Plans to build a new 4-acre, .5 million park in National City got a boost this week, thanks to a partnership with the federal government.The Environmental Health Coalition will help the city plan the park and the surrounding area, to make sure people can access the park without having to drive there.National City is one of just 10 communities across the country chosen for the Safe Routes to Parks Initiative.The new park will be near 22nd Street and Harding, where an empty field sits right now. As part of the construction, the EHC will help design safer streets around the park."Kids are trying to get from point a to point b and they have to cross through that main road," explains City Engineer Jose Lopez. "Without enhancements to the road, there's no way a 10-year old or 5-year old can cross the street."The EHC will help the city plan curb extensions, a median refuge island in crosswalks and local trails to let people walk through parks instead of along busy streets.According to a release announcing the partnership, communities chosen for the program had high rates of crime and violence, and also high rates of weight-related chronic diseases. The Safe Routes to Parks program  hopes to increase park use and help communities become healthier and safer.Right now the park is still in the planning stages. Philonise Floyd, a brother of George Floyd, challenged Congress to "stop the pain" during an appearance at a House Judiciary hearing on policing practices.During his opening statement, Philonise Floyd recalled watching the bystander video of his brother's arrest — the video that shows a police officer kneeling on his neck for more than eight minutes. George Floyd later died in police custody."I can't tell you the kind of pain you feel when you watch something like that. When you watch your big brother, who you looked up to your whole entire life die, die begging for his mom?" Philonise Floyd said. "I'm tired. I'm tired of pain. Pain you feel when you watch something like that."Police originally took George Floyd into custody for allegedly using a countefeit bill to buy to but tobacco at a Minneapolis convenience store."He didn't deserve to die over ," Philonise Floyd said. "I'm asking you, is that what a black man's worth? Twenty dollars? This is 2020. (AP) — A legal challenge to the Trump administration's planned border wall Tuesday hinged on whether the state of California and environmental groups can even fight such a project in lower courts.A three-judge panel of the 9th U.S. Circuit Court of Appeals struggled with a law that gave the Homeland Security secretary broad authority to waive all laws to expedite constructing sections of border wall. PITTSBURGH - A US Postal Service employee is on leave after bags of undelivered mail were found on the side of the street for trash pick-up outside a home near Pittsburgh, Pennsylvania, according to multiple reports.Several bags were reported to the US Postal Service Office of Inspector General Sunday and they are investigating.An agent with the USPS OIG says the bags contained a variety of mail.“USPS OIG Special Agents recovered several different classes of mail, including business mail, flats, and small amount of first class mail. We expect to perform a piece count of the mail today, and make arrangements to have the mail delivered to customers as soon as feasible,” Special Agent Scott Balfour said in a statement released Tuesday.“Once USPS OIG special agents conclude their investigation, the case will be presented for federal prosecution to the U.S. Attorney’s Office.”A post office employee is on leave without pay in connection with this investigation.This is the second time in just the last week a mail person is under investigation for allegedly not delivering mail.According to WPXI, the other incident was caught on surveillance camera, showing a postal carrier dumping mail inside a garbage can. Agents say a ballot application and political advertisements were found.Balfour noted that the Postal Service has 630,000 employees and the majority are "hard-working, trustworthy individuals" who work around the clock to deliver the country’s mail.
