LOUISVILLE, Ky. — The coronavirus pandemic has already triggered unprecedented election disruptions in the 2020 cycle. Now, those worried about suppressed turnout in the upcoming general elections are focused on Kentucky.Voters in the Bluegrass State will vote in primary elections on Tuesday, and the virus has already had a stark impact on the election. In Louisville, the state's largest city, only one polling place has been designated. That polling place will now serve as the only option for in-person voting on Tuesday for an area representing about 600,000 people — including a large portion of the state's Black population.Voters who didn't cast mail-in ballots could face long lines — just as voters in Georgia did earlier this month when dozens of polling stations were closed due to COVID-19. During Georgia's primary, voters waited in line late into the night in Atlanta and Savannah in order to cast their ballots.Kentucky turned to widespread mail-in absentee voting in an agreement between the state's Democratic governor and Republican secretary of state in response to the pandemic. But voters not requesting absentee ballots will have to show up Tuesday. The state's primary, typically in late May, was delayed more than a month.Voters in New York state will also vote in primary elections on Tuesday — days after election officials expressed concern about the state's mail-in voting system to The New York Times. Officials said Friday that thousands of ballots had yet to be delivered to voters, meaning they likely wouldn't arrive on time before Tuesday's election. At stake are several high-profile primaries that could have a significant impact on the shape of Congress. In Kentucky, Charles Booker and Amy McGrath are facing off in a Democratic primary for the right to face Senate Majority Leader Mitch McConnell in November. McGrath, a moderate candidate, was the heavy favorite, but the progressive Booker has closed the polling gap in recent weeks. In New York, Rep. Elliot Engle (D) — the chairman of the House Foreign Affairs Committee — is in danger of losing his seat to another progressive candidate, first-time candidate Jamaal Brown. 2172

Michael, now a Category 1 hurricane slashing Cuba, is forecast to be a "dangerous major hurricane" when it smacks the US Gulf Coast on Wednesday, the National Hurricane Center said. The forecast indicates Michael may be a Category 3 hurricane -- with winds from 111 to 129 mph -- when it strikes."Life-threatening storm surge is possible along portions of the Florida Gulf Coast regardless of the storm's exact track or intensity," the center said. "Well-built framed homes may incur major damage or removal of roof decking and gable ends. Many trees will be snapped or uprooted, blocking numerous roads. Electricity and water will be unavailable for several days to weeks after the storm passes."Floridians scurried to prepare after Gov. Rick Scott declared a state of emergency for 26 counties and activated 1,250 National Guardsmen for hurricane duty."Heavy rainfall from Michael could produce life-threatening flash flooding from the Florida Panhandle and Big Bend region into portions of the Carolinas through Thursday," the hurricane center said.Michael has undergone a period of "rapid Intensification" -- defined as an increase of sustained winds of 35 mph in a 24-hour period. The storm went from 40 mph on Sunday to 75 mph on Monday and is expected to undergo rapid intensification again in the next 24 hours. The storm now has maximum sustained winds of 85 mph. A Category 1 hurricane has sustained winds of 74 to 95 mph.Monday night, Michael's center was about 60 miles north-northwest of the western tip of Cuba, with the storm moving northward at 12 miles per hour. Hurricane-force winds extended outward up to 30 miles from the center and tropical-storm-force winds extended outward up to 175 miles.Track the stormThe storm is aiming at a region that stretches from Mobile, Alabama, through the Florida Panhandle and into the Big Bend area of northern Florida.A hurricane warning from the National Weather Service was declared for the Alabama-Florida border to the Suwannee River in Florida. A warning means that hurricane conditions are expected somewhere within the designated area, and warnings are typically issued 36 hours before tropical-storm-force winds are expected, the weather service said.Storm and storm surge watches were issued for the Gulf Coast from the Mississippi-Alabama border to Chassahowitzka, Florida, north of Tampa Bay.As forecast, Michael would be the first Category 3 or higher hurricane to hit the Panhandle since Hurricane Dennis in 2005. Monday, it became the seventh hurricane of 2018 in the Atlantic Basin. On average, the Atlantic would have about five hurricanes by October 8. 2632

MEXICO CITY (AP) — The Mexican government said Friday it is busing migrants who have applied for asylum in the United States to the southern Mexico state of Chiapas.About 30,000 migrants have been sent back to northern Mexican border cities to await U.S. asylum hearings under a policy known as "Remain in Mexico" under which they have to wait for hearings months away. But few provisions have been made for them to be housed or seek legal representation, and many cities on the northern border are among the most dangerous in Mexico.Mexico's National Immigration Institute said it is uses to move migrants south from Nuevo Laredo and Matamoros — two of the most dangerous cities on the northern border. Both cities are in northern Tamaulipas state across from Texas and are dominated by drug cartels. The migrant agency said the goal of the busing is "to provide a safer alternative for those who do not want to remain on the U.S.-Mexico border." It did not say how many people had been taken by bus to Chiapas so far.The Associated Press reported that in July, Mexico had begun busing some of the returned migrants out of Tamaulipas to the city of Monterrey, in neighboring Nuevo Leon state. Authorities said it was for their safety, but many were dropped off in that unfamiliar city in the middle of the night.Officials gave no indication of how the migrants would return to the border from Monterrey for their court dates. That problem would be amplified for migrants bused to Chiapas, nearly all the way back to the Guatemala border. 1545
