Quick, yelled out that's "less than he deserves." And she cursed as she was escorted out of the courtroom. Quick and other family and friends read emotional, tear-filled impact statements before the sentencing.Joe Mcknight's mother, Jennifer McKnight spoke last. She stood in front of the courtroom and immediately started crying. She did not read from a paper. She looked right at Gasser, almost the entire time. I have to forgive you to have some sort of peace to live my life."Quick also took the stand. She says McKnight and her 7-year-old son Jayden -- called his Dad's phone after learning of his death. He left a voicemail. He asked his mom if dad could hear it from heaven. He asked if he could watch his dad's highlights on YouTube. When he went to watch a video, a clip of his dad's body on the ground came up. She did ask the judge for the maximum sentence of 40 years.Gasser gave no response. Risky behavior behind the wheel is up during the pandemic.One-third of all roadway deaths are speed-related. Impaired driving and accidents with ejection are also up — meaning drivers and passengers aren't wearing their seatbelts."That just defies logic to me," said Pam Fischer of the Governors Highway Safety Association. "You know, when you talk to people — 'Oh yeah. everybody wears seatbelts.' But when we look at the fatalities that are happening on our roadways, we know that half of the people who die in motor vehicle crashes are not properly restrained."The Governors Highway Safety Association (GHSA) met last week. They say they have to change how they get people to slow down while on the road."We can't put officers on every road, and we have to leverage technologies and resources that are going to help us to really get folks to change their behavior," Fischer said. "There's a very strong message being sent — you need to slow down. We're going to find you. We will stop you." Impaired driving is also up, according to the National Highway Traffic Safety Administration.The GHSA and Lyft just awarded five states — California, Illinois, Maine, Oregon and Washington — nearly 0,000 in grant funds to help prevent impaired driving over the holiday season. 1281

Rocky, the owl recently rescued from the Rockefeller Christmas Tree, was released into the wild on Tuesday, completing a long journey that started from the world’s most famous Christmas tree.The Ravensbeard Wildlife Center showed video of Rocky’s majestic release into the wild on its Facebook page. The center is located about 100 miles north of New York City.The wildlife center said it released Rocky shortly before nightfall so the owl could find safe harbor for the night. It is believed that Rocky will join other owls in the region and head south for the winter.“She is a tough little bird and we're happy to see her back in her natural habitat. We are sure that Rocky will feel your love and support through her journey south,” the Ravensbeard Wildlife Center said in a Facebook post.It is believed that Rocky made the 170-mile trek with the tree. The owl was found when the tree made it into Manhattan. 919
