WASHINGTON, Aug. 18 (Xinhua) -- Black scientists were significantly less likely than their white counterparts to receive research funding from the National Institutes of Health (NIH), according to an analysis of data from 2000 to 2006.University of Kansas Professor of Economics Donna Ginther was the lead author on the study commissioned by the NIH, which will appear Friday in journal Science.The researchers found a 10 percentage point gap in research funding -- even after taking into consideration demographics, education and training, employer characteristics, NIH experience and research productivity. For example, for every 100 grants submitted to NIH, 30 grants from white applicants were funded, compared to 20 grants for black applicants.Applications for NIH funding go through peer review that considers the significance, innovation and approach of grant applications, the investigator(s) and the research environment. About half of the applications are determined to be worth scoring. Among those scored, budgets and NIH Institutes priorities determine which applications are funded. Priorities can vary by year and by Institute.The study found that applications from black researchers were less likely to be scored and on average had worse scores. After controlling for the score of the grant, there were no race or ethnicity differences in funding.Applicants self-identify race, ethnicity and gender, but that information is not available during the peer review. However, biographical facts that are included in the review materials can provide clues to the identity of the applicants.The research suggests it is possible that cumulative advantage may explain the funding differences."Small differences in access to research resources and mentoring during training or at the beginning of a career may accumulate to become large between-group differences," the paper says.Additionally, the paper suggests further research is needed to determine why black researchers are less likely to be funded.NIH Director Francis Collins and Principal Deputy Director Lawrence Tabak call the findings unacceptable and commit to immediate action by the NIH."NIH commissioned this study because we want to learn more about the challenges facing the scientific community and address them head on. The results of this study are disturbing and disheartening, and we are committed to taking action," said Collins in an accompanying commentary. "The strength of the U.S. scientific enterprise depends upon our ability to recruit and retain the brightest minds, regardless of race or ethnicity. This study shows that we still have a long way to go."NIH initiated the study in 2008 to determine if researchers of different races and ethnicities with similar research records and affiliations had similar likelihoods of being awarded a new NIH research project grant.

BEIJING, Aug. 24 (Xinhuanet) -- Married patients are more likely than single ones to survive 15 years after heart surgery, according to a study online in the Health Psychology.Researchers of the study tracked 225 people who underwent coronary bypass surgery from 1987 to 1990. They found that 124 patients of them, or about 55 percent, survived for at least the next 15 years. And 61 percent of the married patients and 30 percent of the unmarried survived.Kathleen King, lead author of study, said that the close connection to another person in a marriage lengthened patients’ lives."Marriage gives you purpose in life, and feeling like you have a reason to live is an important part of doing the things you need to do to stay alive," Harry T. Reis, co-author of the study, said. "Married people also help each other; remind each other it's time to take their pills. And they probably eat healthier."However, the marriage quality had different effects on the survival odds between men and women. Men who had bypass surgery lived longer by virtue of simply being married, regardless of how happy or miserable the union, but the marriage quality had more impact on women's survival after surgery. 83 percent of the happily married women had survived, compared with 28 percent of the less happily married women and 27 percent of the single women. Among the men, 83 percent of the happily married were still alive, compared with 60 percent of the less happily married and 36 percent of the single."The most dramatic thing to me is [that] just being married, especially if you had a happy marriage, had that big an effect 15 years later," King told ABCNews.com.Marriage does not only have a positive effect on the survival of patients after heart surgery, but also benefits patients with other diseases.In recent years, a number of studies have showed several apparent health benefits of marriage. BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. SAN FRANCISCO, Sept. 13 (Xinhua) -- Intel and Google on Tuesday announced a partnership to enable the world's largest chip maker's architecture on the search giant's products, saying that an Intel chip-based Android smartphone will hit the market in the first half of 2012.In a joint press release, the two companies said the future versions of Android mobile operating system will support Intel's low power Atom processors, in addition to other architectures.At the Intel Developer Forum in San Francisco on Tuesday, Intel Chief Executive Officer Paul Otellini said the Intel smartphone chip is code-named Medfield and based on the company's own PC- based computer architecture.Otellini said multiple vendors around the world will launch the Medfield-based Android smartphones in the first half of 2012.Andy Rubin, senior vice president of mobile at Google, came on stage at the close of Otellini's keynote to hail the joint initiatives between the two companies.Intel has been struggling to get a bite of the booming market of smartphones and tablets.
