SAN DIEGO (KGTV) - The trial for a former San Diego County sheriff's deputy accused of sexual misconduct while wearing his uniform began Monday in Vista.More than a dozen women claim Deputy Richard Fischer made unwanted advances."I think he's a bad guy," a San Marcos woman, who filed ,000,000 claim against the County, said.She said in August of 2017 two sheriff's deputies knocked on her door in the middle of the night for a welfare check. There was no problem and they left but she said Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."I was stunned shocked, it was very fast and confusing...I felt very vulnerable, intimidated, felt weak. I felt little." She said, next to tears. "It's just a mess! Everything is a mess! This is hard to do. He shouldn't have come back to my house and I don't ... Everything's a mess!"Similar instances were described by other women. In October of 2017, near the entryway of a 64-year-old woman's condo, Fischer took her report for a domestic violence incident and then made his move."His hands went all the way down to her butt and he squeezed both of her buttocks... he took her hand and pulled it down to his groin area," Lawyer Dan Gilleon said. He represents several women who filed claims against Fischer.Gilleon made a theme apparent, "he knows that she's alone, and she's vulnerable, and she's scared." Another victim called him a predator.Some women who came forward claim Fischer became more brazen, forcing sexual acts.Wednesday a plea deal fell through. The deal would mean Fischer would plead guilty to four felony charges -- down from more than 12 felonies -- and serve no more than five years in prison.10News learned that Fischer would also have to register as a sex offender for life under the plea deal.Fischer faces more than 25 years in prison if convicted of all charges. SAN DIEGO (KGTV) - There is a memorial of candles, notes, and flowers along 4th Avenue near Main Street in Chula Vista.They are in memory of 23-year-old Christina Garcia, who was found dead at a nearby field on Aug. 5th. Chula Vista police say they were called out to 3100 block of Main Street after someone found her body. They say she had an apparent gunshot wound and opened a homicide case.“That afternoon, she wanted to see her daughter and pick up the truck, so it was a brief encounter,” her mother, Lisa Garcia, said. “I expected her to come back, and I wish I took advantage of that situation longer.”Lisa says Christina leaves behind a two-year-old daughter.“I think the saddest thing for me is that her daughter is only going to know her through pictures because she’s so young,” She said. “She’s never going to remember her mom’s touch, her kiss, her voice.”Lisa says her daughter was very likable and smart.“She tested out in the 10th grade and started southwestern college and finished her classes there,” Lisa said. She was also a skilled welder and liked working with her hands. Most recently, they bought a home and worked on remodeling it.“She’s very hands-on, like her mom,” Lisa said, “you know, taking the popcorn ceiling down, remodeling the walls.”She says it’s been tough knowing Christina’s killer has not been caught. Lisa says she has many questions and is cannot find any closure without finding answers.“Was she dumped there? Was she shot there? So my brain is at 100 miles per hour trying to come up with all these scenarios,” she said.Police are asking for witnesses or anyone with information to come forward, saying they can even remain anonymous through Crime Stoppers.“There might be information out there that people think is irrelevant,” Lisa said. “But it could be very relevant to law enforcement.” 1845

SAN DIEGO (KGTV) - The Rock ’n’ Roll marathon returns to San Diego in June, bringing hundreds of athletes and music to city streets. The 5K event is scheduled for Saturday June 1, while the half-marathon and marathon will be held Sunday, June 2. Entry fees are , 2, and 2 respectively. The marathon course starts on Sixth Avenue near Balboa Park. It extends as far east as Kensington, and north to Mission Bay Park, with a finish in Little Italy. Runners can enjoy the sounds of bands along the course, and support from San Diego cheerleading groups. For those who don’t want to run, the Rock ’n’ Roll Marathon Health and Fitness Expo will take place Friday, May 31, and Saturday, June 1 at the San Diego Convention Center. SAN DIEGO (KGTV) -- The San Diego Unified School District, one of the state's largest districts, begins the new school year online Monday.Even though California has given both private and public schools in San Diego County the green light to reopen schools on Tuesday, Sept. 1, SD Unified officials say for now they will stick with distance learning.The district's online instruction plan includes:A six-hour school day with customized learning experiences for each K-12 studentAll students will have daily, live interaction with their teachers via video conferencingCustom learning experiences will be based on student needs and will include daily live, online instruction (up to three hours), independent learning (at least two hours), working with other students in small groups or participating in educator office hours (at least one hour)All Elementary students will receive instruction in reading, writing, mathematics, science, social studies, physical education, and the artsStudents will receive grades to measure their progressSome children who have faced learning challenges due to the COVID-19 pandemic may be offered appointments for in-person sessions, which could begin as soon as late September, according to the district."The teacher will of course try various interventions teaching strategies online, but if the teacher comes to the conclusion that this student would benefit from in-person interventions, then the teacher will reach out to the family," said San Diego Education Association President Kisha Borden.Students will be identified by their teachers for participation based on several factors: Students who had below standard marks on their spring 2020 report cards, special education students who did not meet IEP goals, and special education students with intense support needs.The district says this option will not be offered immediately and will take teachers a few weeks to make these assessments. 1940

  

SAN DIEGO (KGTV) - The structure formerly known as Qualcomm Stadium, formerly known as Jack Murphy Stadium, formerly known as San Diego Stadium has - yet again - a new name.The City of San Diego awarded San Diego County Credit Union naming rights to the multi-purpose Mission Valley stadium Tuesday, following the financial institution's 0,000 bid on the deal.Naming rights for "SDCCU Stadium" will extend through December 2018.RELATED: Mission Valley stadium could get more than just a new name"We are ecstatic that the City of San Diego and Fox Sports College Properties have selected SDCCU to be the naming rights partner for SDCCU Stadium," SDCCU President and CEO Teresa Halleck said.
