Almost half of connections are of 256 mbps. We are out-of-date, with the aggravating circumstance that the connections are very expensive," Bernardo said.To speed up the process, the government started negotiating with concessionaire phone companies to improve the service quality and lower the price to about 30 reais (18 dollars), which would allow 80 percent of the population to access internet."During (former president) Lula da Silva's government, we developed a program to interconnect all schools with internet access, but we also want the private sector to do its share," he said.

WASHINGTON, Feb. 7 (Xinhua) -- The U.S. International Trade Commission (USITC) determined Monday that imports of drill pipe and drill collars from China threatened the U.S. industry with material injury.As a result of the USITC's affirmative threat determinations, the U.S. Commerce Department will issue anti-dumping and countervailing duty orders on imports of these products from China.On January 4, the U.S. Commerce Department announced its affirmative final determinations in the anti-dumping duty and countervailing duty investigations on imports of drill pipe from China. The department determined that Chinese producers and exporters had sold drill pipe in the United States at margins ranging between 0.00 and 69.32 percent, while they have received countervailable subsidies of 18.18 percent ad valorem.In the anti-dumping investigation, mandatory respondent China's DP Master Manufacturing Co., Ltd. and Jiangyin Liangda Drill Pipe Co., Ltd. received a dumping rate of 69.32 percent. Baoshan Iron and Steel Co., Ltd. as well as Shanxi Yida Special Steel Imp. and Exp. Co., Ltd. each received a dumping rate of 0.00 percent, according to the department.The USITC did not specify the combined value of imported drill pipe and drill collars from China in the statement. A determination will be considered as affirmative if there is a 3-3 voting result within the USITC Commissioners.Drill pipe and drill collars are hollow drill string components used in drilling rigs, particularly those intended to extract oil and gas, to transmit power and conduct lubricant during the drilling process.

LOS ANGELES, May 9 (Xinhua) -- Drinking alcohol may raise the likelihood among teenagers to spend more time on computers, a new study suggests.The study, conducted by researchers at Weill Cornell Medical College, was based on a survey of 264 teenagers, aged 13 to 17.Results showed that compared with teens who did not report drinking, those who drank alcohol in the last month used a computer more hours per week for non-school-related activities, including the use of social networking sites.Drinking was also linked to more frequent social networking and listening to and downloading music, according to the study published Monday in the on-line edition of the journal Addictive Behaviors.However, there was no demonstrated link between alcohol use and computer use for school work, neither there was strong link between video games and drinking or on-line shopping and drinking."While the specific factors linking teenage drinking and computer use are not yet established, it seems likely that adolescents are experimenting with drinking and activities on the Internet," said Dr. Epstein, assistant professor of public health at the college."In turn, exposure to on-line material such as alcohol advertising or alcohol-using peers on social networking sites could reinforce teens' drinking."Children are being exposed to computers and the Internet at younger ages. For this reason it's important that parents are actively involved in monitoring their children's computer usage, as well as alcohol use."Teenagers typically first experiment with alcohol at age 12 or 13, according to the study.Family risk factors include lax parental supervision and poor communication, family conflicts, inconsistent or harsh discipline and a family history of alcohol or drug abuse."According to a national study conducted by the Pew Internet and American Life Project, more than half of parents of teenagers had filters installed on the computers their child uses to block content parents find objectionable, yet many parents do not use any form of parental monitoring, particularly for older teens," Epstein said.

LOS ANGELES, May 14 (Xinhua) -- Thousands of visitors, many of them children, went to the Jet Propulsion Laboratory (JPL) in Pasadena, California for the annual open house Saturday to experience the excitement in explorations.To many visitors, the open house is a rare opportunity to see the federally funded research and development center and the National Aeronautics and Space Administration (NASA) field center, which is close to the public. JPL is managed by California Institute of Technology.The event, themed "The Excitement in Explorations," provides visitors with the chance to share in the wonders of space through high-definition and 3-D videos, live demonstrations, interactions with scientists and engineers, and a first look at JPL's new Earth Science Center.The Earth Science Center showcases the home planet and JPL's Earth science missions. Since it was the first time open to the public, it attracted many visitors who had to wait for over an hour to get admitted.Visitors first passed by two touchscreens located on opposite walls of the facility that control real-time views of "Eyes on the Earth," an interactive 3-D visualization website. In the past twelve months, two spacecraft made close encounters of comets.
