ROME, Dec. 6 (Xinhua) -- China is playing its part in projects of the United Nations to improve global food security under the framework of South-South Cooperation (SSC), the UN Food and Agriculture Organization (FAO) said on Tuesday.FAO recently co-signed two new tripartite agreements with China, Liberia and Senegal respectively to support implementation of a series of food security initiatives and projects in Liberia and Senegal, the organization said in a press release. The Rome-based food agency said the agreements were signed in the context of the Strategic Alliance between FAO and China on SSC in support of programs for food and nutrition security in selected countries. The funding provided through the new agreement comes from a FAO-China Trust Fund of 30 million U.S. dollars, it said.Under the agreement with Liberia, China will contribute over one million dollars and provide technical assistance through 24 Chinese experts and technicians to support implementation of the country's National Program for Food Security over a two-year period. In Senegal, China will provide assistance through 26 experts and technicians."At a time when continued economic uncertainties are having an impact on the flow of traditional North-South development assistance, South-South Cooperation is creating and building on partnerships that support the direct exchange of financial and technical contributions between developing countries," said Laurent Thomas, FAO Assistant Director-General, Technical Cooperation Department."FAO's experience with South-South Cooperation has shown that the knowledge and skills of technical experts and field technicians from the (global) South have made an invaluable contribution to efforts to modernize small-scale agriculture throughout the developing world," he added.FAO's SSC initiative was launched in 1996 to provide technical support to country-level action on food insecurity.According to the organization, a total of 47 tripartite agreements have been signed to provide technical assistance among developing countries in Africa, Asia-Pacific, Latin America and the Caribbean, and over 1,500 experts and technicians have been fielded in the framework of various food security initiatives. In addition to the Strategic Alliance with China, letters of intent for SSC Strategic Alliance have also been signed so far with Argentina and Indonesia.

SHANGHAI, Jan. 11 (Xinhua) -- The listed arm of China's biggest train maker, China South Locomotive and Rolling Stock Industry (Group) Corporation (CSR), has been allowed by regulatory authorities to raise 9 billion yuan (1.41 billion U.S. dollars) on the stock market, the company said Wednesday. The Hong Kong- and Shanghai- listed CSR Corp. Ltd. will sell 1.96 billion shares at 4.46 yuan apiece to select investors, it said. But CSR's parent -- state-owned CSR Group -- has agreed to buy no less than 6 billion yuan's worth of the shares, leaving the rest to institutional investors.CSR's net profit growth in the third quarter of 2011 plunged to 9.66 percent year-on-year from a high of 85.08 percent in the first half of 2011 as the country put the brakes on development of the railway sector after a deadly bullet train crash on July 23 that killed 40 people and injured 210 others. The decision to slow the development of high-speed rail lines has led to halts in construction of about 90 percent of ongoing railway projects, or 10,000 km of rail lines across the country, local media reported earlier.CSR is the maker of the bullet trains involved in last July's deadly collision. After the accident, the company's executives bought a combined 540,000 share in August, a move seen as an attempt to bolster battered stock prices.Analysts say the fundraising would help CSR greatly ease its financial burdens. The company earlier pledged to maintain profit growth and its dividend policy to boost investors' confidence.

