SAN DIEGO (KGTV) — For the first time Tuesday, 12-year-old Kiera Latulippe faced the man who killed her entire family in a drunk driving crash. The Valley Center girl was in the car with her family headed to the Austin, Texas, airport after vacation when the drunk driver hit their car head-on. Her father, Scott; mother, Nancy, and 14-year-old brother, Jackson, all died. Kiera was the only one to survive. On Friday, Guy Brasted was sentenced to 18 years in prison. After the sentencing, Kiera and her uncle and legal guardian, Mark Latulippe, took the stand with an emotional message for Brasted. "It made me miss out on so much, like daddy daughter dances," Kiera said, listing the things she can't do now that her family has been ripped away from her. SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. The Coronado Unified School District announced Thursday that the district will be on a minimum day Friday as heat reaches into the 90s. A minimum day means that all schools will begin at their regular times, but end the day at 12:30 p.m. Friday will mark the second day the district will let out early as heat scorches the region.
