A major manhunt is under way after an improvised explosive device exploded on a London Underground train, injuring 29 people in what police have called a terrorist incident.None of the injured are thought to be in a serious or life-threatening condition, according to the London Ambulance Service, which took 19 of the injured to hospitals. Other Schedule I drugs include heroin, LSD, ecstasy and peyote.“I write to share the busy Floor schedule we have for the remainder of the year,” starts a letter from Representative Steny Hoyer, House Majority Leader. “In December … the House will vote on the MORE Act to decriminalize cannabis and expunge convictions for non-violent cannabis offenses that have prevented many Americans from getting jobs, applying for credit and loans, and accessing opportunities that make it possible to get ahead in our economy.”The MORE Act - Marijuana Opportunity Reinvestment and Expungement Act - includes language that would expunge some cannabis records and create grant opportunities for people who have been negatively impacted by the criminalization of marijuana in addition to removing it from its Schedule I classification.The act is sponsored by now-Vice President-elect Kamala Harris, and co-sponsored by seven other representatives including New Jersey Congressman Cory Booker and Massachusetts Congresswoman Elizabeth Warren.Senate Majority Leader Mitch McConnell is opposed to the act, and some say the odds of it passing the senate, even if it passes the House, are very slim.Marijuana is already legal in more than a dozen states, despite the federal designation as a Schedule I drug.Studies show more people support the legalization of marijuana. A 2019 Gallup poll showed majority-support across major political parties for legalizing marijuana. It showed 51% of Republicans, 68% of independents, and 76% of Democrats are in favor of it.During the November election, medical and recreational marijuana use was on the ballot in a handful of states. Four states, Arizona, Montana, New Jersey, and South Dakota, voted to make recreational marijuana use legal in their states. And Mississippi voters approved marijuana for medical use.Even if the MORE Act passes both chambers of Congress, it would not make sales of marijuana legal. A company is promising to pay San Diegans cash for cutting their energy use when demand is at its peak.The payouts can add to hundreds of dollars per year.But getting that cash means following some very specific instructions, and isn't as simple as turning off your air conditioning. The company is called OhmConnect, which has a contract with San Diego Gas & Electric.San Diegans who sign up let OhmConnect tap into their smart meters. They will then get a text message alerting them to a specific hour when they should cut their energy use - turn off air conditioning, lights, chargers, surge protectors, and avoid opening the fridge and freezer. OhmConnect suggests people do something outside during that time. "Everyone is looking to save a buck, so I was like why not, times are tough?" said Patrick Copley, of Serra Mesa, who signed up Monday. Curtis Tongue, a spokesman for OhmConnect, said the company has ramped up its advertising over the past few months. He said OhmConnect sells the reduced energy use to SDG&E, takes a cut, and passes on the rest to the participant in terms of points. Each point is worth a penny, and can be cashed out to Paypal once a person reaches 1,000 points, worth . OhmConnect says a person who participates two to three times a week can earn between 0 and 0 over a year. An SDG&E spokesman noted that customers are still responsible for paying their bill. A Bulgarian man has been detained in Germany over the killing of journalist Viktoria Marinova, Bulgarian Interior Minister Mladen Marinov said Wednesday.Authorities cannot yet say whether or not Marinova's murder in the northern Bulgarian city of Ruse was linked to her work as a broadcast journalist, according to Bulgarian Chief Prosecutor Sotir Tsatsarov.The man has been charged in his absence with rape and murder, Tsatsarov said.A European arrest warrant was issued for the Bulgarian man after his DNA matched evidence collected from the crime scene, Marinov told a news conference.A spokeswoman for the Interior Ministry told CNN the 21-year-old suspect had been arrested close to the northern German city of Hamburg.Bulgarian authorities are requesting his extradition, she said. They are awaiting a DNA analysis to confirm his alleged involvement, she added. 875