BEIJING, Nov. 3 (Xinhua) -- Two Chinese spacecraft accomplished the country's first space docking procedure early Thursday, silently coupling in space more than 343 km above Earth's surface.Nearly two days after it was launched, the unmanned spacecraft Shenzhou-8 docked with space lab module Tiangong-1 at 1:36 a.m., marking another great leap for China's space program. The success of the docking procedure makes China the third country in the world, after the United States and Russia, to master the technique, moving the country one step closer to establishing its own space station.A video grab taken from the China Central Television on Nov.3, 2011 shows the Shenzhou-8 spacecraft docking with the Tiangong-1 space lab module. Unmanned spacecraft Shenzhou-8 docked with space lab module Tiangong-1 early Thursday, according to the Beijing Aerospace Control Center.President Hu Jintao, who is in France for the G-20 summit, sent a congratulatory message on the success of the country's first-ever space docking."Breakthroughs in and acquisition of space docking technologies are vital to the three-phase development strategy of our manned space program," Hu said in the message.Hu said he wishes all the program participants to try all out to fulfill a complete success of the whole mission after the smooth docking.Other leaders, including Wu Bangguo, Wen Jiabao, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, who are Standing Committee members of the Political Bureau of the Communist Party of China Central Committee, watched the mission at the Beijing Aerospace Flight Control Center.China is now equipped with the basic technology and capacity required for the construction of a space station, said Zhou Jianping, chief designer of China's manned space program."This will make it possible for China to carry out space exploration on a larger scale," he said."The capability increases China's ability to act independently in space, as well as its ability to cooperate with others," said Gregory Kulacki, senior analyst and China project manager at the global security program of the Union of Concerned Scientists, a nonprofit scientific advocacy group based in the United States."China's pursuit of an original solution to space docking, that is based on their understanding of the experience of other nations, could lead to innovations or experiences other space-faring nations could find useful," Kulacki said. The world's first space docking was achieved in 1966, when the manned U.S. spacecraft Gemini 8 docked with an unmanned Agena Target Vehicle.Forty-five years later, the maneuver remains a technological challenge. Many of mankind's 300-plus attempts have been met with difficulties or resulted in failure."To link up two vehicles traveling at 7.8 km per second in orbit, with a margin of error of no more than 20 centimeters, is like 'finding a needle in a haystack'," Zhou said. The Shenzhou-8 and Tiangong-1 will separate after flying together for 12 days. After that a second docking procedure will be conducted.Rendezvous and docking, essential to exploring space beyond Earth's orbit, create the possibility of building space stations, resupplying them, transferring astronauts and rescuing them.Without this key know-how, exploration of the moon and beyond requires carrier rockets with significant amounts of thrust. China does not currently possess rockets of this magnitude.Shenzhou-8 and Tiangong-1 both weigh about 8 metric tons, well within the delivery capacity of the Long March 2F rocket. A permanent orbiting space station is designed to be as heavy as 60 metric tons, with docking ports accommodating both manned and freight space vehicles. The interior of both the Shenzhou-8 and Tiangong-1 is an actual environment in which astronauts can live and work. After the Shenzhou-8 tests, the Tiangong-1 will remain a target orbiter for more docking procedures in 2012 by the Shenzhou-9 and -10 spacecraft, at least one of which will be manned to conduct manual docking.Although the Shenzhou-8 is unmanned, it is equipped with devices to record images and data that will help China make improvements to its spacecraft design and astronaut training. Two female astronauts are now believed to be on the active duty roster for future Shenzhou missions, said Chen Shanguang, director of the Astronaut Center of China (ACC)."We must assess both male and female astronauts to verify if human beings can live in space, as there are huge differences between men and women in spite of their common generalities," Chen said."Space exploration activities would be incomplete without the participation of female astronauts," Chen said. The Chinese spacecraft also feature collaborative space experiments under the framework of a Chinese-German science and technology cooperation.German scientists designed bio-incubators for the experiments, while their Chinese counterparts were in charge of the development of control equipment, China's manned space program spokeswoman Wu Ping said.

HAIKOU, Dec. 16 (Xinhua) -- China will actively push forward maritime cooperation with the 10 members of the Association of Southeast Asian Nations (ASEAN) in light of the guidelines on conduct in the South China Sea, a Foreign Ministry official has said.Assistant Foreign Minister Liu Zhenmin made the remarks during an international seminar on implementing the Declaration on Conduct of Parties in the South China Sea (DOC) and maintaining the navigational freedom and security of the waterway.Early next year, China will hold a senior officials' meeting and working group meeting with ASEAN countries on the implementation of the 2002 Declaration on the Conduct of Parties in the South China Sea (DOC), Liu said in an interview with Xinhua on the sideliens of the seminar held in Haikou, Hainan Province, from Dec. 14-15..The senior officials' meeting is a guiding mechanism for implementing the DOC at governmental level. Under it, China will hold a series of seminars and carry out a set of cooperative projects, so as to further advance cooperation with ASEAN nations, he said.Chinese Premier Wen Jiabao proposed to establish a three-billion-yuan China-ASEAN maritime cooperation fund at the 14th China-ASEAN summit and the Commemorative Summit to Celebrate the 20th Anniversary of China-ASEAN Relations in November.China hopes the fund will contribute to the implementation of the DOC and further enhance cooperation with ASEAN nations, said Liu.The State Oceanic Administration held a South China Sea oceanography seminar in Qingdao on Dec. 12, he said, adding China will hold a series of seminars on topics ranging from marine research, search and rescue, environmental protection, navigation safety and combating maritime crimes.Liu said the maintenance of maritime security as well as navigation safety and freedom is very important to East Asian countries, for the economic development of East Asia is largely export-oriented.As an important pathway for foreign trade for China, Japan, the Republic of Korea and the ASEAN nations, security on the South China Sea is critical for these countries' economic development, he said.Stressing that navigation freedom and security on the sea should be guaranteed, he said China will continue to strengthen cooperation with countries surrounding the South China Sea to protect against threats. The DOC was signed by China and the ASEAN countries in November 2002 as a code of conduct for all parties involved in diplomatic issues in the South China Sea.It is a political document aimed at safeguarding peace, stability and prosperity in the South China Sea, advancing pragmatic cooperation and creating favorable conditions for the interested countries to ultimately settle their disputes by peaceful negotiation.
