BEIJING, Jan. 3 (Xinhua) -- China's Ministry of Public Security (MPS) Monday urged drivers to use extreme caution in Guizhou, Hunan and Guangxi in southern China which has been hit by freezing rains.Motorists were asked to strictly follow the instructions of traffic police and drive slowly after the expressways in the regions were reopened for use after being temporarily closed due to the severe weather.Freezing rains that swept south China's Guizhou Province, Hunan Province and Guangxi Zhuang Autonomous Region have caused road surfaces to ice up in parts of the Lanhai and Hukun Expressways.As a result, many vehicles in the regions were stranded.Local authorities have been ordered to take emergency measures to break up ice found on the roads, keep traffic moving and avoid shutting expressways.As of 4 p.m. Monday, the 1,500 vehicles that were stranded on Hukun Expressway near the juncture of Hunan and Guizhou provinces had safely reached Guizhou, traveling at speeds up to 30 kilometers per hour.Meanwhile, another 1,900 vehicles that had been stranded on National Highway 210 where Guangxi and Guizhou meet, have also reached Guizhou.Noting that Guizhou in the coming three days is expecting more icy rain, according to weather forecasts, Huang Ming, deputy minister at the MPS, stressed improved measures be taken to ensure traffic continues to flow in the region.

BEIJING, Nov. 26 (Xinhuanet) -- The Shanghai municipal government is making moves to enhance its mergers and acquisitions (M&As) market, a move in tune with the cosmopolitan city's ambition to make itself a global financial hub by 2020.The city will initially actively propel the construction of its financial market and M&A-related auxiliary services, especially the agents who facilitate deals, to aid these activities, said Shanghai Vice-Mayor Tu Guangshao on Thursday.He said the local government is also considering setting up a China Mergers and Acquisitions Association in Shanghai.Meanwhile, plans to open an M&A museum are also in the pipeline to help create an M&A culture in the city."We've made concrete efforts to encourage benign conditions to allow these plans to materialize," Tu said.The M&A market, in turn, will help catalyze improvements in the city's financial market functions, structures, and systems, as well as boosting badly needed adjustments to its economic structure. BEIJING, Nov. 26 (Xinhua) -- The National Development and Reform Commission (NDRC), China's economic planner and price regulator, said Friday it has asked local governments to crack down on some gas stations selling diesel above the state-set prices.NDRC investigators found some gas stations have been selling diesel above state-set prices in the provinces of Sichuan, Hubei, Henan, Zhejiang, Jiangsu, Liaoning, Jiangxi and Shanxi and Chongqing Municipality.The NDRC has requested local governments to punish the offending gas stations.The stations were ordered to stop overcharging and turn over illegal incomes to authorities, according to a statement on the NDRC web-site.Also, the stations would receive punitive fines, it said.Among the violators, Yueyuan gas station in Xichang, Sichuan Province, sold No. 0 diesel for 9 yuan (1.35 U.S. dollars) per liter, as against the state-set 6.55 yuan.The NDRC said that consumers can call 12358 to complain about diesel overpricing and the price regulators will respond quickly.The latest measures were adopted in the wake of those publicized Tuesday, which were aimed to stop some refiners and diesel wholesalers from overcharging.An unprecedented diesel shortage has hit China's cities and markets, leading some wholesalers and gas stations to sell diesel above the state-set prices.Due to the diesel shortage, some enterprises suspended production and express deliveries turned into "snail deliveries."People found that it took much longer for buses to arrive and even some crematories found it hard to get enough diesel for cremations."We can't find enough diesel. S. dollars) in green energy development in the next five years, said Li Chunhong, an official from the local government of Guangdong.By 2010, the capacity of nuclear power in Guangdong will reach 24 million kilowatts, and new energy will account for 30 percent of the total energy consumed, Li said.Opened on Dec. 13 in Guangzhou City, capitial of Guangdong Province in south China, the two-day forum provides a platform for experts and officials from around Asia to discuss regional cooperation in developing green energy.The first Asia Energy Forum was successfully held in Guangzhou in August 2009, and the forum is to be held annually in Guangzhou.
