The law allows individuals to collect ballots from voters and return them to county election offices. Republicans have set up unofficial drop boxes in some counties with closely contested U.S. House races. State officials say the boxes are illegal and have ordered the party to remove them. But party leaders say they are using the boxes to collect ballots as the law allows. At least one Democratic campaign is using neighborhood hubs where designated volunteers receive ballots at their homes from voters. 620

(AP) — The Trump administration will not immediately give billion it revoked from California's high-speed rail project to another project, according to a legal agreement reached Wednesday between the two.The Federal Railroad Administration announced last week it was revoking the money, prompting California to sue on Tuesday. Beyond the lawsuit, the state planned to seek a temporary restraining order halting the federal government from giving the money to a different rail project.The new agreement means the state won't file the restraining order, but it does not change the status of the lawsuit.California is trying to build a high-speed rail line between Los Angeles and San Francisco, a venture expected to cost upward of billion. The 9 million is for a segment of track already under construction in the Central Valley that must be completed by 2022.The Federal Railroad Administration has argued California hasn't made progress and can't meet that deadline. California, meanwhile, has faulted the federal government for cutting off the partnership with the project and says it has no basis for revoking the money several years ahead of the deadline.The agreement signed Wednesday says the money won't be awarded elsewhere unless the federal government goes through its typical process for awarding grant money. It says the Trump administration has no current plans to start that process, which would take at least four months. 1473

RIVERSIDE, Calif. – Authorities in California believe they’ve solved a 25-year-old cold case rape.The Riverside Police Department announced Friday that officers had apprehended 49-year-old Ralph Leslie Kroll in connection with the sexual assault of an 18-year-old woman in October 1995.Police say the victim was walking when she was attacked by a stranger, forced into a nearby apartment complex and assaulted.Investigative leads were exhausted and it remained a cold case until police say DNA evidence was able to identify Kroll as a suspect.After obtaining an arrest warrant for Kroll, police teamed up with the U.S. Marshals Service to locate and arrest him at his Eastvale home on Thursday. Kroll was then booked into the Robert Presley Detention Center on charges of rape by force, kidnapping, and the use of a deadly weapon by a sex offender. Right in the middle of America's opioid crisis, there’s a new wave of drug overdoses. This time it’s linked to synthetic marijuana, also known as K2.Joyce Grady has seen the impact the drug is having in D.C. Living in shelters and on the streets has given her a front row seat to the problem.“It's gotten to the point if you hear an ambulance, or police, you automatically put that together with a K2 overdose,” Grady said.The drug is often made to look like marijuana. A mix of chemicals is usually sprayed onto herb or plants, that is then smoked.It can be cheaper and more powerful than marijuana, which is part of its appeal. However, it comes with a high risk.“With marijuana, you can still take a puff and get a smile,” Grady said. “With this K2, you can take a puff and die.” 790

  

RICHMOND, Ind. — Shots were fired at a Richmond middle school Thursday morning.The incident happened at Dennis Middle School, at about 8 a.m. local time. Police say a teenaged suspect is dead after taking his own life.The school district confirmed on Twitter there was an active shooter. The school is secure.The suspect is contained, WRTV in Indianapolis reports.All Richmond Community Schools are on lockdown, the district posted on Facebook. Nobody may leave or enter the buildings.It is unknown if anybody was hurt. This story will be updated.  566
