SAN DIEGO (KGTV)- Thursday San Diego city leaders announced the city will be joining AARP’s network of age-friendly communities.This means elected officials have made a commitment to prepare for San Diego’s aging population with policies that will focus on AARP’s “8 Domains of Livability” which include communication, civic participation, housing and transportation.At a press conference in front of San Diego City Hall, Councilmember Chris Ward said the city is committed to building a “sustainable and inclusive city where San Diegans of all ages and abilities can have long, active, and productive lives.”San Diego now joins Chula Vista, La Mesa, and the County of San Diego in becoming an age-friendly community.“San Diego’s membership in the AARP Network of Age-Friendly Communities and our local partnership with The San Diego Foundation are essential to helping residents live easily and comfortably in their homes and communities as they age,” said Ward.“This is just the beginning, the hard work begins, the implementation part of it is where it’s at,” said Joe Garbanzos with AARP California. “It’s good to see that the city recognized that this is good framework to use to help advance livable communities in the area.”Kevin Mayor Faulconer was not present at the news conference, but wrote the following statement.“Here in San Diego we’re focused on building more affordable housing, increasing mobility choices, and creating livable communities to improve the quality of life for all San Diegans, including older adults,” said Faulconer. “We also recognize the importance of preparing for San Diego’s aging population with policies that enhance healthy aging, civic participation, and social inclusion. SAN FRANCISCO (AP) — Oakland on Tuesday became the second U.S. city to decriminalize magic mushrooms after a string of people shared how psychedelics helped them overcome depression, drug addiction and post-traumatic stress disorder.The City Council voted unanimously to decriminalize the adult use and possession of magic mushrooms and other entheogenic, or psychoactive, plants. Denver voters approved a similar measure for people 21 and older last month.Speakers overwhelmingly supported the move, describing substances like peyote as traditional plant-based medicines. One man who described himself as a former heroin addict said such plants saved his life. Some offered mystical descriptions of the hallucinogens as providing spiritual healing.The vote makes the investigation and arrest of adults who grow, possess, use or distribute entheogenic plants one of the lowest priorities for police. No city money could be used to enforce laws criminalizing the substances, and the Alameda County district attorney would stop prosecuting people who have been apprehended for use or possession.Council member Noel Gallo, who introduced the resolution, had said decriminalizing such plants would enable Oakland police to focus on serious crime.Amendments offered by Council member Loren Taylor added caveats that the substances "are not for everyone," recommending that people with PTSD or major depression seek professional help before using them and that people "don't go solo" but seek expert guidance and have a trusted friend present during the use.The ordinance also directs the city administrator to come back within a year to provide the council with an assessment of the law's impact on the community."Entheogenic plants and fungi are tremendous for helping to enable healing, particularly for folks who have experienced trauma in their lives," Carlos Plazola, chairman of the advocacy group Decriminalize Nature Oakland, said before the council meeting. "These plants are being recommended pretty extensively undercover, underground, by doctors and therapists."The Oakland Police Department did not respond to emailed messages from The Associated Press seeking comment before the meeting. Alameda County Deputy District Attorney Teresa Drenick declined to comment.Magic mushrooms are still illegal under federal and state law. Entheogenic substances are considered Schedule 1 drugs under the federal Controlled Substances Act, which categorizes drugs that have potential for abuse and no medical value.Skeptics had raised concerns about unsafe use, especially in schools.To address such concerns, Gallo said, lawmakers would have to establish rules and regulations about the use of such substances, including what exactly can be used, how to use them and what the associated risks are.Entheogenic plants have long been used in religious and cultural contexts. Gallo remembers his grandmother treating his family members with plants, including entheogenic ones, for a variety of ailments."Growing up in the Mexican community, this was our cure," Gallo said.Hemp oils, mushrooms and yerba buenas — an aromatic plant known for its medicinal properties — "that was our Walgreens. We didn't have a Walgreens. We didn't have a way to pay for any drugs. These are plants we have known for thousands of years in our community and that we continue to use." 3363

SAN DIEGO -- A woman is on high alert after she says a six-foot-long rattlesnake nearly attacked her dog Friday.Willow, 20, says she let her small dog out just before 10 a.m. Friday in San Diego.According to the 20-year-old, the dog started running around when Willow noticed a snake. She quickly grabbed the dog and started running back inside.Firefighters responded and found the massive red diamond rattlesnake cozying up net to some rocks near a fence line.A firefighter was able to safely remove the snake with tongs. Crews say this rattlesnake is the largest they’ve ever seen.After being fed and taken care of by a 3rd party, the snake will be released into the wild. 697

  

SAN DIEGO (KGTV) - With home prices skyrocketing San Diegans are turning to remodeling.However, if the home has lead paint or asbestos, it can become a health hazard if not handled correctly. The Environmental Protection Agency is cracking down on companies breaking the rules.The agency has taken action against six companies in Arizona and California for allegedly violating regulations requiring them to protect the public from exposure to lead. The companies paid a combined 7,000 in penalties.According to the EPA, "an inspection found that, between 2014 and 2015, Renovation Realty performed renovation work at six homes in San Diego and Santee without being EPA-certified to perform work in pre-1978 housing where lead-based paint is assumed to be present." The agency says the company also failed to keep records indicating compliance with lead-safe work practices and did not ensure a certified renovator was involved as required."Looking back at it, it was a painful expensive experience to get fined by the EPA" said Keith Christian CEO of Renovation Realty.Christian said, at the time, they didn't understand the EPA's requirements of how much square footage you can disturb per room."We got fined, we paid the fine, we all went to a class we got certified as a company our supervisors got certified and it's been a great experience,” Christian said. “So now that we understand the process we incorporated that into our renovation.”Across the county from October 2016 through September 2017, the EPA finalized 121 civil settlements for alleged violations of at least one of the lead-based paint rules. The settlements they obtained in the cases soared past one million dollars. The EPA requires companies who perform abatement projects in pre-1978 homes to be certified and follow specific work practices.“For a homeowner, the biggest thing is their liability,” said Tim Tilley with Superior Abatement Services Inc. “If they hire a contractor who doesn’t follow the rules, the regulatory agencies will generally cite everyone in the food chain.”Tilley removes hazardous material like lead and asbestos for a living. His team is currently working on a San Diego home that tested negative for lead but positive for asbestos.Tilley tells 10News rules put in place at the federal level down to the local level are there to protect employees and consumers."For a homeowner, it's really important to ask the right questions,” said Gregg Cantor with Murray Lampert Design - Build – Remodel.Cantor says consumers should know if the contractor is licensed and certified and trained to perform hazardous materials work.Consumers also want to ask about types of safety methods they use, digging into specific safety precautions before, during and after the work is done.
