VIENTIANE, Dec. 5 (Xinhua) -- Laos and China pledged on Monday to deepen military exchanges and cooperation, strengthen unity and friendship between the two countries'militaries and work together to maintain regional peace and stability.The vows came out of the meeting between the Lao Deputy Prime Minister, Minister of National Defense Douangchay Phichith, Lao Deputy Minister of National Defense Sanyahak Phomvihane and the visiting Deputy Chief of General Staff of the Chinese People's Liberation Army (PLA) Cai Yingting.Douangchay said the Lao side appreciates the Chinese side's long-term support and help which have contributed to the Lao social economic development and national defense building. The Lao Party, government and military attach great importance to developing relations with China, and are willing to make joint efforts with the Chinese side to further promote the two states and militaries' ties to a new level.Sanyahak said that no matter how changes in the international and regional situation, the solid traditional friendship between the two countries' people and militaries won't change. Laos is willing to cooperate with China closely, deepen communication and cooperation between the two militaries, and constantly strengthen unity and friendship of the two sides.Cai said that China and Laos are friendly neighbors, the peoples of the two countries have forged a profound friendship since ancient times. WASHINGTON, Dec. 5 (Xinhua) -- NASA's Kepler mission has confirmed its first planet in the "habitable zone," a region where liquid water could exist on a planet's surface, the U.S. space agency announced on Monday.The newly-confirmed planet, Kepler-22b, is the smallest yet found to orbit in the middle of the habitable zone of a star similar to Sun. The planet is about 2.4 times the radius of Earth. Scientists don't yet know if Kepler-22b has a predominantly rocky, gaseous or liquid composition, but its discovery is a step closer to finding Earth-like planets.Previous research hinted at the existence of near-Earth-size planets in habitable zones, but clear confirmation proved elusive. Two other small planets orbiting stars smaller and cooler than Sun recently were confirmed on the very edges of the habitable zone, with orbits more closely resembling those of Venus and Mars.Kepler-22's star is a bit smaller than our sun, so its habitable zone is slightly closer in. The diagram shows an artist's rendering of the planet comfortably orbiting within the habitable zone, similar to where Earth circles the sun. Kepler-22b has a yearly orbit of 289 days. The planet is the smallest known to orbit in the middle of the habitable zone of a sun-like star. It's about 2.4 times the size of Earth."This is a major milestone on the road to finding Earth's twin, " said Douglas Hudgins, Kepler program scientist at the NASA Headquarters in Washington. "Kepler's results continue to demonstrate the importance of NASA's science missions, which aim to answer some of the biggest questions about our place in the universe."Kepler discovers planets and planet candidates by measuring dips in the brightness of more than 150,000 stars to search for planets that cross in front, or "transit," the stars. Kepler requires at least three transits to verify a signal as a planet."Fortune smiled upon us with the detection of this planet," said William Borucki, Kepler principal investigator at the NASA Ames Research Center who led the team that discovered Kepler-22b. "The first transit was captured just three days after we declared the spacecraft operationally ready. We witnessed the defining third transit over the 2010 holiday season."The Kepler science team uses ground-based telescopes and the Spitzer Space Telescope to review observations on planet candidates the spacecraft finds. The star field that Kepler observes in the constellations Cygnus and Lyra can only be seen from ground-based observatories in spring through early fall. The data from these other observations help determine which candidates can be validated as planets.Kepler-22b is located 600 light years away. While the planet is larger than Earth, its orbit of 290 days around a Sun-like star resembles that of Earth. The planet's host star belongs to the same class as Sun, called G-type, although it is slightly smaller and cooler.Of the 54 habitable-zone planet candidates reported in February 2011, Kepler-22b is the first to be confirmed. This finding will be published in The Astrophysical Journal.

JAKARTA, Oct. 6 (Xinhua) -- United Nations Children's Fund (UNICEF) representative for Indonesia Angela Kearney said on Thursday that Indonesia's infant mortality rate is still high although it showed a downward trend in the past few years, local media reported.Based on a UNICEF global child mortality report, over the past 10 years infant mortality rate declined significantly to 35 out of every 1,000 births in 2011 from 97 out of every 1,000 births in 1991, she said at workshop on household to hospital cantinuum care held in Makassar, South Sulawesi.The achievement was inseparable from the central and regional government's endeavors, she said.After all, the results of a health demography survey showed 193, 000 children lost life chance every year before they reached the age of 5 years, she said.In South Sulawesi alone, 17.3 out of every 1,000 newborns died before they reached the age of 28 days last year. Two-thirds of the deaths occurred on the first week of their life and one out of every four mothers gave birth to their children without the help of trained medical workers.Mothers' poor access to health facilities in the country posed one of the obstacles to the promotion of the nation's health. One out of every five mothers came from poor families, she said.She said that a lack of infrastructures and equipment and the low number of trained medical workers had hindered the fulfillment of health services, the Antara news service said.To deal with the challenge, the method of providing health services must be improved and the support of trained medical workers must be increased, she said."I am very happy to see UNICEF cooperating with the South Sulawesi provincial government to develop comprehensive approaches to overcome the shortcomings at social level and public health system at provincial health facilities," she said.

ISLAMABAD, Nov. 14 (Xinhua) -- Pakistan ranks the seventh in the world in terms of diabetes prevalence rate and over 7.1 million people in the country are diabetes patients, reported local media on Monday.Quoting a report by the World International Diabetes Federation, a local English newspaper "The News" said that every year 89,000 people die of diabetes in Pakistan and the number of diabetes patients in the country could hit 11.5 million by the year 2025 if proper measures were not taken.This would make Pakistan the world's fifth largest country in terms of its number of diabetes patients 14 years later, warned the report.At a seminar organized Monday in Islamabad to observe the World Diabetes Day which falls on Nov. 14, Dr. Abdus Salam from Shifa International Hospital, a private-run hospital in the capital city, said that every ten seconds, two people are diagnosed with diabetes and one person dies of diabetes-related causes.The average age of diabetes patients in Pakistan is one of the lowest in the world, said the report. In a bid to raise public awareness about the harmful effects of diabetes, various diabetes camps, scientific sessions, seminars and walks were organized across the country on Monday to mark the World Diabetes Day.In a message delivered on Sunday, Pakistani Prime Minister Yusuf Raza Gilani said that the World Diabetes Day draws attention to the lethality of the disease and underscores the need of preventive measures at individual and collective levels."Diabetes is a killer which is taking the life of one person out of every 800," said the prime minister, adding that "this disease hits people of all age groups, rich and poor alike without any discrimination."
