SAN DIEGO (KGTV) — The Cabrillo National Monument will extend its opening hours until sunset on Fridays through Sundays in August. The national monument is currently in a phased re-opening. All outdoor areas, trails, and restrooms are open, but indoor areas like exhibits and the lighthouse are closed due to coronavirus restrictions.Normal operating hours for the area are 9 a.m. to 5 p.m., with the tidepools closing at 4:30 p.m. The extended hours will give visitors a chance to take in views of the Pacific Ocean and San Diego during sunset. The monument's tidepool area will also be open until 30 minutes before sunset.Visitors can also get Junior Ranger books and badges, maps, and visitor information at an outdoor station near the visitor center.Officials encourage guests to continue wearing face coverings and physical distance from anyone no apart of their household while visiting.Annual park passes can still be purchased online here. SAN DIEGO (KGTV) -- The convention center expansion initiative will not make the November ballot even though San Diego Mayor Kevin Faulconer gave it his best shot.Faulconer's ballot measure proposal to fund the convention center expansion, get homeless people off the streets and fix roads needed five votes to pass.  It only got 4.The vote came after Faulconer asked council to convene a special meeting with just 24 hours' notice.  The mayor requested it after learning there weren't enough valid signatures collected to place the measure on the November ballot. 602

SAN DIEGO (KGTV) -- The man accused of assaulting a Pacific Beach woman while she slept in her own home was in court for the first time on Monday. Jeffrey Hanze pleaded not guilty to the charges, which include sexual assault during a burglary. The 55-year-old was arrested in L.A. County on October 29th for the crime. Police say Hanze broke into a home in Pacific Beach on October 1st, getting in through an open window, then assaulting a woman while she slept. The woman woke up to the assault and Hanze got away.On Monday, the judge agreed to increase his bail from 0,000 to a million dollars and issued a protective order for the victim. A background check shows Hanze has a criminal record, including two felonies in San Diego County and several sex crimes dating back to 2011 in Arizona. Hanze is due in court again on November 15th.    913

SAN DIEGO (KGTV) - The biggest auto theft scheme in San Diego history has come to an end. District Attorney Summer Stephen announced Thursday that more than 100 vehicles were stolen though identity theft and fraud dating back to 2016. Investigators say the ringleader, 34-year-old Bryan Orr, created shell companies and used more than 20 co-conspirators to help him steal cars using identity theft and fraud. The items stolen ranged from high-end luxury vehicles to RVs and jet skis. "They would create fake lines of credit, fake credit histories, fake documents so that they could use it in their schemes," said CHP Captain James Portilla. "He would create fake websites so if an institution wanted to verify info on a loan application they would look like there was a legit business."In one scam, a straw buyer would purchase and finance a new vehicle. Thereafter, the auto loan would be paid in full by other co-conspirators. Once the title to the vehicle was sent to the purchaser, the vehicle would be immediately re-sold. Once the sale proceeds were secured, the individuals who made the payments would falsely report the fraudulent use of their bank accounts, leading financial institutions to refund the payments that had been made on the vehicles. Immediately the funds were withdrawn and passed on to Orr, investigators said.“As newer vehicles become equipped with effective anti-theft technologies, traditional methods of stealing vehicles are not as effective,” said Portilla, “As a result, we have seen an increase in vehicle theft using a variety of fraud schemes.”Another fraudulent scheme involved the purchase or return of “merchandise” between the various shell companies. Once the seller withdrew the proceeds from the transaction, the buyer would dispute the purchase and receive a provisional credit from the bank. Similar to the vehicle purchase scheme, upon receipt of the refund, the funds would be withdrawn immediately or used to make fraudulent purchases with other “shell companies.” Orr used the shell companies to steal in excess of .5 million from banks during this time period, prosecutors said.Orr has no criminal history and is still in custody on million bail. If convicted, he may face up to 100 years in prison. While 21 people face charges, six of them are still wanted in this case. 2334

SAN DIEGO (KGTV) -- The Chicano Federation is once again calling on San Diego County officials to do more to help curb the high numbers of COVID-19 among Latinos. On Wednesday, the organization released a statement regarding county numbers breaking down the number of contact tracing hires by ethnicity. Of the county's recent hires, 144 are Latino or Hispanic, that makes up 25.5% of the hires. Chicano Federation President and CEO Nancy Maldonado said county officials had told them they would hire people from within the community, that spoke Spanish, to serve as contact tracers. However, in Wednesday's statement, Maldonado said, "They lied." Maldonado has been an outspoken critic of the county and their response to how COVID-19 is disproportionately affecting Latinos. Data from the county shows there are roughly 34% of Latinos in the county, but they make up 61% of the positive cases. During Wednesday's county press conference, Supervisors Greg Cox and Nathan Fletcher each addressed the concerns. Fletcher said the county's goal is to have contact tracers who match not only the demographics of the population, but also the demographics of the positive cases. Fletcher added that they are doing outreach to get more applicants and also more Spanish speakers. Maldonado told 10News she is confident the county will get it done, but says she wants to see more action, instead of hearing about plans for what they are going to do. 1449
