WASHINGTON — President Donald Trump traveled to Kenosha, Wisconsin, on Tuesday -- a city still reeling from social unrest following the shooting of Jacob Blake. Democratic Nominee Joe Biden has not visited yet although he said he was looking into it on Monday. Trump's visit to Kenosha comes days after the president stopped in Louisiana following the landfall of Hurricane Laura. But do presidential visits during a crisis help or hurt the community? "If I was doing his security, I would advise against it," Grant Whitus, a retired SWAT team leader in Colorado said. Whitus has protected presidents in the past and is a Trump supporter. Whitus says when a president comes to town, hundreds of officers need to be reassigned. "Their resources are already stretched to the max trying to deal with this," Whitus added. Many Wisconsin leaders feel the same way. Gov. Tony Evers (D) of Wisconsin wrote to the president unsuccessfully asking him to cancel his trip. Visits to areas in crisis have been a signature of Trump's since taking office. During his 2016 campaign, Trump visited Louisiana and their flood devastation a full four days before siting President Barack Obama made the trip. When asked if Trump was visiting Kenosha for political reasons, White House Press Secretary Kayleigh McEnany said no. "The president is showing up to see hurting Americans," McEnany said. There may be a bit of politics involved, however. As WTMJ's Charles Benson writes, Trump only won Kenosha County by 255 votes in 2016. 1521

VISTA, Calif. (KGTV) -- A man who detained two juveniles before taking their skateboards while posing as a sheriff’s deputy was sentenced Monday.  Abraham Joseph Nava, 24, was sentenced to three years of formal probation after pleading guilty in July to felony false imprisonment. In a separate case, Nava also admitted to calling in a false report of a bomb threat. Nava was given credit for 149 days in custody.RELATED: Guilty plea from man who posed as deputy, detained juveniles  He will have to comply with counseling conditions as required by the probation department, including a forensic examination to help determine what course of treatment to take, said Deputy District Attorney Peter Estes.Nava was arrested on June 14, several days after the sheriff’s department was contacted about a suspect claiming to be an undercover deputy.During interviews with several employees in the Main Street area of Vista, investigators learned that the suspect passed out fake business cards and was interacting with juveniles.Investigators also learned that the two juveniles were detained and had their skateboards taken. After identifying Nava as the suspect, investigators obtained a warrant to search his home where they discovered several pieces of San Diego County Sheriff’s Department uniform items, including badges.A box of fraudulent business cards was also found. VISTA, Calif. (KGTV) -- The Vista Unified School District announced Tuesday that its secondary schools would be pivoting back to virtual learning until the end of winter break. The decision only applies to district middle and high schools; students will have to finish the next three weeks of instruction virtually.Vista's elementary schools will continue with in-person learning.According to the latest community update on the district's website, the reason for the pause in in-person learning is based on the recent increase in the spread of COVID-19 "globally, nationally, regionally and locally."It goes on to say, "While Vista Unified has seen no evidence of the virus spreading within the school environment after 26 days of instruction in the Vista Classic learning model, the impact of the virus within our community is causing staffing challenges for teachers, instructional assistants, custodians, and other employees."The school board has a meeting scheduled for Dec. 15 to revisit the situation and discuss possible adjustments for the second half of the school year. 1086

Volunteers and law enforcement combed the side of a highway on Thursday looking for evidence in the disappearance of a missing Wisconsin teenager whose parents were found dead in their home this week. But the search along Highway 8 in Barron County, Wisconsin, didn't turn up anything of value, according to Barron County Sheriff Chris Fitzgerald.Hours earlier, Fitzgerald asked for 100 volunteers to help in the routine search for evidence that could be related to the case as the search for Jayme Closs entered its fourth day.The Federal Bureau of Investigations has added the teenager to its top missing persons list, KMSP television station reports. 660
