SAN DIEGO (KGTV) — A 14-year-old teen has been arrested and charged with a hate crime after punching a Rabbi near a University City synagogue, police say.San Diego Police said Rabbi Yonatan Halevy, of the Shiviti Congregation, was walking near the synagogue located near 3200 Governor Drive on Oct. 10, when he was punched by the teenager. The teen reportedly yelled racial slurs during the attack and fled the location, police added. Halevy was not seriously injured.Police say that Halevy also did not know his attacker.RELATED: Rabbi attacked outside University City synagogueThe 14-year-old male was taken into custody on Friday and booked into Juvenile Hall on battery and hate crime charges. In an interview with ABC 10News reporter Jon Horn, Halevy said this was the latest in a series of incidents by a group of teenagers targeting his congregation."Every day they come by here, taunt us, throwing bottles at us, sitting on our roof blasting music, and then breaking a window to my van," Halevy said. "Last but not least, what happened on Saturday."Halevy says he was walking to synagogue with his father when the attack happened."I felt very scared, definitely unsafe for the first time in my life in this neighborhood," he said. 1245

SAN DIEGO (KGTV) -- A colorful moment for four San Diegans today. They've been color blind their whole lives, but thanks to a new pair of special glasses...that's about to change."Eventually when I got to high school, and realizing I was color blind was one of those things, like, oh, that's why I couldn't see that or I couldn't see that," said Ricardo Solano. Solano is one of about 300 million people around the world who are color blind. But as a research associate for a biotech company, there are days when he needs a little help from his colleagues."One of the main dyes they use is like red and green to differentiate things," he said, laughing. "It's a big contrast apparently, but I can't see the contrast."Solano has a good sense of humor about it, but that doesn't mean that he doesn't wish he could see the full elegance of a San Diego sunset."Just enjoying the beauty of life," he said. "I like to go backpacking and outdoors and stuff."For people who are color blind, pink looks gray, red looks brown and the colors red and green can look almost white-ish."Color vision deficiency is passed down through the father's genes," said Corey Ulz, an optician at Scripps Poway Eyecare. He said things can look dull and colors, washed out."It basically makes the colors that you and I would normally see normally not as vibrant," he said. "A little more muddled."On Monday, Solano and three other San Diegans got to see vibrant color, thanks to a special pair of enchroma glasses.Their reactions and expressions were heartwarming. "Red. I feel like a little kid right now haha," Solano said, smiling. The pair of glasses do more than make the world a little brighter. Solano hopes they'll make work easier, too. 1760

SAN DIEGO (KGTV) - A 6,000-gallon tanker carrying highly flammable ethanol overturned in Mission Valley Thursday afternoon, prompting a hazmat response. The tanker overturned near the intersection of San Diego Mission Road and Rancho Mission Road near SDCCU Stadium after 3:30 p.m. The entrance to the stadium was closed as crews cleared the scene. Authorities said 40-60 gallons of ethanol spilled and made their way to a nearby storm drain. Crews were able to prevent the ethanol from entering the San Diego River.According to the San Diego Fire-Rescue Department, crews drilled into the tank to remove additional fuel. The driver was injured as a result of the crash and was taken to the emergency room. His injuries are unknown at this time. SDFRD officials said the driver tried to make a 90-degree turn when the semi overturned. SAN DIEGO (CNS) - The Surfrider Foundation released its annual Clean Water Report Friday, detailing the measures the organization has taken to improve water quality in San Diego County and quell sewage contamination of local shorelines. The report gives an update on the organization's Blue Water Task Force as well as analysis of water quality case studies in Depoe Bay, Oregon; Oahu, Hawaii; Palm Beach County, Florida; and San Diego. The Blue Water Task Force, Surfrider's volunteer water testing group, has increased its number of water tests by at least 12 percent each of the past seven years, according to the report. Task force volunteers conducted 6,826 water quality tests across the country in 2018. Last year, the Surfrider San Diego chapter's Blue Water Task Force focused primarily on ending sewage runoff into the Tijuana River, which subsequently flows into the Pacific Ocean and affects the county's beaches and coastline. According to the report, sewage contamination caused closures of Imperial Beach's shoreline for roughly half of each year from 2015 to 2017. In 2018, Surfrider San Diego established Blue Water Task Force testing labs in Imperial Beach, Coronado and at the chapter's office west of Mira Mesa to improve local water testing efforts. According to the report, the organization's volunteers collect and test water samples each Thursday along the shoreline from Imperial Beach to Pacific Beach. ``In areas like San Diego, California, where communities are impacted year-round by cross-border water pollution ... Surfrider's work to protect clean water is more critical than ever,'' said Mara Dias, the organization's water quality manager. ``Our chapters are tackling regional water quality issues by testing for pollution, building ocean friendly solutions, and informing the public where it's safe to surf, swim and play in the ocean." Surfrider San Diego filed a lawsuit against the U.S. section of the International Boundary and Water Commission last year, alleging that the body has repeatedly violated the Clean Water Act and put the health and safety of local residents in jeopardy by improperly managing the pollution from the Tijuana River. The cities of Imperial Beach and Chula Vista and the Port of San Diego have joined Surfrider's lawsuit, while the city of San Diego and California Attorney General Xavier Becerra have filed a similar suit against the IBWC. The latter suit is expected to go to trial in April 2020. 2472
