OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

OCEANSIDE (CNS) - Two cars overturned into an embankment off Interstate 5 near Camp Pendleton Sunday, but the people inside both vehicles were able to escape without serious injuries.A silver car lost control and sideswiped another car on northbound I-5 past Las Pulgas Road shortly after 11 a.m., California Highway Patrol dispatchers were told.Several drivers pulled over to help, and the people inside both cars were able to get out before CHP officers and fire personnel got to the scene, according to a CHP incident log.At least one person was hurt, but the injuries were described as minor. 609

OCEANSIDE, Calif. (KGTV) -- A hotel approved for Oceanside Boulevard is frustrating many residents.City leaders who supported the 99-room Fairfield Inn & Suite say concerns brought up about the location were addressed by staff.They also told 10News that, once complete, the hotel will bring in more than 0,000 tax dollars per year.Regardless, residents who live in the area say the site selected will create traffic problems. Beyond that - it will mean that their neighborhood will get noisy. "This location is difficult to get in and out of," one resident said. OCEANSIDE, Calif. (KGTV) — The Oceanside Unified School District voted Thursday to return students to an all-online learning format to prevent any coronavirus outbreaks, as cases surge throughout the state.Starting Monday, all elementary schools in the district will move to distance learning."With the recent rapid rise of COVID-19 cases, and our commitment to keep staff at home who are feeling sick, we’ve experienced a direct impact on staffing," an email from the district read late Thursday. "As a result of compounding staff shortages, we are unable to provide the amount of substitutes needed to effectively run our schools and classrooms. Additionally, we are not permitted under public health guidance to reopen our secondary campuses while we are in the most restrictive purple tier.The district said in addition to the move for elementary schools, it will delay the secondary return to in-person classes until San Diego County returns to the "red tier" of California's reopening guidelines.Secondary learning centers will continue to support students and the district's elementary enrichment program will serve students pending staffing. The district's free curbside meals program will also still be offered to all district students during virtual learning.The district's winter break will go on as planned from Dec. 21, through Jan. 8, 2021.No changes were announced regarding the scheduled return to in-person class for middle and high school students in January. 1485
