Scientists are proposing an ingenious but as-yet-unproven way to tackle climate change: spraying sun-dimming chemicals into the Earth's atmosphere.The research by scientists at Harvard and Yale universities, published in the journal Environmental Research Letters, proposes using a technique known as stratospheric aerosol injection, which they say could cut the rate of global warming in half.The technique would involve spraying large amounts of sulfate particles into the Earth's lower stratosphere at altitudes as high as 12 miles. The scientists propose delivering the sulfates with specially designed high-altitude aircraft, balloons or large naval-style guns.Despite the technology being undeveloped and with no existing aircraft suitable for adaptation, the researchers say that "developing a new, purpose-built tanker with substantial payload capabilities would neither be technologically difficult nor prohibitively expensive."They estimate the total cost of launching a hypothetical system in 15 years' time at around .5 billion, with running costs of .25 billion a year over a 15-year period.The report does, however, acknowledge that the technique is purely hypothetical."We make no judgment about the desirability of SAI," the report states. "We simply show that a hypothetical deployment program commencing 15 years hence, while both highly uncertain and ambitious, would indeed be technically possible from an engineering perspective. It would also be remarkably inexpensive."The researchers also acknowledge potential risks: coordination between multiple countries in both hemispheres would be required, and stratospheric aerosol injection techniques could jeopardize crop yields, lead to droughts or cause extreme weather.The proposals also don't address the issue of rising greenhouse gas emissions, which are a leading cause of global warming.And despite the conviction of the report's authors, other experts were skeptical."From the point of view of climate economics, solar radiation management is still a much worse solution than greenhouse gas emissions: more costly and much more risky over the long run," said Philippe Thalmann of the école Polytechnique Fédérale de Lausanne, an expert in the economics of climate change.David Archer of the Department of Geophysical Science at the University of Chicago said, "The problem with engineering climate in this way is that it's only a temporary Band-Aid covering a problem that will persist essentially forever, actually hundreds of thousands of years for fossil fuel CO2 to finally go away naturally."It will be tempting to continue to procrastinate on cleaning up our energy system, but we'd be leaving the planet on a form of life-support. (KGTV) — Hundreds gathered in Santee on Saturday to call for justice for women of color.A flyer for the march advertised "promoting black and brown unity" and justice for Breonna Taylor and Vanessa Guillén.Breonna Taylor was an EMT who was shot and killed during a no-knock warrant against her boyfriend at her home in March. No drugs were found in her apartment.Vanessa Guillén was a 20-year-old Army specialist who disappeared in April from Fort Hood in Texas. Remains believed to be hers were found near the Army post in July, sparking protests over the military's handling of sexual harassment allegations.A section of Mission Gorge Rd. was blocked off by police for the planned protest. Counter-demonstrators also assembled in the area.One of the demonstration's organizers told ABC 10News that they hope their calls for racial justice are heard by Santee's City Council leaders."Santee has its things, it's known as being racist, and I'm here to change that. That's the goal," said Alana, one of the organizers with East County BIPOC, who adds that she is born and raised in Santee. "We tried to work with City Council and we tried to be a part of a diversity committee, and it was kind of just brushed under the rug. Nothing ever happened."The group is also calling for City Council to create a diversity committee led by people of color, for Santee Mayor John Minto to denounce the Defend East County Facebook group, and to meet with San Diego Sheriff's Department Captain Christina Bavencoff.One demonstrator told ABC 10News, "our message is that minorities can be safe here. I grew up here and there is racism but there's also perks to living in Santee. The community, when they accept you, can be good. But also for minorities, to feel comfortable and to expand all of our minds and to open up about Black Lives Matter as well."In regards to counter-protesters, the demonstrator added, "We're not here for them. Sayfullo Saipov has been charged with federal terrorism offenses in connection with Tuesday's attack in Manhattan in which eight people were killed, according to a charging document from the US Attorney for the Southern District of New York.Saipov, a 29-year-old Uzbek national who was living in New Jersey, is being charged with providing material support to ISIS and violence and destruction of motor vehicles.[Previous story, published at 5:13 p.m. ET]The suspect in New York's deadliest terror attack since 9/11 had planned the attack for weeks and carried out the killings "in the name of ISIS," John Miller, NYPD deputy commissioner for intelligence and counterterrorism, said on Wednesday.Authorities identified the suspect as Sayfullo Habibullaevic Saipov, a 29-year-old Uzbekistan native who came to the US legally in 2010. Saipov allegedly drove a rented truck onto a well-trafficked bike path just blocks from the World Trade Center on Tuesday afternoon.Eight people were killed and more than a dozen injured as the driver carved a path of destruction through several blocks of Lower Manhattan. Saipov crashed the rented truck into a school bus, left the vehicle brandishing imitation firearms and was shot by police, officials said. He survived and was taken into custody, police said.In carrying out the attack, Saipov relied on the playbook laid out by ISIS in recent years, officials said. SAN FRANCISCO (CNN) - James Schwab, a spokesman for the San Francisco Division of Immigration and Customs Enforcement, has resigned, citing what he says are falsehoods being spread by members of the Trump administration including Attorney General Jeff Sessions."I just couldn't bear the burden -- continuing on as a representative of the agency and charged with upholding integrity, knowing that information was false," he told CNN on Monday.Schwab cited Acting Director Tom Homan and Attorney General Jeff Sessions as being the purveyors of misleading and inaccurate information, following Oakland Mayor Libby Schaaf's controversial decision to warn the community of an upcoming ICE raid.ICE released a press release on February 27 about the operations in Northern California in which Homan stated that "864 criminal aliens and public safety threats remain at large in the community, and I have to believe that some of them were able to elude us thanks to the mayor's irresponsible decision."Sessions also repeated a similar estimate in his remarks while visiting Sacramento last week."Those are 800 wanted criminals that are now at large in that community -- 800 wanted criminals that ICE will now have to pursue with more difficulty in more dangerous situations, all because of one mayor's irresponsible action," Sessions had said.Schwab said he took issue with their characterization."Director Homan and the Attorney General said there were 800 people at large and free to roam because of the actions of the Oakland Mayor," he told CNN. "Personally I think her actions were misguided and not responsible. I think she could have had other options. But to blame her for 800 dangerous people out there is just false.""It's a false statement because we never pick up 100% of our targets. And to say they're a type of dangerous criminal is also misleading."Schwab said he brought up his concerns to ICE leadership and was told to "deflect to previous statements.
