Abortion rates in the United States have dropped to their lowest level in 10 years, according to a report released Wednesday by the US Centers for Disease Control and Prevention. From 2006 to 2015, the year of the latest completed survey, reported abortions from participating areas fell 24%, from 842,855 to 638,169.Going back to 1969, the CDC has completed its "abortion surveillance" to measure the number and characteristics of women who obtain legal abortions. Requests for information go out to the central health agencies in all 50 states, plus Washington and New York City. The most recent surveillance included voluntary abortion data from 49 areas, the exceptions being California, Maryland and New Hampshire. What researchers found was a striking decrease from where abortion rates were a decade ago. In addition to the steep drop in the number of reported abortions, the rates fell in two other categories. The number of abortions among women 15-44 went down 26%, from 15.9 to 11.8 abortions per 1,000 women. And the number of abortions per 1,000 live births went down by 19%, from 233 to 188.Compared with the previous year, 2014, there was a 2% decrease in abortions across the three measures.Because reporting is voluntary and requirements for reporting vary across the country, the CDC acknowledges that the findings have limitations. The number of abortions reported to the CDC, for example, is 68% to 71% of the number established in a census of abortion providers by the Guttmacher Institute, a research and policy group focused on reproductive health and rights, the report says. But still, the findings offer significant insights into how abortion is trending in the United States."The new CDC report shows a continuation of long-term declines in abortions," said Rachel Jones, principal research scientist at the Guttmacher Institute. "Analyses have suggested that improved contraceptive use played a role... In some states, decreased access to abortion services contributed as well." 2022

(CNN) -- Fear not, Halloween purists: Your beloved holiday will probably remain on October 31. But what's better than one day of witches and vampires roaming the street? Two days of treats! The group that petitioned to move Halloween to the last Saturday of October has a new proposal: Rather than change the date, why not add a whole extra day of spooks and haunts? On Wednesday, the Halloween & Costume Association proposed a new holiday: National Trick or Treat Day. It would fall on the last Saturday of October and thereby extend the official Halloween celebration, rather than moving it.Amending its initial change.org petition that garnered more than 100,000 signatures, the trade group said the new holiday will "enhance the Halloween that we all know and love" and unite the country in the process. The association will partner with Party City to launch #ALLoween, a campaign to promote the new holiday that -- fittingly -- hits stores on Friday, September 13, according to the petition. The association's campaign to shift Halloween to a Saturday began in 2018. Organizers claimed that the change would make the holiday "safer, longer and stress-free."After a year languishing on the petition website, it began picking up steam this month. The group didn't specifically outline just how a Saturday spookfest would make for a better Halloween, but in theory, the festivities could start earlier and end before the sun sets, working parents could accompany their trick-or-treaters, and school-age kids wouldn't miss their bedtimes. And as any child (or former child) can attest, there's nothing spookier than staying up late on a school night. There's a financial aspect, too: Halloween spending is expected to hit billion in 2019, according to the National Retail Federation. Double the celebration might bring double the reason to stock up on fake cobwebs and fun-sized candy. Is another holiday even needed? It's not uncommon for schools and neighborhoods to celebrate Halloween throughout the month of October.Family-friendly parades and weekend block parties make it possible for parents to watch kids closely or enjoy their own Halloween fun. And for kids, extra celebrations bring more opportunities to dress up, gorge on candy, carve pumpkins and bob for apples.Halloween has long terrified parents and consumer safety advocates for different reasons: People flooding the streets at night raises the risk of pedestrian deaths.Culturally insensitive or even downright racist costume choices appear every year despite repeated backlash. Oh, and it might be the only day when children are encouraged to take candy from strangers. 2648

SAN MARCOS, Calif. (KGTV) - Upset parents are scrambling after the owner of a beloved preschool and daycare says she will be forced to shut down in a few weeks. ?18-month-old Merrick lights up when he goes to his daycare. More than a year ago, Brie Way enrolled her son at Intelli Children, both a daycare and preschool."It's not just a place. It's a home for kids," said Way.The home for more than 70 kids could soon be closing its doors."I feel sad for the children, parents and staff," said Carol Wilson, owner and director of Intelli Chidren.Ceiling stains in many of the classrooms mark the problem. Wilson says the leaky roof she noticed when she moved in eight years ago turned into big problem with this winter's rains, when several floods for them to cause of several occasions. According to Wilson, walls had to be cut out in most of the classrooms. Wilson says after the landlord declined the necessary repairs, she paid for the repairs so she could stay open. She then stopped paying rent early this year."The business was not viable anymore," said Wilson. She says negotiations stalled when her landlord declined a permanent fix and told her she had to close the school in early August. For Way, a single mom, panic is setting in. Affordable, quality child care is hard to find and she fears she'll be in the same boat she was a year ago."I called from Escondido to Oceanside, and found myself on 30 waiting lists ... It needs to stay open. There aren't a lot of good schools like this in the area. It would devastate the community I believe," said Wilson. The landlord declined comment, contending 'eight months of back rent' are still owed him. Wilson says it's closer to five months and she's willing to pay it if the repairs are done.Wilson says she and her husband are at retirement age and would not be opening the school at a new location. 10news has learned someone has stepped forward and expressed interested in taking over the school. More details could be learned next week. 2012

"Top Gun" fans looking forward to recapturing that loving feeling with Maverick and the crew will have to wait another year.Paramount's "Top Gun: Maverick" has been delayed to allow for more flight training time, according to The Hollywood Reporter. The film will now land in theaters June 26, 2020, instead of July 12, 2019.The sequel to the 1986 action hit "Top Gun" will see Tom Cruise reprise his role as "Maverick" and co-star Miles Teller.Teller is set to star as the son of fighter pilot "Goose," the friend opposite to Cruise's character who dies in the original film (spoilers, but come on. It's been years.)TMZ reported in May that Cruise was in San Diego on the first day of filming. Video captured by TMZ showed Cruise speeding down a landing strip on a motorcycle. The location appeared to be at Naval Air Station North Island on Coronado. The film is being directed by Joseph Kosinski, who also directed Cruise in the 2013 sci-fi flick "Oblivion." Cruise has said the sequel will retain the same style as the original and the film's musical score would be similar as well.Parts of the original "Top Gun" were shot in San Diego. Kansas City Barbeque has been rebuilt after burning down in 2008, though hosted some memorable scenes. An Oceanside home was used as the residence for Maverick's love interest, Charlie. Parts of the movie were also filmed in Bankers Hill and Point Loma. But for now, fans will have to wait to until 2020 to fulfill their need. Their need for speed. 1525
