SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help identifying a suspect in several Mission Valley vehicle burglaries. According to police, three separate vehicles were burglarized in a parking garage on the 2200 block of Camino de la Reina on August 16 between 2 and 5 a.m. Surveillance video captured the suspect using a flashlight to look into several vehicles in the garage. The suspect then broke into the vehicles by shattering windows, taking miscellaneous items, police say. The suspect is described as a white male with a medium build last seen wearing dark colored, framed glasses, a black t-shirt with a white image on the front, blue jeans and black and white tennis shoes. He was also wearing a backpack, police say. Anyone with information is asked to call San Diego Police at 858-495-7957 or Crime Stoppers at 888-580-8477. SAN DIEGO (KGTV) – San Diego City Councilmember Jennifer Campbell on Tuesday is expected to formally announce enforcement plans to help with concerns over crowd control in Ocean Beach.Campbell, who represents District 2, said in a news release, “Our office continues to field calls regarding increased crowds gathering at Veteran’s Plaza in Ocean Beach on Wednesday evenings. While I appreciate the San Diego Police Department’s increased presence last week, it’s clear more comprehensive action needs to be taken to keep San Diegans safe.”Residents in the area say large gatherings have been consistently happening despite San Diego County public health orders restricting mass gatherings.According to OB residents, big crowds assemble Wednesday nights at Veteran’s Plaza, and many attendees are seen not wearing masks or practicing social distancing.Ocean Beach Town Council President Mark Winkie told ABC 10News in a previous interview that residents “want people to understand this is our community. You’re welcome to be here, but you need to adhere to social distancing rules and respect our community.”Winkie has met with City of San Diego officials about the gatherings in OB. He said the city was looking to shut down Veteran’s Plaza to help with enforcement.On Tuesday morning, ABC 10News spotted city crews placing plastic netting at the park.While he said the town council is not happy the park is closing, Winkie said a closure would allow needed renovations at the park to be done.The OB Town Council has also been pushing for more education to remind people about following the rules.Winkie said he’s been told health officials will be at Veterans Plaza on Wednesday nights to spread the word about county health guidelines. 1746

SAN DIEGO (KGTV) -- San Diego County officials are warning that the county could move into a lower, more restrictive COVID-19 tier, but explained if it does happens the shift wouldn't happen overnight. In just one week, San Diego County's COVID-19 case rate per 100,000 residents is up from 5.8 to 6.9. The positivity rate is also up from 3.4% to 4.2%.These two metrics determine whether or not the county moves up or down on the state's new colored tier system. The positivity rate is low enough to move the county from the red to a less restrictive, orange tier. The case per thousand rate is moving the county closer to going from red to purple, the tier with the most restrictions. County officials explain moving up or down from a tier would only happen if there were two consecutive weeks of data in one specific tier. The increased positive cases among students at San Diego State University could have an impact on the state's increasing numbers. As of Wednesday night, there are 440 confirmed cases of COVID-19 and four probable cases. Just last week, the campus only had 20 cases. On Wednesday the county also talked about a discrepancy with testing data, saying the state is not getting the county's correct testing numbers. Dr. Wilma Wooten couldn't say how many tests aren't being recorded properly but says the county is working with the state to resolve the issue in the next two weeks. Case counts will now be updated by the state every Tuesday and the county says they will provide those numbers the following day on Wednesdays each week. 1563

Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. SAN DIEGO (KGTV) - San Diego area fire agencies are boosting staffing levels ahead of what may be the worst Santa Ana wind event this year. The intense weather situation, due to start Tuesday night and last through Thursday, has crews working extra shifts. Cal Fire San Diego has nearly all of its 500 firefighters on duty to staff equipment and fill support roles, an agency spokesperson said on behalf of Chief Tony Mecham. Check 10News Pinpoint Weather ConditionsAlthough the agency is supporting other fires across California, the Regional Coordination Center in Riverside has limited the number of resources sent out of Southern California, Cal Fire reported. Cal Fire also brought 150 out-of-state fire engines to California. San Diego County has an additional 15 fire engines, five patrols, six water tenders, and support elements including a Cal Fire communications unit. The California Office of Emergency Services also announced Tuesday it was coordinating to pre-position fire equipment and personnel ahead of Santa Ana conditions. Two strike teams consisting of five engines are staged in San Diego County, along with a helicopter. The San Diego Fire-Rescue department said staffing would be increased Wednesday morning at 7 a.m. due to the wind event.Two firefighting helicopters are available around the clock, according to spokesperson Mónica Mu?oz.
