SAN DIEGO (KGTV) -- The FBI is investigating following a hazmat situation in La Jolla Thursday afternoon. According to authorities, the incident started around 1 p.m. on the 9400 block of La Jolla Farms Road near UCSD and the Scripps Reserve trail. Throughout the afternoon, people who appeared to be workers at the home could be seen sitting outside with bags wrapped around their lower legs. The unidentified substance is being cleaned up by hazmat crews and, at this time, it's unclear what led to the situation. Neighbors say the home was being rented out and a new tenant recently moved in.The Department of Environmental Health said they found a contaminant and that it is contained with no threat to the community.The final Hazmat crews left around 7:30 p.m. 798

SAN DIEGO (KGTV) — The California Department of Corrections and Rehabilitation said up to 8,000 inmates statewide could be released early in order to stop the spread of coronavirus within prisons, and the San Diego District Attorney Summer Stephan is now working to alert victims and families as people are released.“Those are people that cause a public safety risk and a real concern for us,” said Stephan.One known inmate being released in the next week is David Herbert, an Oceanside man who was convicted of torturing and killing dogs. He was sentenced to nine years in 2019 but has served a fraction of that. Now, Michelle Plaketta, whose dog was killed by Herbert, is worried about the safety of her family.RELATED: Oceanside man who tortured neighbors' dogs may be released early due to COVID-19“The system is basically failing us as victims to allow him to be released on such a short time,” Plaketta said.Stephan said at the end of July, about 300 inmates from San Diego County who had committed lower-level crimes were released early and returned back to society. In that group was Martin Alvarez, the man suspected of stabbing another man to death in a Pacific Beach bathroom in August. Now, the DA’s office will get five days notice before inmates are released, giving them time to reach out to victims and survivors with an emergency team that was created for this purpose.“What do you need from us? Do you need us to help you with a restraining order? SAN DIEGO (KGTV) - The fate of a local little league is up in the air after a string of costly break-ins dating back six months.At the Sunshine Little League fields off Federal Boulevard, it's not all sunshine and baseball joy."It's unfair, and I just don't like it," said Isaac Lopez, 11, who plays in the league.Two different break-ins were discovered over the weekend. Locks were broken and doors were pried open."It's upsetting. These kids don't deserve this," said league president John-Mario Pujol.The thief cleaned out the snack bar. Stolen from storage sheds: umpire gear and all of the equipment for the kids in the older division, including bats, helmets, gloves, and catcher's gear sets."It's just so petty. Kids are one thing that should be hands off. Stay away from messing with the youth," said Pujol.The break-ins are the latest in a series dating back six months, with more than six in all. In those cases, more equipment and food disappeared. In other incidents, homeless individuals have been found sleeping in the sheds. The total loss from theft and damage is nearly ,000. SAN DIEGO (KGTV) -- The FDA Wednesday gave emergency approval to a San Diego company's test for COVID-19 antibodies.Easy Check, from Truvian Sciences, can test for COVID-19 antibodies in under 10 minutes."They've now given us the right to market the product and sell the product as a safe and effective solution for this type of testing," said Truvian President and CEO Jeff Hawkins.The test uses a drop of blood on a testing strip. Within 10 minutes, it shows a marking on the strip that indicates if you have the antibodies or not.Hawkins said these kinds of tests are vital to the future of the coronavirus pandemic."This type of testing, today, is helping us understand how many people had an infection," said Hawkins. "Over time, this type of testing may help us understand how long that vaccine is good for and how long you are protected.He added, "Using these very deployable, simple tests to monitor this is one way we can track people over time and see how this evolves."The Easy Check test went through independent testing by four separate laboratories. They found it is 99% accurate in detecting both the presence of the COVID-19 antibody and identifying it among other antibodies.Right now, the test requires a full blood draw, but Truvian is working on a version of the test that only needs a finger prick.Hawkins said his company will sell it to medical labs and offices for per test, keeping it affordable for patients who want to take the test, although individual tests may cost more to help doctors and labs cover their costs."Our core mission as a company before COVID was to make testing more accessible and make testing less expensive," said Hawkins.
