SAN DIEGO (KGTV) — The man wanted for a shooting outside of an unlicensed marijuana dispensary in unincorporated El Cajon has been arrested.The San Diego Sheriff's Department (SDSO) issued an arrest warrant for 18-year-old Richard Anthony Bell, of El Cajon, on Dec. 8 in connection with the shooting four days earlier in the 1600 block of N. 2nd Street.A 16-year-old was shot outside of the illegal dispensary and taken to a nearby hospital, where the victim remains and is expected to survive. Members of the U.S. Marshals Service located Bell on Friday at about 11 p.m. inside a hotel and casino on the Las Vegas Strip. He's being held on million bail for attempted murder and awaiting extradition back to San Diego County.The shooting isn't believed to be related to the dispensary and is thought to be gang-related, SDSO said. 841

SAN DIEGO (KGTV) — The brother of the man accused of fatally shooting a Good Samaritan on Interstate 15 in October has been arrested and will also be charged in connection with the murder.Edson Acuna, 24, was taken into custody in Mexico and turned over to U.S. authorities Tuesday, according to San Diego Police. Acuna's brother, Brandon, was arrested shortly after 21-year-old Curtis Adams was shot and killed on I-15 during the early hours of Oct. 27.Adams, a San Diego Navy sailor, and his girlfriend had stopped their vehicle on southbound I-15 just before 2:30 a.m. to check on an apparent stranded vehicle near the Mountain View area, said San Diego police homicide Lt. Anthony Dupree. He was taken to UCSD Medical Center where he died of his injuries.Police said Tuesday a warrant was issued for Acuna's arrest after his brother's arrest, but authorities believed he had fled to Mexico.Both Acuna brothers are suspected in another shooting that happened about 10 minutes prior to Adams' murder. In that shooting, a victim interrupted his vehicle being broken into and was shot at, but survived. 1386

SAN DIEGO (KGTV) -- The City of San Diego is set to open a third homeless storage facility on Monday. The facility will be similar to the locations in downtown and Logan Heights, allowing homeless to safely store their personal belongings while trying to get back on their feet. The new location is located on 54th and Lea Street in El Cerrito. It will be operated by Mental Health Systems (MHS), a nonprofit that also operates the Logan Heights location. The organization helps people that are affected by substance abuse and behavioral health disorders. With the addition of this third location, the city now has storage space for over 1,400 people. 10News spoke to homeowners near the new storage location and neighbors had mixed reactions. Some worried the facility would attract more homeless to the area and others worried about people leaving trash behind in their neighborhoods. Some neighbors told 10News they welcome the facility and hope this will help people get back on their feet. The facility opens at 10:30 a.m. on Monday. 1047

  

SAN DIEGO (KGTV) - The Coronavirus Pandemic has had an unexpectedly positive effect on the Helen Woodward Animal Center, as pet adoptions have doubled over the past week."This is a fabulous time to bring animals into your home," says Jessica Gercke, the spokesperson for the HWAC.Gercke says the Center has seen a surge in people applying for adoption and fostering because they're working from home, and have more time to integrate a new pet into the family."We're seeing a lot of teachers and graduate students," says Gercke, noting that many had planned to wait until summer break, but moved up their adoptions because of the extra time at home.That's what led Anna Fairman, a Carlsbad Kindergarten teacher, to adopt last Thursday. She took home a new dog, Archie."I had had this plan that I was gonna adopt a dog at the beginning of this summer so that I could obviously have time to spend with the dog and train it," she says. "Now, just seemed like the perfect time."The HWAC is doing its part to keep the adoptions as safe as possible. They're only letting one person in at a time, with appointments set up in advance. Each person is allowed to interact with up to three animals to decide which one to take home.For fostering, the HWAC is doing video chat calls to inspect the homes of people wishing to foster and make sure they're safe and appropriate for the pets. They're also doing online training for potential foster families."We're seeing this beautiful, beautiful love that animals give to us," says Gercke. "It lowers blood pressure. It keeps our spirits lifted. They provide us unconditional love and comfort and calm in really scary times."To begin the adoption or fostering process, go to animalcenter.org. 1734

  

SAN DIEGO (KGTV) - Students spent Friday gathering their belongings and saying goodbye to their peers at the Art Institute of San Diego.The school's operator, the for-profit Argosy University, shut down the campus after court documents alleged it misused millions of dollars in federal funds. The move left many students angry and wondering what's next. "I feel so empty," said Marjan Razavi, about six months from graduating and ,000 in debt. "I lose my job and my education at the same time."The Institute's closure is the latest for-profit run school to abruptly shut down in San Diego. In 2018, Brightwood College closed its doors. In 2016, the giant I.T.T. Technical Institute shuttered. Derek Abbey runs the Veterans Center at San Diego State University, a population he says the for-profits target because of their education benefits. Abbey said the schools often make grand job promises, but charge higher tuition than public universities (a federal study showed double), but spend a lot of that money on advertising. "They're getting out in front of the populations that they expect are going to come to their school, and often times those are under represented populations that don't know the higher education systems," Abbey said. Abbey teaches the alternative options like attending community college and transferring to a public university - many now offering the convenience of online classes. About twenty colleges participated in a transfer fair at the art institute building Friday. Students also can request loan forgiveness, however that would involve canceling some, or all, of the credits they've earned so far.
