(KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

SACRAMENTO, Calif. (AP) — A 60-year-old serial rapist in Northern California whose crimes went undetected for nearly three decades was sentenced to 897 years in state prison. The Sacramento Bee reported that Roy Charles Waller, dubbed the “NorCal Rapist,” showed no emotion Friday and sat with eyes closed during sentencing. He declined to address the victims or the court. A jury in Sacramento convicted Waller of raping nine women in their homes between 1991 and 2006 in six counties. Investigators used DNA technology and genealogy websites to zero in on Waller and arrested him more than two years ago. A woman raped in 2006 testified that the day Waller was arrested was the first time she could take a shower without fear. Waller says he is innocent. 764

The bill is one of the highest-profile reforms filed this year in response to the killing of George Floyd while in police custody. The Senate OK'd the bill Sunday despite opposition from Attorney General Xavier Becerra, who has called it “untenable and unreasonable.” He says it would cost his office up to million a year. (AP) — California lawmakers are setting up a task force to study and make recommendations for reparations to African Americans, particularly the descendants of slaves, as the nation struggles again with civil rights and unrest following the latest shooting of a Black man by police. The state Senate supported creating the nine-member commission on a bipartisan vote Saturday. The measure returns to the Assembly for final consideration. It would require the task force to study the impact of slavery in California and recommend to the Legislature by July 2023 the form of compensation that should be awarded, how it should be awarded, and who should be should be eligible for compensation. 717
