(AP) — Defense contractor Northrop Grumman will be moving secret cargo through a Southern California marina this weekend.The Daily Breeze reports part of King Harbor Marina in Redondo Beach will be shut down from 5 p.m. Friday to 5 p.m. Sunday for the move of what is described as a U.S. Navy demonstration project.The large object will be taken from a Northrop Grumman facility in Redondo Beach to a barge for shipment to San Diego.The newspaper says that during a Redondo Beach City Council meeting this week, Northrop Grumman officials cited national security concerns in declining to provide information about the object.The company agreed on Oct. 15 to pay the city ,000 for a licensing agreement to use the marina and for any costs the city incurs. 787

Relatives of Richard Russell say they are "stunned and heartbroken" after the airline worker stole a passenger plane Friday from the Seattle-Tacoma International Airport and was killed when he crashed 25 miles away."This is a complete shock to us," the family said in a statement Saturday night. "We are devastated by these events, and Jesus is truly the only one holding this family together right now."The statement said Russell, 29, was "a faithful husband, a loving son and a good friend."Referring to audio recordings of Russell talking to air traffic control during his hour-long flight, the statement said his "intent was not to harm anyone. He was right in saying that there are so many people who have loved him."Russell, a Horizon Air ground service agent for three and a half years, was the only person aboard the plane, the Pierce County Sheriff's Department said. The job of a ground service agent includes directing aircraft for takeoff and gate approach, handling baggage and tidying and de-icing planes, authorities said.The incident, which the FBI's Seattle office did not consider terrorism, raises questions about airport security. Progressives, states and civil rights advocates are preparing a flurry of legal challenges to the Trump administration's decision to add a question about citizenship to the next census, saying the move will penalize immigrants and threaten civil rights.The late Monday move from the Commerce Department, which it said came in response a request by the Justice Department, would restore a question about citizenship that has not appeared on the census since the 1950s. The administration said the data was necessary to enforce the 1965 Voting Rights Act.The state of California immediately challenged the plan in federal court.California Attorney General Xavier Becerra and Secretary of State Alex Padilla trashed the move as anti-immigrant."The citizenship question is the latest attempt by President Trump to stoke the fires of anti-immigrant hostility," Padilla said in a statement. "Now, in one fell swoop, the US Commerce Department has ignored its own protocols and years of preparation in a concerted effort to suppress a fair and accurate census count from our diverse communities. The administration's claim that it is simply seeking to protect voting rights is not only laughable, but contemptible."Former Obama administration Attorney General Eric Holder also blasted the move and said his organization, which focuses on voting enfranchisement and redistricting, would also pursue litigation against what he called an "irresponsible decision."Holder said contrary to the rationale presented by the Justice Department, he and other modern-era attorneys general were "perfectly" able to handle those legal matters without such a question on the Census."The addition of a citizenship question to the census questionnaire is a direct attack on our representative democracy," Holder said in a statement. "Make no mistake -- this decision is motivated purely by politics. In deciding to add this question without even testing its effects, the administration is departing from decades of census policy and ignoring the warnings of census experts."Critics of the move say that including such a question on a government survey will scare non-citizens and vulnerable immigrant communities into under-reporting. By undercounting these populations, they argue, there will be a major impact that follows on voting and federal funds.Because the once-a-decade census is used to determine congressional and political districts and to dole out federal resources, an undercount in heavily immigrant areas could substantially impact certain states and major cities and potentially their representation at the federal level.The question has not been on the full census since the 1950s, but does appear on the yearly American Community Survey administered by the Census Bureau to give a fuller picture of life in America and the population.The Commerce Department said the decision came after a "thorough review" of the request from the Justice Department. The priority, Commerce said, was "obtaining complete and accurate data.""Having citizenship data at the census block level will permit more effective enforcement of the VRA, and Secretary Ross determined that obtaining complete and accurate information to meet this legitimate government purpose outweighed the limited potential adverse impacts," the statement said.Becerra and his state have been central to virtually every legal challenge of the Trump administration on issues ranging from immigration, to the environment, to health care. The Justice Department has also sued California over its so-called sanctuary policies to protect immigrants.More challenges could soon follow.Wendy Weiser, director of the Brennan Center's Democracy Program, a nonprofit that works on issues of justice and civil rights, said the question had no place in the Census."Our Constitution requires a complete and accurate count of everyone living in the country, no matter her or his citizenship status. The administration's decision to add a citizenship question is at best a dramatic misstep, and at worst a politically-motivated move that will undermine a fair and accurate census," Weiser said. "This question is a dangerous move that could lead to a serious skewing of the final census results, which would have a deleterious effect on our system of representative democracy. RANCHO BERNARDO (KGTV)- A coyote with piping trapped around her neck is still suffering, much to the chagrin of neighbors and animal rescue organizations.Katie Ryan first noticed the mother coyote was in trouble April 15th. She has an outdoor camera that captures her side yard in the overnight hours and, prior to this, she's seen lots of animals travel through."We moved in a little over 3 1/2 years ago, and we had no idea that we were moving onto a pathway for all types of wildlife. We've had a raccoon on a nightly basis recently, one of my neighbors had deer, we've seen roadrunners," she said.Katie's worked tirelessly, monitoring the coyote from her window and calling organizations to get help. "[I'm] making sure she's safe and that no one's out trying to injure her more than she already is," she said.The Fund for Wildlife Animal Center, based in Ramona, brought out a large trap, filled it with bait, but the raccoons got to it before they could trap the coyote.Katie had them remove the trap last weekend after a week of no luck. Her hope is another rescue group will be able to trap the coyote Monday night."I want it humane, I don't want, I did talk with some people who... I was not happy with their trapping ideas because she's already in such bad condition," she said.Katie has grown so invested in the animal, she and her husband came up with a name for her, "because of the tubing around her neck, my husband and I were just joking around about it and we just said it reminds us, she looks like a turtle. So we called her Myrtle the Turtle."As time goes on, the situation becomes more desperate. Katie's pictures show how thin Myrtle's become over the past month and she's worried about Myrtle's pups."She's very cut up and could be septic at this point and I noticed she's starting to have problems with her hind legs and her hips," Katie said. "Just watching her try to move from A to B, is painful, it really actually gives me physical and mental pain to see her in that kind of distress."PETA has gotten involved, saying they want to help. The Fund for Wildlife Animal Center says they have room and experts ready to help once Myrtle's caught.If you find a wild animal, you are advised to not approach it, touch it or feed it, contact animal rescue personnel. 2343

Rap artist Hurricane Chris has been arrested on a murder charge in Louisiana. Shreveport Police say the rapper was arrested Friday after an early-morning shooting at a gas station. In a news release, police say the rapper claimed self-defense after shooting a man he thought was trying to steal his car. But they say video footage appears to show otherwise, and the car was reported as stolen from Texas. Online jail records don't indicate if he has an attorney who can speak on his behalf. The 31-year-old rapper is known for the hit “A Bay Bay.” His real name is Christopher Dooley Jr., and he is from Shreveport. 623
