SAN DIEGO (KGTV)—A group of small business owners and employees in San Diego County say the new reopening guidelines released by California Gov. Gavin Newsom Friday won’t help them recover after months of struggling.“We were really hopeful, then once we actually got this new color-coding system, it’s the same as nothing really to a lot of small businesses,” said Angie Weber, co-owner of Cowboy Star Restaurant and Butcher Shop in the East Village. “25 percent for a lot of restaurants is not enough to operate with.”Under the latest guidelines, restaurants can offer dine-in service at 25 percent capacity or 100 people, whichever is fewer.“We’ve done the math and think we can have 55 people in our building at any given time,” she said.Weber could not provide outdoor dining and spent a lot of money to prepare her restaurant for safe, dine-in services.“We went above and beyond. We added UV germicidal lighting into our HVAC ducts; we’ve gone to touchless checks and menus, we added glass partitions between our tables,” she said.A group of business owners, general managers, and other employees joined San Diego County Supervisor Jim Desmond outside of the county administration building Monday to call for looser restrictions.Desmond has been pushing for the reopening of businesses and said they can’t survive with the current capacity limits.“Everybody behind me is suffering because of this. I can’t pay my rent with 25 percent,” said Thomas Hall, General Manager for The Grass Skirt. “When my staff was told they had to leave and I didn’t know when we were going to hire them back, it completely broke my heart.”While some say the capacity limitations make it difficult for businesses to recover after operating at a loss, others say their industries have been entirely left out of any reopening plans.“I own a small event business called McFarlane Promotions. We shut down all our business and events on March 15,” said Laurel McFarlane, a small business owner and the founder of San Diego Event Coalition.“We let go of staff, we took out a second mortgage on our house, borrowed from friends and families if we could. We scrambled to make financially for the last six months, only to find out last Friday that we have been completely disregarded and undermined. The event industry wasn’t even listed.”McFarlane said she’s a mother of four children and the sole provider for her family. She said 90 percent of her business events were canceled, and she’s been unable to work for nearly six months.“It’s time for our leaders to invite us to the table,” she said.While Desmond has been in favor of reopening businesses, others are concerned that this could cause another spike in COVID-19 cases across the county.Supervisor Nathan Fletcher said in a Tweet, “My fear is that the breadth & speed of what we are doing could cause a spike in cases that would trigger us moving back to a higher tier and requiring additional closures. I would prefer a more cautious approach that gives us a higher probability of a smooth & steady recovery.”Businesses providing indoor services must have a sign-in sheet will customers will leave their name and phone number. Supervisor Fletcher said if there is an outbreak inside a business or entity, the list will help in notifying customers if they have been exposed to COVID-19. SAN DIEGO, Calif. (KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed. San Diego (KGTV)- People in North Park say they’re fed up with rushing water and flood damage from recent water main breaks. There have been at least four major water main breaks, since 2017, in the same area. The latest break over the weekend was located on Myrtle Avenue near Park Villa Drive. Neighbors were left without water for almost eight hours. They tell 10News they have been trying to get the city to fix the lines in the area for years. “In the past 12 years, we’ve had seven… five on my street, two on the side streets,” says neighbor Linda Nelson. Nelson has been living in her North Park home since 1980. She says they’ve had some breaks in the same spots. “What happens is they patch it up and then a year or two later it breaks where they patched it.”The city says the concrete pipe was over 50 years old. They are in the process of replacing all cast iron pipes around the city. Then they will then assess the concrete ones. The city hopes to have all the cast iron pipes removed by 2023. But with a fast-growing community, neighbors feel the infrastructure in areas like North Park should be first on the list. “They want more apartments on the transit lines, which mean North Park,” says Nelson. “If they increase the density and they don’t fix the infrastructure that we have that just puts more pressure on it. Until they can make it right for the folks that lived here for a long time, I don’t think we need any more people.” 1457

SAN DIEGO( KGTV) - A Navy veteran has earned a spot with Federal Fire San Diego, getting hired the day she graduated from the fire academy.More competitive, Federal Fire is the civilian department which oversees San Diego naval bases.After serving her country, rookie Caitlyn Argeris says she wanted to serve her community.“She was hungry for it, we saw the fire get lit, and we wanted to nurture that," said Chief Mary Anderson.While still on active duty, the young mother took EMT classes at night“I wasn’t sure if I’d be strong enough, fast enough, have the mental aptitude or physical capabilities," said Argeris. "But you push through it and keep going."Chief Anderson says Argeris is the second Navy veteran they've hired on the spot after graduation.Anderson is on a mission to recruit more women into her department. They're at 2 percent, compared to the national average of about 5 percent.“Women bring something unique to the fire service: compassion," said Chief Anderson. "Once they realize they can do it, they catch that bug as well.”Argeris hopes her story will inspire other women to consider joining the fire service. 1142
