SAN DIEGO (KGTV) -- Caltrans is alerting San Diegans of a closure that will shut down SR-163 Wednesday and Thursday nights.According to the agency, all lanes of SR-163 will close between Interstate 8 and Genesee Avenue between 11 p.m. and 5 a.m. Wednesday and Thursday nights.Caltrans says the northbound lanes will close Wednesday night and the southbound lanes will shut down Thursday night. At no time will the road close in both directions at the same time.RELATED: Check traffic conditionsSome of the lanes will begin closing at 7 p.m. with all the lanes closing by 11 p.m. The closure will also include the eastbound and westbound I-8 connector ramps to northbound SR-163. The eastbound Friars Road on-ramp to northbound SR-163 will also be closed.Caltrans says all southbound motorists will be rerouted to southbound I-805. Northbound travelers will be rerouted to eastbound I-8.The closures will take place so crews can continue installing falsework on the Friars Road Bridge. 1002

SAN DIEGO (KGTV) — California is "getting closer" to issuing guidance on how and when to reopen theme parks across the state during the coronavirus pandemic.Wednesday, Gov. Gavin Newsom said the state is still working on preparing guidance on when and how theme parks across the state can reopen while fighting the spread of COVID-19.“We will make determinations in real-time for theme parks, amusement parks, and the like,” Newsom said. “There’s still many areas where we are open-ended in terms of our negotiation, making progress, and advancing in the same space.”Newsom added the state is “getting closer to concluding when and how to safely reopen those sectors.”Legoland California, Disneyland and California Adventure, Knott’s Berry Farm, Six Flags Magic Mountain, and Universal Studios Hollywood have each been shuttered since mid-March after stay-at-home orders were issued for the state.Downtown Disney and Universal CityWalk have reopened outside their respective theme parks with modifications.SeaWorld San Diego reopened last month on a limited basis, requiring reservations for visitors and limited access to exhibits. All of the park's coasters and rides are currently closed and some animal experiences are limited.The San Diego Zoo and Safari Park have also reopened in San Diego with limited offerings and modifications. 1346

SAN DIEGO (KGTV) -- As the ballot count continues, there’s been an explosion of rumors and misinformation on social media about the integrity of the process.Fact checkers have their hands full with false claims like #Sharpiegate.In this one, people in Arizona’s Maricopa County claimed election workers were up to no good by forcing them to mark ballots with Sharpies, those ballots would be invalid.#Sharpiegate was re-tweeted more than 300,000 times in just a few hours, according to the Election Integrity Project.However, Maricopa County Election officials say Sharpies are absolutely OK.In San Diego County, the Registrar of Voters Office says using a Sharpie will not invalidate a ballot. Even if ink bleeds through, it will not affect ovals on the other side, officials said.John Silva with the News Literacy Project says some of the rumors can be traced to regional differences. Different states have different election laws.“Almost every county, almost every city does things a little bit differently,” he said. “You see something in one part of the country and they're using Sharpies, but where you vote Sharpies are a ‘no no,’ you might interpret that as being something that's wrong even though it's totally right.”In other cases, false information might be spread intentionally for partisan purposes, he said.Silva encourages people to be skeptical of posts with certain key phrases that can be keywords of manipulation like “just let that sink in.”“We don't like this idea of being uncomfortable that there's some big thing that we're not aware of,” he said. “In the discomfort and the anxiety of not knowing, we might accept [the false information].”Other phrases to watch for: “the media won’t cover this” or “they don’t want you to know this.” There are thousands of journalists across the country who have strong incentives to be the first to break big stories -- provided of course that they are true.Another phrase: “let’s make this go viral.” Silva said this one plays into the psychological pressures of FOMO: fear of missing out.“We don't want to get left behind if everybody's following this one thing or believing in this one thing,” he said.Silva said we all need to take ownership of our online activities.“Every time you share or post something on social media, you're putting your reputation on the line,” he said. 2351

  

SAN DIEGO (KGTV) — As the Padres take the field on Friday for their home opener against the Arizona Diamondbacks, fans will not be in the stands in the traditional sense.Instead, the Padres plan to deploy cut-outs of players' family members or loved ones, military members, and select fans to populate Petco Park's seats.During the season, fan cardboard cutouts will be placed in the Lexus Home Plate Club Seats behind home plate, according to the team. Every homestand will feature a different theme, starting with players' families and inspirational figures during opening weekend.RELATED: San Diego video game makers to help fill silence during MLB seasonPadres players and their families submitted photos, including pics of their pets, to be in their special cheer section. The team says 79 photos will be featured. SAN DIEGO (KGTV) - Authorities have identified the pilot killed in a plane crash in the Kearny Mesa area Wednesday morning as 61-year-old Dr. John Serocki. According to authorities, just after 6:30 a.m., a Cirrus SR22T crashed nose-first in a construction site in the 4400 block of Ruffin Road, blocks away from Montgomery Field.San Diego Fire-Rescue Department officials confirmed Serocki, who was the plane's lone occupant, died in the crash. Officials said no injuries on the ground were reported.Fire officials said the pilot appeared to have made an attempt to deploy a parachute, but it did not fully open.TIMELINE: Small plane crashes in San Diego CountyOfficials did not immediately confirm the plane's destination, but a witness told 10News the plane took off from nearby Montgomery Field and was heading east when it went down.Due to the emergency response, Ruffin Road is closed between Ridgehaven Court and Balboa Avenue. National Transportation Safety Board (NTSB) and FAA investigators, as well as the county Medical Examiner, were heading to the scene. 1095
