SAN DIEGO (KGTV) - Commuters trying to avoid traffic along the 56 in Carmel Valley are using side streets, worrying people who live in the Pacific Highlands Ranch neighborhood."It's the worst between 7:30 and 8:30 in the morning," says longtime resident Randy M. She lives in the Portico West part of the development and says she sees cars going 50-60 miles an hour down her block every day."Sometimes, if I'm walking my dog, they'll almost run me over," she says. "So I have to be really careful."The traffic is coming from State Route 56. When that backs up, people will use Carmel Valley Road as an alternative. But that gets jammed as well, leading some drivers to turn into the neighborhood and use side streets and alleys.Making traffic worse, a half dozen schools are in the area (see map above) and all of them start between 8 and 8:40 am."It's a nightmare," says Naz Nahani, who drives her daughter to Pacific Trails Middle School every morning."When you reach this area, you're pretty much at a stand still," she says.The Carmel Valley Planning Board has held a pair of meetings about the issue. Chairman Frisco White says they're trying to find a solution."If the streets are private, we may look into blocking them from traffic during the morning," he says. They've also looked into placing no turn signs on Carmel Valley Road to discourage drivers from entering the neighborhood.Another option that White has heard would be to ask the school districts to further stagger the start times, so the traffic will be spread out over a longer period of the morning.White says the problem may get worse before it gets better, as hundreds of new apartments and homes are being built in the area.Nahani thinks the city should add more lanes to SR-56 and to Carmel Valley Road."We're planning to move closer to the school because of this," she says. 1864

SAN DIEGO (KGTV) — As Pride Month comes to a close, the San Diego Unified School District is working to make sure LGBTQ students feel supported year-round. The district's curriculum is becoming more inclusive. School can be a tough time for many students, including those who identify with the LGBTQIA community."In a 2017 report, a national study, 82% of our LGBTQ students reported hearing anti-LGBTQ remarks," says Assemblymember Todd Gloria. "Seven in 10 reported being called names or threatened during their school day."Gloria spearheaded Assembly Bill 493. It would mandate LGBTQ identity training for educators, grades 7-12. Governor Gavin Newsom signed the bill into law last fall.Although school is out for summer break, the San Diego Unified School District is showing its support. The Pride and Transgender flags, among others, were raised outside of the district's office.SDUSD has implemented a curriculum that will help teachers and students. Each module contains four lessons. It comes equipped with terminology and LGBTQIA history."What we found out as a district, is that these students are hearing about these issues and these people for the first time because a lot of our educators have been ill-prepared to have these discussions in classrooms," says Ebonee Weathers with the Youth Advocacy Dept.Weathers also notes that it's important for educators to build relationships and empower students, so they feel safe and comfortable in school settings. 1478

SAN DIEGO (KGTV) -- Caltrans is warning drivers about a series of overnight closures along Interstate 5 over the next two weeks.From Sunday, November 4 through Thursday, November 8, northbound I-5 will be closed between La Jolla Village Drive and Genesee Avenue between 10:30 p.m. to 5 a.m.Northbound I-5 will also be closed from Tuesday, November 13 through Thursday, November 15 in the same area from 10:30 p.m. to 5 a.m.CHECK TRAFFIC The agency is encouraging motorists to take an alternate route to avoid possible congestion.The section of the interstate will be closed so crews can remove the temporary wooden structures from the new Gilman Drive Bridge over I-5. SAN DIEGO (KGTV) – Crowds are already flocking to San Diego beaches for the Fourth of July weekend.On Friday, many people claimed their spots early at Mission Beach and Oceanside.While some were able to keep their distance from one another, many did not have on facial coverings when near other people.“The majority of them are not wearing masks, I would say at this point in time,” said Rich Stropky, Marine Safety Lieutenant for San Diego lifeguards.He said more people are expected to make their way to San Diego Saturday as other Southern California beaches will be closed.Law enforcement agencies across San Diego have said they will focus on education, rather than enforcement when someone violates the public health order.He said the parking lots at Mission Beach were full by noon Friday.“As far as the capacity for our beaches, what has limited capacity in the past is the ability to park,” he said. “How far are people willing to park and still walk to the beach? Are they going to Uber in? Are they going to do drop-offs?”Stropky urged beachgoers to talk to lifeguards if they have any questions and to follow the public health order and original beach rules.“We have our COVID safety guidelines, and we want everyone to adhere to that,” he said. “We have our beach regulations; there’s no glass, there’s no dogs between 9 and 6, there’s no camping.”There’s also a beach hazard statement in effect this weekend.
