LAKE ELSINORE, Calif. (AP) - Lake Elsinore’s Walker Canyon, site of a magnificent super bloom of poppies, reopened Monday after “Disneyland size crowds” overwhelmed the small Southern California city, creating what officials called a “miserable situation.” Social media photos showed heavy traffic on Interstate 15 near Lake Street and Nichols Road Sunday, where many visitors stopped and parked illegally to enjoy the flower fields. The California Highway Patrol issued a Sig Alert Monday and shut down the Lake Street offramp to control the situation. Despite the start of the work week, the number of visitors remained high Monday due to spring break, according to Nicole Dailey, assistant to the Lake Elsinore city manager. Dailey was not able to estimate the amount of people traveling to the flower fields. Four people were hurt over the weekend, Dailey said. The injuries included a staff member who was routing traffic was hit by a vehicle, a hiker bitten by a rattlesnake, a visitor who fainted in the heat, and a woman hit in the head with a rock under unknown circumstances. “Our employees that have been working 7 days straight and 12 hour days are being met with the worst kinds of behavior,” Lake Elsinore officials posted on Instagram. Lake Elsinore businesses saw a boost, Dailey reported, but it has been “too much of an increase.” Starbucks emailed city officials saying they were overwhelmed by the demand and couldn’t keep up. “This weekend has become unbearable Lake Elsinore,” city officials posted, adding “it has been miserable and has caused unnecessary hardships for our entire community.” Lake Elsinore also reached out to other law enforcement agencies for assistance. “We have brought in all available staff, as many outside traffic controllers that we could, more shuttles, and our small City can not sustain crowds of this magnitude,” city officials said on Instagram. “We have reached out to our neighboring and county agencies for help. We have reached out to Caltrans. We have reached out to CHP. We are running out of options.” Sunday afternoon, city officials shut down the golden hillsides due to the crush, saying they were “truly trying to do the best and right thing.” Lake Elsinore officials reopened Walker Canyon Monday, saying they didn’t have the resources available to enforce a closure. LA MESA, CA (KGTV) — Parents of children in an East County school district were looking forward to their kids returning to campus at the end of this month, but that might not happen.Students in the La Mesa-Spring Valley District are scheduled to return Nov. 30, but if San Diego County's COVID-19 cases push the county back to the most restrictive purple tier, that will not happen.Meg Jacobsen is the executive director of the district's education services. Her seven-year-old daughter is also a student in the district."My daughter loves to go to virtual school, but being on a zoom all day can be hard for students, especially little ones," said Jacobsen.Under the state's health mandate, schools that are already open in some capacity would not be affected by moving back a tier, but schools that are closed would not be able to open."If schools have opened for in-person learning, then they can continue with what they are doing. At some schools, where they may have opened several grade levels, say they opened K-3, and they planned to continue adding grade levels, those schools would be able to continue doing that," said Bob Mueller, program specialist at the San Diego County Office of Education.The mandate applies to individual school sites."In other places, where you might have one school in a school district opened and other schools not, those schools would be frozen," said Mueller.Jacobsen is hoping the county's number of COVID-19 cases goes down."This has been a rocky road the past six months for us. Our teachers have been just absolutely amazing," said Jacobsen.The district initially planned to open in mid-October but pushed back the date partly because of the outbreak of cases at nearby San Diego State."Like so many things in 2020, we've had to, I think the word is, pivot, make plans A, B, C and then when we find something new, we are prepared, but we have to be prepared and adjust the way we go," said Jacobsen.San Diego Unified is still planning to bring more students back on campus in January. Oceanside's school district is bringing back elementary students on Nov. 9, middle, and high school students are scheduled to return in January.Schools impacted by the purple tier would not be able to open until mid-December."Schools that haven't reopened in any capacity would essentially be frozen there for a minimum of five weeks," said Mueller."It's a waiting game at this point," said Jacobsen. LA JOLLA, California — A long-time animal rights activist who has filmed seals and sea lions harassed in La Jolla says people are not getting the message.Andrea Hahn has filmed the animals every day since 1994. Footage from Sunday she says showed some of the worst behavior she has witnessed in recent months: a woman with a shovel disrupting pregnant mothers on the beach.Another video shows a grieving sea lion mother with her stillborn pup. It has generated over 100 million hits according to Hahn. She says the pregnant mothers are delivering more stillborn pups because people are not giving them proper space. She has even witnessed tourists stepping on the pups.  "People are not getting it. Tourists think because they paid money to get here they have the right to grapple with the animals. There are perfectly good laws on the books and people are ignoring them and the government is not enforcing the laws," said Hahn.A "no-selfie" sign was recently posted at South Casa Beach. It was posted to remind visitors that sea lions and the seals are protected by federal law, monitored by park rangers, and it's illegal to disturb them.  Access to the Children's Pool is closed due to pupping season but is set to reopen in May. "Right now that area is safe and quiet for them. It should be closed for good," Hahn said. 1391

Las Colinas Detention Center is getting accolades for their progressive design in Architectural Digest Magazine.The women's Santee facility opened in August of 2014. It has no bars, barbed wire. There's lots of palm trees, flowers and grass, all taken care of by the inmates. Here, they say, is opportunity to change your life."I was a month and a half pregnant when I got arrested, so I spent my whole pregnancy in jail, I gave birth in jail, she's with my parents, she's almost four years old," Kanya Arredondo said of her daughter Danya.She was locked up for a 5 year sentence for transporting illegal drugs."I missed everything, her first words, her first walking...I get 2-3 visits per week with her on the video screen," at Las Carolinas Kanya says they have a "Facetime machine".She said the atmosphere at the new facility allowed her to have a connection with her daughter, and the deputies who encouraged her to change.She's been taking classes, learned English and is on the Dean's List. She has a job ready when she gets out in 34 days."I don't ever want to come back to this place, even though, it's jail, and a lot of positive things came out of here, I still don't want to come back, at least as an inmate," she said she volunteered to start a Spanish book club to help other inmates follow her path to rehabilitation.Another inmate, Holly Combs, transitioned from the old facility to the new one as well."It's like a fight or flight situation... It's amazing how the trauma you just got used to it," Holly said referring to fights and drugs overtaking the cells.She said it all started when she lost her brother during a robbery. She felt responsible and turned to drugs, landing her behind bars. "My behavior started changing, i started taking every class, I take college courses here I'm on the dean's list and have a 4.0," she said.Her life changed when she came to Las Colinas' new facility."It just took someone to believe in me you know?" Holly said. She's out in about 50 days and has a job ready on the outside."There's a lot of programs here, if you want it you can have them... I could cry, I owe a lot to this place I really do.. I didn't think I could change and the whole way I think is different now." She said.According to the Sheriff's Department, inmate on inmate violence has been reduced by 56% since the new location opened.  2413

LAS VEGAS – Bruce Williamson, the former lead singer of The Temptations, has died from the coronavirus.The 49-year-old died Sunday evening at Mountain View Hospital in Las Vegas, according to his business manager.Williamson was with The Temptations for nearly 10 years.The Temptations sold tens of millions of albums with hits like "My Girl" and "Get Ready."Williamson left the group in 2015 to focus on soul and gospel music. He most recently performed as part of Sons of Soul, appearing at the House of Blues Gospel Brunch inside Mandalay Bay.
