WINDHOEK, March 25 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday arrived in Windhoek to kick off his official visit to the southwestern African nation of Namibia.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, the country's top advisory body, was making the visit at the invitation of the National Council of Namibia.Namibia was the second leg of Jia's 10-day African tour which already took him to Cameroon. SHANGHAI, April 3 (Xinhua) -- Environment authorities in Shanghai will ban burning waste straw in the suburban agricultural areas to ensure air quality during the World Expo period.The Shanghai Municipal Environment Protection Bureau will use satellite remote sensing to monitor the burning of waste straw during the Expo period from May 1 to Oct. 31, the bureau said in a statement Saturday.Statistics show that about 170,000 hectares of barley, wheat, paddy and rape are planted in the suburban agricultural areas of Shanghai, which can produce up to 1.3 million tonnes of waste straw every year, according to the bureau.Burning waste straw will produce carbon dioxide and other pollutants to pollute the air, it said.To help dispose of the waste straw, more than 40 organic fertilizer plants in Shanghai have planned to use more straw as auxiliary material in fertilizer production, the bureau said.The Shanghai World Expo, with the theme of "Better City, Better Life," is expected to draw 70 million visitors from around the world during the six-month period.

BEIJING, March 31 -- The appointment of three new academic members to the central bank's monetary policy committee on Monday reflects the increasing inclusiveness of monetary policymaking, but may not have any apparent bearing on the timing of an interest rate hike, analysts said.The People's Bank of China (PBOC) said three Chinese economists - Xia Bin, Li Daokui and Zhou Qiren - will replace Fan Gang, the only academic member of the committee, which advises on major monetary issues."Adding two more academics to the monetary policy committee is a welcome change," said Wang Tao, head of China economic research at UBS Securities. "I hope this helps to increase healthy debate within the committee, and increase the independence of monetary policy.""The appointment of three academic members this time - instead of one - indicates the increasing importance of academic voices in monetary policymaking and the three, with different backgrounds, are expected to complement each other to add to the inclusiveness of the panel," said Sun Lijian, an economist with Fudan University.
